Resistance Training Academics (RTA) Audio Visual (AV) System Replacement

Rev 02

August 2025

Statement of Work (SOW)

For RTA AV System Replacement

Fairchild AFB, WA

1. BACKGROUND: The 22 TRS Resistance Training Academics (RTA) Flight is located at Fairchild AFB, WA requires a replacement of the Audio-Visual system. (AV) Which is incorporated into the facilities, creating a complete and usable system that is user-friendly, easy to maintain, and seamlessly integrated into SIPR.

2. SCOPE OF WORK: The Contractor shall replace the current Creston Control system in A/V room

(room 141) and all other equipment associated with the AV system necessary to ensure system is reliable, easy to maintain, and user friendly. The new system shall handle all aspects of audio and visual in rooms 135, 136, 137, 138, 139, 140, 141, 142A, 142B, 142D, 142C 142E, 146, and 147.

3. OBJECTIVES: The contractor shall install, test, and train the staff on the audio-visual system at

1040 W. Survival Loop, Fairchild AFB, WA.

4. REQUIREMENTS:

4.1 The contractor shall replace the current Creston Control A/V system and all necessary equipment to ensure the system is reliable, easy to maintain, and user friendly. The new system will be installed in the current security container located in room 141. The new system is to handle all aspects of audio and visual in rooms 135, 136, 137, 138, 139, 140, 142A, 142B, 142C, 142D, 146, and 147.

4.2 Room 141 is the security container control room where the main system will be installed. The contractor shall provide, install, program and incorporate a new A/V system into the control panel/ matrix with the following salient characteristics/requirements:

• User-friendly control interface with mounted control panels

• Must have the ability to select inputs, turn off/on all connected audio and visual devices, and volume control from control panels

• System must be capable of accepting a minimum of four (4) inputs and support a minimum of four (4) outputs of high-definition audio/video. They all need to support both SIPR and NIPR feeds.

• Contractor will ensure all A/V equipment is installed properly, mounted within secure container within room 141, and labeled

• Contractor will replace unreliable video transmitters, receivers, and transmitter for SIPR computer connected to existing DMPS switcher

• Contractor will replace all current data cabling from Room 141 to the podium located in room 142D. Cable will be run according to industry standards, through the ceiling, ensuring they are secure and grouped together when appropriate.

4.3 Room 142D is the auditorium with a maximum capacity of 120 people. A/V System should be fully controllable from Room 141, to include turning on/off sound and controlling volume. The contractor shall:

• Provide and install a mounted ceiling audio system to provide quality sound output to the maximum room capacity of 120 people. Sound must be able to clearly project over occupants when the room is at capacity.

• Provide and install four (4) new speakers to replace existing system ceiling speakers

• Maintain three inputs (Computer, Tabletop VGA, Tabletop HDMI) at the podium

• Provide and install a new projector with the following salient characteristics:

o (4k)3840x2160 Display Resolution o Ceiling mounted o 5500 Lumens Color Brightness o 5500 Lumens White Brightness o 2 HDMI Ports o 30000000:1Contrast Ratio o Must be able to present clearly on 200” x 200” sized screen o Cannot include Bluetooth, storage capabilities, or WIFI due to transmitting SIPR video feed

4.4 Training. Contractor shall train at least two (2) designated RTA personnel on operations in addition to providing written instructions on how to use the entire system. Provide basic user instruction manuals on how to operate, maintain, and troubleshoot.

4.5 Existing Equipment. Any existing equipment removed will be reviewed by the staff of Resistance

Training academics prior to disposal. This shall be documented in writing. Any items not kept by the Government will be the responsibility of the contractor to dispose.

4.6 Testing. The Contractor shall ensure the entire system, to include integration testing with all integrated equipment components, is tested prior to activation. All items procured under this effort shall be tested. The Government requires a minimum of two weeks’ notice before the Contractor performs any testing. The contractor shall perform end-to-end system component and functionality testing during the installation phase in accordance with the manufacturer’s installation and testing standard procedures. The contractor shall test the system according to the manufacturer’s diagnostic and readiness test specifications after installation activities are completed. The Contractor shall utilize the equipment manufacturer’s standard commercial/quality control practices to verify that the system meets the requirements as a basis for acceptance by the Government.

4.7 Warranty. The contractor shall provide a standard commercial warranty for the system (all hardware and software) and work performed after Government acceptance of the installation. The warranty support shall include, but not limited to, as applicable, all (major and minor) OEM software releases patches and installation of such software that occur during the warranty period at no additional cost to the government. The processes to manage warranty support shall be clearly described in the contractor’s proposal. Warranty services shall include normal “break-fix” service and shall be consistent with industry standards.

5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: None.

6. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.

7. PLACE OF PERFORMANCE: Resistance Training Academics Flight, 1040 W. Survival Loop, Bldg 1256, Fairchild AFB 99011.

8. PERIOD OF PERFORMANCE: Completion shall include installation, testing, and networking of all equipment; delivery of all training and training materials to designated permanent party personnel;

delivery and acceptance of all deliverables; and all site cleanup. Ideal contract completion should occur by 31 December 2025.

9. GENERAL INFORMATION:

9.1. The contractor shall designate an on-site project manager that will serve as a single point of contact for the Government. The contractor shall coordinate with Government representatives for all equipment installation activities. The contractor shall perform the installation in accordance with the manufacturer’s standard procedures. The system shall be installed with little or no disruption to existing services. Any disruption of service shall be coordinated with the Government POC. The Government POC will provide notification schedule and approvals.

9.2. Any installed components (hardware, software and features/functions) shall comply with the latest National Electric Code (NEC).

9.3. The contractor shall obtain and comply with any applicable manuals not identified above that are required to meet industry standards applicable to the trade required to complete task requirements.

10. HOURS OF OPERATION: Hours of operation are 0700-1630 Tuesday through Friday, excluding

Federal Holidays and any other designated down day. Work can be done at other than normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with 22 TRS Resistance Training Academics points of contact.
