About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for Solicitation FA462025QA953, issued by the 92nd Contracting Squadron at Fairchild Air Force Base. The amendment, numbered 0002 and effective 14 August 2025, makes three key changes: 1) it clarifies the government's evaluation process for unbalanced pricing by updating FAR Provision 52.212-2(b), 2) adds the omitted FAR Clause 52.216-18 regarding ordering, and 3) addresses a contractor's question about potential pricing adjustments under a requirements contract. As a result of these modifications, the proposal submission deadline has been extended from 15 August 2025 to 19 August 2025, both at 10am Pacific time. The amendment emphasizes that contractors must honor proposed pricing for all orders within specified contract thresholds, and no equitable price adjustments will be entertained for quantity variations within those limits.

Amendment 0002 Page 2
SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Provide clarity on the impact of unbalanced pricing on the government’s evaluation process by updating FAR Provision 52.212-2(b).
Provision 52.212-2(b) is updated
From:
“(b) Options. The government DOES intend to incorporate options. The total evaluated price will be evaluated based on the base plus all subsequent options.”
To:
“(b) Options. The government DOES intend to incorporate options. The total evaluated price will be evaluated based on the base plus all subsequent options.” The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).”
2. Additionally this amendment adds FAR Clause 52.216-18 by full text as this clause was omitted from the originally solicitation due to administrative error.
FAR Clause 52.216-18 is being added by full text as follows:
52.216-18 Ordering (Aug 2020)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from 1 October 2025 through 1 April 2031.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered "issued" when—
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or
(3) If sent electronically, the Government either—
(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or
(ii) Distributes the delivery order or task order via email to the Contractor's email address.
(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.
(End of clause)
3. Lastly, this amendment answers a contractor proposed question pertaining to pricing under a requirements contract:
Q1: "In the event that the government’s actual ordered quantities under this requirements contract exceed or fall below the anticipated estimates, will the government consider entertaining a price adjustment to account for the impact on unit pricing, production costs, or economies of scale?”
A1: The Government acknowledges the contractor’s question regarding potential price adjustments in the event of quantity variations. Please note that under the terms of this requirements contract, and in accordance with FAR clauses 52.216-18 (Ordering), 52.216-19 (Order Limitations), and 52.216-21 (Requirements), the contractor is obligated to honor its proposed pricing for all orders placed within the specified minimum and maximum thresholds set forth in the contract.
As such, if the quantities ordered fall within the limits established by these clauses, no equitable adjustment to pricing will be entertained. The contractor assumes the risk associated with fluctuations in demand within these parameters, which is inherent to the nature of a requirements contract.
4. As a result of any requirement for pricing adjustments resulting from the changes incorporated above the due date for receipt of proposals is hereby extended from 15 August 2025 @ 10am Pacific to 19 August 2025 @ 10am Pacific.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
