SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Answer questions posed by interested vendors.

2. Provide meeting minutes from the site visit and a redacted sign-in sheet for those in attendance.

3. Extend the due date of proposals from 20 February 2025 at 1:00 PM PT to 27 February 2025 at 1:00

PM PT.

All changes as a result of this amendment are annotated in red in the revised documents.

Q1: Is your Crash line POTS or VoIP?

A1: The Crash Phone on Fairchild AFB is POTS.

Q2: Do we need to be able to accept either of the above options for the PA system?

A2: The current configuration is POTS through a telephone interface input. IAW the Statement of Work (SOW) section 4.1, The offeror shall ensure that they, “Provide for both stations a phone detector that detects the Crash Line ringing and projects the audio.”

Q3: To clarify, this is a service contract which will not require a full time QC, Superintendent and Site Safety Officer. One multi-hat superintendent will suffice.

A3: The resultant contract from this solicitation will not require a fill time QC, Superintendent, and Site Safety Officer. One multi-hat superintendent, also known as a contractor POC, project lead, etc., will suffice for the completion of this service, so long as the contractor identifies the POC to the government prior to work commencing.

Q4: Please confirm no bid bond is required.

A4: Bid Bonds are not required.

Q5: Will performance and payment bonds be required upon award?

A5: Performance and payment bonds will not be required upon award.

Q6: Can we perform work at both locations at the same time?

A6: Work can be performed at both locations at the same time. IAW the SOW section 10., “The contractor shall coordinate in advance all hours of work and any service interruptions with the 92 CES/CEF point of contact.”

Q7: Will all wire be installed within newly installed conduit raceways and gutters?

A7: Existing Gutters and raceways may be used if space is available. If not, new conduits and raceways shall be installed.

Q8: Will surface mounted conduit be acceptable within the office spaces and corridors?

A8: Surface mounted conduit will NOT be acceptable for this requirement.

Q9: Do both fire stations require to be networked together?

Amendment 01 Page 3

A9: Both fire stations must be alerted from the dispatcher center.

Q10: To clarify, this is a design-build project. How long do we have for the design phase? Who will be the AHJ – Authority Having Jurisdiction? Will we require the AHJ approval prior to construction?

A10: This is not a design-build project. This is a commercial service using FAR part 13 procedures. The offeror shall quote a design and materials that satisfy the requirements of the Statement of Work prior to the due date of quotes listed in the COMBO. There is no design phase and there is no AHJ since this is not considered a construction requirement.

Q11: During the design, devices utilized, and quantities specified may change, would it be prudent to remove all references to device types and specific quantities in the SOW? We plan to provide a BOM within our proposal to show our forecast devices planned and quantities designed.

A11: Quantities specified in the SOW are based upon the system that is currently in place. The BOM quoted by offerors shall indicate proposed items that make up their design to satisfy the requirements of the SOW.

The government understands that each offeror has a variety of solutions that can be implemented as part of the fire station alerting system. The government has amended Attach. 1 – Statement of Work (SOW)(Amend 01) to reflect which items are listed as a reference and to explain that offerors are to quote equipment that is directed towards achieving the desired system outcomes rather than to tell the offeror exactly what equipment to provide.

Q12: Will commercial internet be provided at each fire station? If so, what bandwidth (i.e. upload/download speeds) is expected for each fire station?

A12: Commercial internet will be provided at each station with download speeds of up to 1.25 GB

Q13: Who is the CAD (Computer Aided Dispatch) vendor used by Fairchild AFB dispatching system?

A13: The current CAD is Monaco, but the system proposed by the offeror must be able to accept inputs from the current and potential future CAD systems.

Q14: Does AFB want zoning in each station which allows certain rooms or areas to be alerted individually with customizable notifications?

A14: IAW SOW section 4.1, System must be configurable to allow for shutting off zones at night. The primary intent of the zoning is to ensure nearby residential housing is not disturbed by outside speakers during nighttime hours.

