About this file

This is a Questions and Answers document for federal contract FA461326R006, addressing contractor inquiries regarding water damage repairs in Building 223 (a dormitory).

The project scope includes removing and replacing bathroom sink and vanity fixtures with new units; removing and replacing concrete subfloors in the bedroom (6'x8' area) and kitchen (2'x8' area) without disturbing the wood subfloor; adjusting the bathroom door to function properly; reconfiguring water supply lines behind the dishwasher to run parallel and expose to the interior (using PEX products acceptable) with an access panel installation; and cutting vinyl flooring at kitchen casework. The Government will provide smoke head dust shields and replace air filters; the contractor is responsible for dust control using negative air machines with HEPA filters exhausted through windows. A contractor representative (foreman or superintendent) must be on-site during all work and may serve dual roles as Safety Officer if qualified. Personnel must wear distinctive clothing bearing company identification (hard hats and safety vests are acceptable). The Government will mark parking spaces south of the building or stage a dumpster in the courtyard area. The laundry room ceiling repair scope has been removed from the project. Existing edges of concrete removal areas must be sound for new flooring placement.

Question Government Response

1. The SOW says to remove and replace the hand sink and vanity in bedroom. Note #8 Says to install new sink and Vanity. Please confirm if we are to reinstall the existing hand sink and vanity or replace it with new.

The contractors shall remove the existing sink and cabinet, and replace it with a new sink and cabinet.

2. The SOW only includes removing and replacing the concrete subfloor and does not include any repairs to the wood subfloor.

Please confirm this is correct.

The Government anticipates no repair is necessary for the wood subfloor in this room. The wood subfloor should not be removed for this concrete placement.

3. Is a Superintendent required to be on site full time?

A Contractors representative shall be on site at all times that work is being performed in the unit. The representative may be a forman or superintendent.

4. Can the Superintendent fulfill the role as Safety Officer if they have all the qualifications, or does a separate safety officer need to be onsite full time?

Yes, the Superintendent may fulfill the role as Safety Officer.

5. In the General Requirements #2 “Contractor Personnel shall be easily recognizable while on the installation”. Can this be achieved by wearing hard-hats and safety vest or does the government have additional requirements in mind?

"This shall be accomplished through distinctive clothing, overcoats, or hats, bearing the company name or logo." So, yes, hard hats and safety vest will be acceptable

6. During the site visit it was noted the bathroom door needs to be adjusted so it will function properly. The SOW does not include repairs to the bathroom door, are we to include this in our proposal?

Yes, adjust the bathroom door to swing freely and function properly. This has been added to the SOW

7. In the SOW under Project Scope, it says to “install an access panel at plumbing connections behind dishwasher”. The plumbing repair work to fix the leak appears to be a temporary fix and will need to be reworked in-order to install and access panel.

Are we to include the plumbing work in our proposal?

Yes, please re-configure the two water supply lines to run parallel to each other, and enter the wall in a cleaner fashion; and to allow for an access panel to be installed at the valves. The Government would like to have the pipes exposed to the inside of the dorm unit instead of in the wall to prevent the lines from freezing. PEX products are acceptable for this installation.

8. During the site visit the square footage of concrete subfloor to be replaced was discussed please confirm.

a. Bedroom - Remove & replace an area 6’x8’.

b. Kitchen – Remove & replace and area 2’x8’.

This estimated area is acceptable for the area to be replaced. Ensure the existing edges of these areas are sound for new flooring placement.

9. The flooring in the kitchen runs under the casework, please confirm it is acceptable to cut the flooring at the cabinets.

Confirmed, cut the vinyl flooring at the casework in the kitchen.

10. Please confirm the government will remove and replace or protect the smoke heads in the room during the project.

Smoke heads shall be covered with dust shields by the Government during demolition.

11. During the site visit it was identified the repair work in the Laundry Room has already been completed. Please confirm the Scope of Work in the Laundry Room is to be removed from our proposal.

Confirmed. The replair to the laundry room ceiling is removed from the scope of work for this project.

12. Will a couple of parking spaces be made available to place a roll-off dumpster near the entrance to the building?

Parking spaces in the parking lot south of the building may be marked off for a roll-off dumpster. Depending on its size, a smaller dumpster may be staged in the courtyard area of the building.

13. During the site visit, dust control requirements were discussed. Please confirm a negative air machine with a Hepa filter can be exhausted out the window.

Confirmed, a negative air machine with a HEPA filter may be exhausted through the window opening. Ensure that the window is secured closed after work is completed for the day.

14. During the site visit the replacement of the existing air filters was discussed, please confirm the government will replace the air filters.

Air filters shall be replaced by the Government. This is not part of this scope of work to replace any filters.
