Solicitation FA461324Q0014; LF Portable Latrines Amendment 0002; Attach 1 - Questions & Answers-(addition of questions/responses #9&10)

1. How many standard units?

IAW para 1.2 of the PWS, all 150 Portable Latrines will be handicap-sized latrines (minimum 58” x 58”; maximum 66” x 66”) with a minimum 35-gallon capacity.

2. How many ADA units?

IAW para 1.2 of the PWS, all 150 Portable Latrines will be handicap-sized latrines (minimum 58” x 58”; maximum 66” x 66”) with a minimum 35-gallon capacity.

3. How many cleanings per week/month is required?

IAW para 1.2 of the PWS, all 150 Portable Latrines will be set up on location and service provided to the latrines every 30 days.

4. Incumbent Contractor: Is there a current incumbent contractor providing these services? If so, can you share their details, and would they be considered for the new contract?

Yes, there is an incumbent contractor already performing these duties and they would be considered along with all other qualified vendors submitting proposals. The incumbent is MONDAK Portables LLC, Contract # FA461320P0001, and Total Contract value $1,795,475.00.

5. Water Access: Will there be a water source within 75 feet of the latrine locations, or is there access to a 3/4” hose spigot for water refill purposes?

No water source is available at the Launch sites.

6. Power Access: Is there electrical power available within 75 feet of the latrine locations for servicing or maintenance needs?

No electrical power is available at the Launch sites.

7. Can you please release a copy of the map for all sites needing services.

As per the description in the SAM.Gov posting, the actual LF maps will only be given out “upon award of the contract”. However, if looking for mileage, please refer to the PWS, page 14, Appendix 4 which lists the mileage from FE Warren AFB to each LF.

8. Can you guys provide the coordinates of portable toilet placement locations so that we can provide an accurate quote? As it will be cheaper if we can construct a more efficient route to visit all locations.

As per the description in the SAM.Gov posting, the actual LF maps will only be given out “upon award of the contract”. However, if looking for mileage, please refer to the PWS, page 14, Appendix 4 which lists the mileage from FE Warren AFB to each LF.

9. In the PWS on Page 3 of 14, Section 1.7, the specification states “The Contractor shall secure latrines to the ground to prevent tipping, in the manner they deem necessary (exception: latrines cannot be staked into the ground).”

a. What alternative method is preferred to using a stake?

There could be several ways to secure the latrines without staking into the ground. One method could be to use rope over the top of the portable latrine and tied to cinder blocks on each side of latrine.

b. Does the method require the unit still be moveable after set in place?

There is no expectation for the latrines to be moved once they are set in place.

10. How can the Contractor be responsible for control of the keys that are not in their possession? The keys have been provided to a 3rd party, i.e. the Government.

The expectation and preferred method is locks are provided on each latrine. The keys supplied to the government will be master keys in which they are able to open any latrine on any of the flights. For control purposes, the keys are signed out to Government personnel for the duration of the contract, and they are the only entity (aside from the Contractor) with access to the keys.
