About this file
This document is a Questions and Answers (Q&A) file addressing inquiries raised by potential offerors regarding a 100% small-business set-aside solicitation for office furniture and related services.
The solicitation, numbered FA461326Q0024, is for furnishing and installation of office furniture at two Air Force buildings (327 and 328). Key corrections clarified include: quote deadline of Friday, 25 September 2026 at 1400 MDT; delivery address of 300 Vesle Dr (DoDAAC F1Y3DA); and delivery timeline governed by the Performance Work Statement with 60 days required for Buildings 327/328 and 365 days overall for CLINs 0001-0005. The procurement is conducted under NAICS 337211 and allows qualifying small-business offerors to act as nonmanufacturers/dealers sourcing furniture from other manufacturers, with FAR 52.219-33 applying. No past-performance or prime-contract experience prerequisites exist beyond technical compliance with specifications. Offerors may rely on qualified subcontractors for design, installation, and technical support while remaining contractually responsible. Facility details confirm both buildings have loading ramps (no dock), ample truck parking within 5-10 feet of entry points, and minimal stair access requirements except for one raised-floor room in Building 328. Notable product specification clarifications include acceptance of workstation-style desks with transaction tops meeting size requirements, permanent adhesive application for USAF seals on lecterns, and corrected furniture quantities in Appendix C to align with building layouts. No electrical, data cabling, or government-provided installation services are required. The government declined requests for deadline extension or clarification on BBF drawer configurations based on prior updates.

1. The SAM notice states responses/quotes are due Friday, 25 September 2026 at 1400 MDT, while the solicitation package is indexed with a different local offer time. Please confirm the controlling quote deadline and time zone.
a. Corrected in the SAM.gov and the Solicitation doc.
2. Because this is a 100% Small Business set-aside under NAICS 337211, may a qualifying small-business offeror act as a nonmanufacturer/dealer and furnish compliant furniture manufactured by one or more other concerns? If so, please confirm whether FAR 52.219- 33 applies to this procurement and whether any NMR waiver or manufacturer-size requirement applies.
a. Yes, RFO 52.219-33 applies and is included in the provisions and Clauses.
3. Is there any solicitation-specific past-performance or prime-contract experience prerequisite for the offeror beyond demonstrating technical compliance with the PWS/specifications?
a. No.
4. May the offeror rely on qualified furniture manufacturers, dealers, designers, installers, or other major subcontractors to provide product literature, design/CAD capability, installation resources, and other technical evidence required for the quote?
a. Yes.
5. Delivery address: "Deliveries or Performance" section lists 5907 10 Cavalry Ave.
Inspection/Acceptance blocks list 300 Vesle Dr (DoDAAC F1Y3DA). Which is correct?
a. Corrected address on Solicitation doc.
6. Delivery timeline: SF 1449 states 120 calendar days from award. PWS 1.1.1 states 60 days for Bldg 327/328. PWS 1.1 states 365 days overall. Which governs CLINs 0001-0005?
a. Corrected on Solicitation doc.

8. Please confirm whether an otherwise eligible small-business offeror may source the specified furniture from an authorized manufacturer/dealer and use a qualified third-party local installer/mover for delivery, removal/disposal, installation and setup, while the offeror remains contractually responsible for the full requirement.
a. Yes.
9. If there are any manufacturer-authorization, installer-credential, subcontractor-identification, or country-of-origin documentation requirements beyond the solicitation attachments, please identify them.
a. None.

11. If no loading dock, where will we load/offload the truck?

a. Adjacent; there is ample truck-size parking within five (5) to 10 feet of multiple facility entry points.
13. Are there any stairs that the product will need to go up or down to reach the truck location? If so how many?
a. Dependent; Room 5, in building 328, has a singe-step-up raised floor; all other offices/areas are at ground-floor level. This raised floor area can be accessed from one location, via ramp—negating the step, OR can be accessed from another door, which would require one step up/down for entry/departure.
