The purpose of this amendment is to update RFP FA462020R0003 Addendum FAR 52.212-1, Instructions to Offerors–Commercial Items and FAR Provision 52.212-2, Evaluation-Commercial Items and answer question relating to boiler license requirements.
A copy of this amendment must be signed and returned with the contractor’s proposal.
Please remember to complete Blocks 8 and 15a, 15b, and 15c of this amendment.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10 A, as heretofore changed, remains unchanged and in full force and effect.

SUMMARY OF CHANGES
Question: Can the Mechanic II license stand in for a boiler operator license and how do contractors get licenses when city of Spokane suspended testing?
Answer: No, a boiler operator license is required. Spokane Municipal Code Title 17G, Chapter 17G.010, Section 17G.010.200 specifies the minimum qualifications to become a licensed boiler operator and licensed gas heating mechanic. The minimum qualifications to become a gas heating mechanic are associated with gas fitting education and gas fitting work. The minimum qualifications to become a boiler operator are associated with boiler operation time, boiler operating pressure and boiler input (except LP boiler and small HP boiler).
The minimum qualifications to become a gas heating mechanic do not encompass the qualifications for boiler operators and therefore are not a replacement for boiler operator licenses. The link to the specific Spokane Municipal Code is:

An example of Boiler Operator license requirements are listed below:
1st Class Boiler Operator Two (2) years of practical experience as a boiler operator with eighteen (18) months of that experience in a high pressure plant; or, certification from a recognized school of technology devoted to steam engineering and one
(1) year of practical experience as a boiler operator. This license authorizes the holder to operate any and all boilers.
2nd Class Boiler Operator One (1) year of practical experience as a boiler operator in a high-pressure plant. The license authorizes the holder to operate a steam plant not exceeding 8,000,000 BTU input or to act and operate as assistant operator to a 1st Class Boiler Operator.
3rd Class Boiler Operator One (1) year of practical experience as a boiler operator. This license authorizes the holder to operate a steam plant not exceeding 4,000,000 BTU input or to have charge of an opposite shift to a 2nd Class Boiler Operator.
Small High-Pressure Boiler Operator No experience required; applicant must be 18 years old. This license authorizes the holder to operate a small high-pressure boiler not to exceed 800,000 BTU input or 150 PSI.
Low-Pressure Boiler Operation (LPB) No experience required; applicant must be 18 years old. This license authorizes the holder to operate any low -pressure boiler not to exceed 15 lbs (steam) or not to exceed 160 PSI and/or 250 degrees Fahrenheit (water).
The city of Spokane’s Development Services Center Permit Team has suspended testing. The testing suspension went into effect the day Washington State’s Stay Home Stay Healthy order was issued. Normal testing will resume when the order is lifted for our area. The order’s end dates are unknown at this time. Washington State has no reciprocity for other state boiler certifications. However, testing can be accommodated at the contractor’s place of business if required. The following changes have been made to 52.212-1 and 52.212-2 of the Solicitation (All changes are annotated in Red):
Change Addendum FAR 52.212-1, Instructions to Offerors–Commercial Items
From:
Paragraph (k); Technical Evaluation 1) Submit a written plan, see DFARS clause 252.237-7024 Notice of Continuation of Essential Contractor Services below, describing how the offeror will continue to perform the essential contractor services listed in the PWS during contingencies such as heightened Force Protection conditions or a pandemic. The approved written plan will be incorporated into the resulting contract. 2) Submit boiler operator licenses sufficient to meet the requirements of PWS para 3.6. Boilers operators are required to be licensed in accordance with Spokane Municipal Code Title 10, Division II, Chapter 10.29, Article II, Section
10.29.020. The highest required operator licensure for each boiler plant is shown in Appendix 5 of the PWS.

Change FAR Provision 52.212-2, Evaluation-Commercial Items, From:
(a) Pursuant to FAR 12.602 contract award will be made using competitive procedures IAW FAR 15.305.
The government will award a contract resulting from this RFP to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the government, price and other factors considered.
The following factors shall be used to evaluate proposals:
Past Performance and Price
This evaluation will be conducted as a Subjective Trade-off; where Past Performance is approximately equal to Price. In addition offerors are required to provide the following:
Technical Evaluation Factor: Rated on a GO/NO GO basis.

(a) Pursuant to FAR 12.602 contract award will be made using competitive procedures IAW FAR 15.305.
The government will award a contract resulting from this RFP to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the government, price and other factors considered.
