About this file

This document is a Standard Form 30 Amendment to Solicitation FA462025QA818 issued by the 92nd Contacting Squadron at Fairchild Air Force Base. The amendment primarily publishes a comprehensive set of 36 questions and answers related to an audiovisual system upgrade for multiple rooms, focusing on Room 142D (auditorium) and adjacent spaces (Rooms 135-147). Key requirements include TAA-compliant hardware, SIPR/NIPR video feed compatibility, and specific technical specifications such as no Bluetooth/WiFi for projector, reuse of existing functional speakers, and manual TV controls. The upgrade involves AV routing, video distribution, and integration of existing systems, with all primary control managed from Room 141.

The solicitation specifies no conferencing capabilities are needed, and the system should support video feeds across rooms using existing TV displays. Critical technical details include a Crestron touch screen dimmer (FT-TS600-B) with 5 lighting modes, existing JBL speakers in breakout rooms, and a requirement that all high voltage work be coordinated with CE (likely Civil Engineering). The amendment maintains the original quote deadline and requires bidders to fill out specific blocks on the form with their proposal. The overall scope appears to be a specialized AV system upgrade for a secure, multi-room environment with specific security and technical constraints.

Amendment 0002 Page 2

SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Publish questions and answers, as follows:

Q11: What is the model number of the dimmers used in Room 142D? How many channels are being dimmed? Is the winning bidder responsible for any of the high volt work that may be needed?

A11: High voltage work must be accomplished by the bidder with CE informed and coordinated with during work and assessing afterwards. Information for touch screen dimmer display on the podium is: Crestron. FT-TS600-B.

SN 1834NEJ09822. PN 6507391. Display has 5 lighting modes that are controlled on touch screen. Room lights full, room lights half, student lighting, stage lights, and track lights. Only the track lights are dimmable on the current system.

Q12: Do the three inputs (Computer, Tabletop VGA, Tabletop HDMI) at the podium need to be maintained for use in the new system?

A12: Yes, this would be beneficial.

Q13: Since only Room 141 has a control panel, how will end users in other rooms (135–147) initiate content? Will all switching/routing be managed by operators in 141, or should users in each room have a simple “on/off & volume” local control option?

A13: Content is managed by the SS in room 141. Additional controls are necessary on top of what is already present in breakout rooms (135-140)

Q14: For the four inputs in Room 141 (inside the safe), should we assume they all need to support both SIPR and NIPR feeds or only standard video sources (PCs, laptops, etc.)?

A14: Yes, they need to support both NIPR and SIPR. The problem lies in disrupted/degraded system malfunctions between multiple operating systems we believe.

Q15: Are there requirements for signal isolation between SIPR and unclassified sources (separate transmitters/receivers, KVM over IP, etc.)?

A15: There should be no signals, everything should be done via hardwire.

Q16: Are laptop inputs needed in other rooms (HDMI/USB-C wall plates or table connections), or only in Room 142D at the podium?

A16: No, it is only required in room 142D at the podium.

Q17: Each smaller room has a TV (LG) — do these require full AV routing from 141, or are they intended for basic PC display only?

A17: The TVs are connected to the Genetec modem on the floor in each room with an HDMI . The existing routing/setup seems sufficient.

Q18: Are there requirements for simultaneous distribution (e.g., the same source to multiple rooms at once)?

A18: Yes, during scenarios in the room behind the stage, the live feed video from the Genetec cameras is pushed to the TVs in the breakout rooms through the Genetec system on the floor in each room.

Q19: Should TVs be included in control programming (power on/off, input switching) or left as manual operation?

A19: Manual operation is fine for the TVs in all rooms. They operate as they should.

Q20: For Room 142D (auditorium): The Q&A clarified four flown array speakers will remain. Should we assume the new DSP will reuse the existing amplifiers/speakers, or should new amplification/DSP processing be quoted?

A20: The existing recessed speakers in the ceiling of the auditorium are functioning and do not need replaced. At the most, a sound check may be conducted. The four wall mounted speakers we believe were part of an old AV system and can remain in place. No action needed for those.

Q21: Are microphones required (wireless handheld, lavs, podium mic) for Room 142D presentations, or is this strictly playback audio reinforcement?

A21: No microphones are required in the auditorium.

Q22: Do any of the smaller rooms (135–147) require audio reinforcement beyond the built-in TV speakers?

A22: No, each room is connected to its own JBL speaker setup. Speakers are mounted beside the TVs in each room. These speakers are sufficient.

Q23: Will base provide lifts/scaffolding for projector/array speaker access, or should the integrator include?

A23: Integrator should include these items, however any equipment in RTA may be used. (We have multiple ladders, etc. that reach to the projector area as well.)

Q24: SOW states there is a floorplan attached. Does this exist?

A24: Yes, the floor plan was mistakenly removed from the original SOW to the revised SOW published on 8/19.

It has been updated to show the floor plan.

Q25: Are there any picture of the equipment in the room that you could provide? Ceiling speakers, projector, rack, and control room?

A25: I will speak to the security manager and ensure that we are good to take pictures of these items. I should know by tomorrow COB and will send pictures if able.

Q26: Does the hardware installed need to be TAA compliant?

A26: Yes, hardware installed should be TAA compliant.

Q27: If current hardware is functional, can it be reused? For example, can we keep the existing 8 ceiling mounted speakers if they are functional?

A27: Yes, absolutely.

Q28: Are you ok with the install team creating a boundary since there are two separate systems involved with the room 142 AV? For example, the requirement should mention something about two video/audio/USB feeds needing to come out of 141 and input into 142.

A28: If it’s something they believe is necessary for proper functionality of the entire system, then I am fine with

it. I am unfamiliar with the idea of creating a boundary but am not opposed to it if it helps with longevity and proper use.

Q29: Please clarify which rooms listed 135-140, 142D, 146, and 147 should have conferencing capabilities.

A29: No, we do not require any conferencing capabilities in any of these rooms. It is simply a feed from the stem to these rooms for reviewing live footage via standard AV output to TVs. Volume, etc is controlled with TV remote.

Q30: Please clarify which conferencing platforms are desired. For example would conferencing be desired for NIPR and SIPR on Microsoft Teams using dedicated AV bridges and owner PCs?

A30: No conferencing required.

Q31: Would a traditional Cisco Codec be desired as well for conferencing in multipurpose environments such as TAC-SIPR?

A31: No thank you.

Q32: If rooms listed 135-140, 146, and 147 will not have conferencing please list how many displays and video sources you would like to be presented in those rooms.

A32: None required. The TV display in each “breakout room” is sufficient and everything is ran off these TVs with video feed provided from the stem (room 141).

Q33: Please confirm if room locations have a protective distribution system (PDS) for SIPR or if all conferencing will be supported in room 141.

A33: No conferencing. All systems to be supported/controlled in room 141. Unsure about existing PDS.

Q34: Please confirm if digital signage listing room classification state during secure calls is desired or if manual signage will be posted.

A34: Any signage is manual, and no manipulation is needed for existing processes.

Q35: Please confirm if electrical diagrams are available.

A35: The RTA staff and Logistics are not in possession of any diagrams currently. We will work with CE to see if these can be made available by the time of award.

Q36: Are there any special details about the projector to consider when quoting?

A36: Projector cannot include Bluetooth, storage capabilities, or WIFI as it is transmitting SIPR video feed. In the past, Fairchild Comm has been able to disable these features if a projector with these requirements is unobtainable from the manufacturer.

2. The deadline for quotes will not be extended. All other terms and conditions for this solicitation remain unchanged.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