Q15: Please clarify that day and night modes are required as part of the functionality of the Fire Alerting System, which messages over external speakers can be turned off during evening hours so residents are not disturbed.

A15: All external speakers should be shut down during “night” mode IAW SOW section 4.1

Q16: Requirement for x2 – 240 watt amplifiers – would AFB be willing to substitute that requirement for a Station Controller for each station that has four (4) 70-watt internal amplifiers remotely configurable for volume adjustment, compatible with commercially available P.A. amplifiers that support consumer audio line-level (- 10dbm) 600 ohm differential inputs, including three audio inputs that can be used to connect to consumer audio sources, such as the station telephone system, VOIP extensions with SIP-based PBX systems, and have the ability to configure prioritization and muting options.

Amendment 01 Page 4

A16: Substitutions are permitted if all input requirements are met.

Q17: Requirement for LED Light Strips with multiple colors and recessed color changing LED lights – would AFB be willing to substitute in their place LED Speaker Lights with “ramping red” LED lights designed to have little impact on the building occupant’s night vision when a call is received. The station monitors specified within the SOW will display response information.

A17: LED lights shall be capable of 5 different colors to match response type IAW SOW section 4.1.

Q18: Confirm that AFB is providing the FirstNet cellular connection.

A18: FirstNet cellular connection will be provided by the government.

Q19: “Any remote access to unit from internet should be initiated through physical access from unit.” Please clarify what AFB is look for with this statement – is this referring to access to the System for configuration, updates, etc., using VPN or other method of remote access?

A19: Any remote configuration or access to alternate devices should be accomplished on-site. Not from an off-installation location.

Q20: Turnout timer control – does AFB want automatic reset or the ability to manually reset a turnout timer?

A20: The government prefers an automatic reset for the turnout timer control.

Q21: UPS – what are AFB’s requirements for the UPS – i.e., minimum length of time needed to power the system with battery power?

A21: The minimum length of time needed to power the system with battery power is 15 mins. The SOW has been amended to reflect this requirement.

Q22: Our System components are currently be evaluated for cybersecurity compliance and we expect to receive confirmation within the next few months. In the meantime, will AFB accept radio-only dispatching until compliance is met?

A22: No, FAFB will not accept radio only dispatching.

Q23: The SOW mentions 8 hours of training over a 2-day period. Will these be back-to-back days?

A23: Yes, training is expected to be in 2 consecutive days.

Q24: Do the stations currently have lighting control systems? If so please provide make and model numbers.

A24: Yes, the stations have lighting controls, however, current lighting controls are not to be considered dependable. The contractor shall provide all equipment required to ensure a fully functioning system.

Q25: Since the system is required to connect to the network, is an ATO (Authority to Operate) required for this project?

A25: ATO is not required. This system should not connect to the AF Network

Q26: Are there any Air Force Cybersecurity reviews and approvals required or needed on this project?

Amendment 01 Page 5

A26: At this time, no component of this system shall be connected to the government network. Therefore, no cybersecurity reviews are required.

Q27: Does AFB want zoning in each station which allows certain rooms or areas to be alerted individually with customizable notifications?

A27: IAW SOW section 4.1, System must be configurable to allow for shutting off zones at night. The government is primarily concerned with the zones being inside and outside and it being possible to shut off the outside zone overnight. It is not a requirement to zone individual rooms, but it is not prohibited if this is an aspect of the offeror’s system.

Q28: Will CAD integration require Authority to Operate (ATO)?

A28: At this time, no component of this system can connect to the government network. Due to on-network security issues and the large amount of work that goes in to maintaining an ATO, we are asking that this system operating independently of the network. Therefore, there is no ATO required.

Q29: “Provide Qty(2) 240W Amplifiers (1 per station) capable of a minimum of 6 inputs each. Inputs consist of radios and telephone interfaces” - Is the Government accepting of new technology that can uplift the 240W amplifiers to meet/exceed the requirements set forth in the PWS?
