14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to answer questions from the Pre-proposal Conference/Site Visit, and provide an updated Appendix 7 “Government Furnished Space (Floor Plan)” of the PWS.
A copy of this amendment must be signed and returned with the contractor’s proposal.
Please remember to complete Blocks 8 and 15a, 15b, and 15c of this amendment.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10 A, as heretofore changed, remains unchanged and in full force and effect.

SUMMARY OF CHANGES
QUESTIONS AND ANSWERS:
Q1: Is there any minimum manpower requirement for the transition period (Oct 1, 2020 – Jan. 28, 2021)? (Section 1.4)
A1: All PWS services shall be provided on the equipment listed as “Service Starting at Start of Contract” in Appendix 4 at the start of the contract (1 Oct 20). There are no minimum manning requirements to accomplish this workload.
Q2. Is the contractor required to provide the boiler treatment chemicals for the steam boilers per this contract? (Sections 2.1, 3.9)
A2: Yes
Q3: What is expected for the cleaning of waterside tubes on the steam boilers? “steam boiler tubes shall be cleaned to remove debris and sediment….” (4.1.1). The waterside of the fire tube (Superior Boilers) is fairly easy to wash out but the water tube boilers (Bryan Boiler) is a much more difficult adventure – what is the intent of this item?
A3: Only accessible surfaces on the waterside tubes require cleaning and need to be clean enough for NBIC inspections.
Q4: Given this solicitation is multi-year, is there a rule of thumb for annual increase for the Davis-Bacon wage scale that can be applied to provide for future increases?
A4: The contract/solicitation includes the Service Contract Act (SCA) Wage Determination (not Davis-Bacon). A current SCA Wage Determination will be incorporated into the contract annually with a modification. Contractors will have 30 days to request a wage increase when the modification is issued.
Q5: What are the payment terms for this contract? Is the boiler maintenance service agreement billed monthly? How long after invoicing does a contractor get paid?
A5: Payment terms are NET 30. The contract will be billed monthly using Wide Area WorkFlow (WAWF) IAW DFARS Clause 252.232-7006 “Wide Area WorkFlow Payment Instructions”. Once a correct invoice with receiving report (Combo Document) is accepted, the contractor will be paid in approximately 30 days.
Q6: How long does it usually take to get a new hire for a contractor to be cleared to be on the base?
A6: It can take roughly 5 to 10 business days for a new hire to receive a base pass. However, the government is able to vouch individuals on base on a case-by-case basis for three days at a time.
Q7: If in the event we did need to have a subcontractor come out on the base to help with some aspect of the contract, is it allowable to mark up their cost to us?
A7: This should only be applicable for the parts and labor line item. The monthly service Line Item is Firm-Fixed-Price and will be invoiced for a set amount each month. The Parts and Labor line item will be negotiated on a case-by-case basis as stated in the PWS.
The markup for parts and labor will be on a cost + no more than 10% markup (PWS 4.6). The markup can be on top of subcontractor costs.
Q8: Boiler operator licenses as required by state and local jurisdictions. Can these be submitted prior to contract start date instead of with bid documents?
A8: No. This is required as part of the technical evaluation of proposals. Please submit required licenses as stated in the solicitation.

Q9: Reimbursable parts and labor - The $500.00 that the contractor is responsible for, is that parts and labor combined?
A9: Yes, this is parts and labor combined. The contractor will be responsible for the first $500.00 for reimbursable parts and labor per occurrence.
Example: Parts/repairs will cost $3,000.00 for a specific issue not covered under monthly service. Using the process in PWS sections
4.4 through 4.6, the contractor is responsible for the first $500.00 and the government will approve the contractor to bill for $2,500.00 for the specific work order.
In this scenario the Contracting Officer would be the one to approve the work because it is over $2,500.00.
Q10: During the phase 1 transition period, is it acceptable to the government to have just the work lead during this time frame or is it required to have the entire crew?
A10: See A1.
