About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for an audiovisual system upgrade at Fairchild Air Force Base. The amendment (0001) updates the Statement of Work (SOW) for a contract (FA462025QA818) issued by the 92nd Contracting Squadron, modifying the place of performance address to 1040 W. Survival Loop, Bldg 1256, Fairchild AFB 99011. Key changes include clarifying Government Furnished Equipment (GFE) in multiple rooms, confirming a site visit on August 21, 2025 at 10:00 AM PST, and addressing technical questions about the existing audiovisual infrastructure. The amendment provides details on current equipment in rooms 135-147, including LG televisions, HP desktop computers, and existing speakers, and indicates the intent to control all spaces from a single processor located in room 141. The government will accept an AVoIP system replacement and does not require additional speakers or a new projection screen.

Amendment 0001 Page 2

SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Incorporate a revised SOW that updates the address of the Place of Performance as follows:

From: 1040 W. Survival Loop, Fairchild AFB 99011 To: 1040 W. Survival Loop, Bldg 1256, Fairchild AFB 99011

Additionally, the SOW includes minor revisions for clerical errors.

2. Confirm the site visit will be held at 1040 W. Survival Loop, Bldg 1256, Fairchild AFB 99011 on Thursday, 21 August 2025 at 10:00 AM PST.

Please notify the Contracting Officer (Brian Fernandez, brian.fernandez.5@us.af.mil) and Contract Specialist (Sarah O’Neil, sarah.oneil.1@us.af.mil) if your organization plans on attending NLT Wednesday, August 20 at 10:00 AM PT. We will be meeting at the main entrance of Bldg 1256.

3. Publish questions and answers, as follows:

Q1: The scope of work details the control room (141) and the auditorium (141), but doesn’t provide any details on the A/V systems for rooms 135, 136, 137, 138, 139, 140, 141, 142A, 142B, 142D, 142E, 146 and 147. Please provide a complete list of GFE equipment for these rooms including any available AS-Built drawing sets. A compiled topology diagram showing interconnects between these rooms and the control room may be needed.

A1: The only GFE equipment provided within rooms 135, 136, 137, 138, 139, 140, 146, and 147 are a LG television (1 in each room) and a HP 8100 Desktop Computer Intel Core I5 computer tower (1 in each room).

Room 141 has two (2) TVs, and 2 speakers. Room 142B has one (1) camera with a microphone. Rooms 142A and 142C (previously labeled as 142E) are apart of the auditorium. Room 142D has a projector and four (4) speakers.

I don’t have drawing sets, or a topology diagram for the current system.

Q2: Is the intent to control all these spaces from a single control processor, or should each room have a dedicated processor?

A2: The intent is to control everything from a processor located in room 141.

Q3: Does each space have local control panels, or is each room only controlled from the control room (141)?

Do any of other rooms need replacement touch panels or other interface types?

A3: Only room 141 requires a control panel.

Q4: The SOW details a 200”x200” motorized projection screen. This appears to be a 4:3 aspect ratio screen.

The new projector, in HD format, will provide a 16:9 or 16:10 aspect ratio. This will leave unused space above and below the projected image. Should a new screen, with the appropriate aspect ratio be specified and included in the response?

A4: We don’t require a new screen.

Q5: Crestron DMPS units are end of life (EOL) along with limited supplies of DM transmitters and receivers.

Would the Government accept a new AVoIP system such as Crestron’s DM-NVX in place of repairing the existing DMPS?

A5: Yes.

Q6: Where are the locations of the requested 4 inputs and outputs in room 141? What connections do these need to support?

A6: They are located within the safe. Connections include: DGA, Cat 5, and HDMI.

Q7: How many CATx runs need to be replaced between rooms 141 and 142D?

A7: No less than 5.

mailto:brian.fernandez.5@us.af.mil mailto:sarah.oneil.1@us.af.mil

Q8: What is the existing audio system (loudspeakers) in the auditorium? Point source or arrays? Are the existing loudspeakers “flown” or stage stacked? If a new loudspeaker array system is to be installed, is there adequate rigging point available? Who is responsible for signing off on any rigging requirements? Are there any pictures available for reference of the current loudspeaker installation? Please provide additional details.

A8: The current sound system consists of four array style speakers. Flown. Rigging points available. CE and the 22nd security manager must be there at time of install. (I will see if there’s anyone else that needs to be present.)

Pictures can be taken during contractor site visit.

Q9: Four additional ceiling mounted loudspeakers are desired for the auditorium. It is assumed these are in addition to the new PA system. What is the use case for these additional loudspeakers?

A9: We only need the 4 array style speakers. (Information in A8) We don’t require an additional 4.

Q10: Are there facility drawings available for the auditorium showing the room dimensions including a section view denoting floor elevation(s) and ceiling heights?

A10: At this time, there are no facility drawings available for the auditorium showing room dimensions. If this becomes available, it will be published in an amendment.

4. The deadline for quotes will not be extended. All other terms and conditions for this solicitation remain unchanged.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
