About this file

This document is a Questions and Answers (Q&A) file for a carpet replacement project at Building 226 and Multiple Air Force (MAF) sites. The project involves replacing carpet tiles, installing vinyl transition strips and wall base, and requires compliance with cybersecurity regulations like NIST 800-171. Key details include: storage limitations at different sites (no storage allowed in MAF buildings, limited storage in B226 basement), dumpster staging requirements, and specifications for wall base height and paint touch-ups.

The project has specific requirements for product acclimation, transition strip placement, and attic stock (1,500 square yards total for MAFs, 132 square yards for B226). No hazardous materials are anticipated, but a modification will be issued if any are encountered. Cybersecurity requirements include NIST 800-171 compliance for the prime contractor and subcontractors, though CMMC certifications are not required to be submitted. The Period of Performance includes procurement lead times, with potential for extension if needed, and escorts will be provided for the MAF sites during normal work hours.

Questions and Answers for Carpet Replacement at MAF’s and B226:

Q: Are there any alternative means to verify existing conditions (photos, drawings, room finish schedules)?

A: 226: The drawings we sent were dimensioned for bldg. 226

MAF’s: Drawings with square footage and perimeters were provided.

Q: Is there hazardous material present at any location on this project’s scope of work?

A: 226: None that we are aware of in bldg. 226.

MAF’s: There should be no HAZMAT at the MAFs.

Q: Is there a prior hazardous material survey available for record of all project locations?

A: No for both

Q: Should our price include a hazardous material survey?

A: No for both.

Q: If hazardous material is present, will a change order be issued for abatement?

A: Both: If any questionable material is encountered, and testing or abating is necessary, a mod will be accomplished for any work needed.

Q: In the attachment+1b_PWS_Replace+Carpet+B226, it states to “See attached drawings for locations/measurements of new carpet tile, vinyl transition strips, and vinyl wall base.”

These drawings however are nowhere to be found. Please release these drawings via amendment.

A: Drawings have been added via this amendment.

Q: Will there be available storage for material in the building at each MAF site and at B226?

A: 226: Yes, there is storage available in the basement of bldg. 226.

MAF’s: Material storage shall NOT be allowed inside the MAF buildings.

Q: If this project happens during Nov 15 to Apr 15, this will be necessary for product acclimation.

A: 226: Yes.

MAF’s: Contractor is responsible for ensuring proper product acclimation.

Q: Are we able to store tools and equipment in the building overnight or do they need to be demobilized each day?

A: 226: Storage in bldg. may be secured in bldg. 226 at the contractors own risk.

MAF’s: Tools or equipment storage shall NOT be allowed inside the MAF buildings.

Q: At each project location, will there be a designated location for a dumpster staging?

A: 226: Yes at bldg. 226 in the parking lot. Coordinate with FM and MACC PC.

MAF’s: Dumpsters can be staged inside the MAF fence. The vehicle(s) delivering/retrieving the dumpsters shall be listed on the EAL. Note: The Government may ask the Contractor to remove the staged dumpster at any point in the event of a security incident.

Q: Please confirm new wall base will be the same or greater height than existing wall base with consideration of thickness of new flooring. There may be a line of paint above the new wall base if the new height is lower than the existing height.

A: 226: Confirmed.

MAF’s: Cove base shall be the same height or greater.

Q: If this is the case, will touch up painting suffice, or will new wall-to-wall painting be required? Will this be done by the AFB, or should the contractor include this in their pricing?

A: Both: Paint touch-up is acceptable unless large sections of the wall is damaged by poor removal technique. Then the drywall needs to be skim coated and primed before paint touch-up.

Q: Would 4.5’’ wall base be considered to alleviate this if found to be an issue?

A: 226: Yes, please submit for bldg. 226.

MAF’s: Cove base shall be the same height or greater. Materials shall be submitted for approval prior to installation.

Q: Shall the prime contractor and all subcontractors be compliant with all 110 controls in NIST 800-171 as outlined in DFARS 252.204-7012?

A: Yes. The prime is required to track that the sub is compliant.

Q: DFARS 252.204-7020 states The Contractor shall not award a subcontract or other contractual instrument, that is subject to the implementation of NIST SP 800–171 security requirements, in accordance with DFARS clause 252.204–7012 of this contract, unless the subcontractor has completed, within the last 3 years, at least a Basic NIST SP 800–171 DoD Assessment. Will proof of these completed assessments be required by the Contractor?

A: The prime is not required to submit these to Contracting, but must verify that the sub is compliant.

Q: In the solicitation documents, Attachment+3_CUI+acknowledgement form (4.g) listed reporting requirements for safeguarding CUI on this project. Listed in the reporting requirements was “DFARS 252.204-7021, Cybersecurity Maturity Model Certification Requirements”. Will the contractor need to provide proof of a current (not older than 3 years) CMMC certificate and maintain the CMMC certificate for the duration of the contract?

A: CMMC certifications are not required to be submitted nor maintained.

Q: Can you confirm the locations of transition strips needed?

A: 226: Bldg. 226 – under each door to the apartments and at transitions to tile in the hall.

MAF’s: Transition strips are needed where flooring type changes, as detailed in the Drawings.

Q: On the drawings, it looks like they are only needed at doorways in rooms 114, 123, 124, 109, 119 vestibule, 108, and 129.

A: Incorrect. See comment above for both.

Q: Will escorts be provided during the duration of the project during normal work hours?

A: 226: N/A for bldg. 226

MAF’s: Yes, as detailed in the PWS.

Q: Does the Period of Performance include lead times? We are anticipating lead times of about 10-12 weeks after approvals. Will an administrative NTP be considered to allow for the submittal process to allow for the order? CLIN 16 B226 is showing a 120-day PoP after award which may not work considering lead times and on-site construction. We recommend extending this PoP or allowing a limited NTP.

A: PoP does include lead time for procurement. If lead time does not fall within the PoP, an extension will be considered.

Q: Is there preferred phasing for this project between CLINs 1-16.

A: 226: A plan of execution will be accomplished between Missile Engineering and MACC.

Multiple areas may be accomplished concurrently for bldg. 226.

MAF’s: A specific order is dependent on the date of material procurement. Likely, MAF C-01 will be the first preferred site but is subject to change and should have no impact on bids.

Q: Does this project require a dedicated Superintendent to oversee work?

A: 226: No, a POC will need to be on site to perform QA and QC and coordinate with MACC

PM.

MAF’s: While a superintendent is not required to be on site 100% of the time, the Contractor is responsible for QA/QC.

Q: Can this Superintendent also perform the quality control manager role?

A: Yes to both.

Q: Is subfloor moisture testing required on this project for slabs on grade receiving new carpet?

A: No to both.

Q: Can you confirm that 1,500 SY of attic stock for each carpet type is desired for CLINS 1- 15?

A: 226: 132 SY for bldg. 226.

MAF’s: 1,500 SY total is required; not per CLIN. This stock shall not be left at any one MAF nor be dispersed amongst the MAFs and will be transported to base by CEM.

Q: Do you also want the required amount of adhesive for 1,500 SY of attic stock?

A: No for both.

Q: Does CLIN 16 also require attic stock of 1,500 SY for Mohawk New Basics III Tile BT400 24” x 24” Carpet tile or approved equal? Attic stock is currently not shown required for B226.

A: 5% attic stock is required per the PWS, 2.4.5.
