The purpose of this amendment is to update information about the Pre-proposal Conference/Site Visit, and provide additional information for Pre-proposal Site Visit due to COVID-19 Health Protection Measures.
A copy of this amendment must be signed and returned with the contractor’s proposal.
Please remember to complete Blocks 8 and 15a, 15b, and 15c of this amendment.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10 A, as heretofore changed, remains unchanged and in full force and effect.

SUMMARY OF CHANGES
1. Addendum FAR 52.212-1, Instructions to Offerors–Commercial Items. Paragraph (k), Subparagraph (a) page 5 of FA462020R0003 Combo RFP, changed from:
Pre-proposal Conference/Site Visit at Fairchild AFB
(a) A pre-proposal conference will be conducted at Fairchild AFB on 14-16 April 2020 at 8:00 AM PDT each day for the purpose of answering questions regarding this solicitation.
To:
Pre-proposal Conference/Site Visit at Fairchild AFB
(a) A pre-proposal conference will be conducted at Fairchild AFB on 21-23 April 2020 at 8:00 AM PDT each day for the purpose of answering questions regarding this solicitation.
2. Addendum FAR 52.212-1, Instructions to Offerors–Commercial Items. Paragraph (k), Subparagraph (b) page 5 of FA462020R0003 Combo RFP, changed from:
(b) Provide the name of attendee (not to exceed 1 per firm) along with contact information to Clifford Dockter, clifford.dockter@us.af.mil 509-247-8141 NLT 13 April 2020. Do not send social security numbers via email. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.
Due to security limitations for base access only U.S. citizens are allowed at the site visit.
To:

Do not send social security numbers via email. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.
Due to security limitations for base access, only U.S. citizens are allowed at the site visit.
NOTICE: All personnel at the site visit will adhere to COVID-19 Health Protection Measures. All attendees will adhere to physical distancing (minimum of 6 feet), wash hands regularly, and closely monitor COVID-19 symptoms (cough, shortness of breath, or fever of at least 100.4). The government will take the following precautions during the site visit to ensure health protection measures are followed:
1. Guidance for proper health techniques will be provided to all parties upon arrival.
2. Boilers are located in mechanical rooms that can be small. Personnel will stay outside and be escorted into the mechanical room one at a time to ensure six-foot distance is maintained.
3. Personnel will travel to each site in separate vehicles.
4. Personnel will be required to wear proper PPE including face masks that cover the nose and mouth area. Contractors are required to provide their own face mask. This may be a cloth face covering and is required when six feet of physical distance cannot be maintained.
5. Personnel will be required to limit their activities to each mechanical room, privately owned vehicles, and restrooms.
