About this file

This document contains questions and answers regarding a solicitation for recycling management services at F.E. Warren Air Force Base in Wyoming. The solicitation seeks a contractor to provide all management, administrative support, supervision, personnel, equipment, tools, material, vehicles and other items necessary to manage the base Recycle Center. The incumbent contractor is currently in their third option year under an existing contract. Services include handling recyclable materials such as paper, cardboard, and materials weighing up to 4,000 pounds. The government will not provide phone, internet, computers, or conduct curbside pickups of recyclables. Evaluation will be based on price alone, considering offers that meet terms and conditions of the solicitation resulting in a firm-fixed price contract for one base year and four option years.

The questions and answers provide additional details such as confirmation of two employees and one supervisor historically, clarification that the government owns but does not service recycling equipment, and indication that a building for recyclable storage remains a long term plan but is not currently available.

Questions and answers as of 10 June, 2020.

Question 1. Will the government consider a virtual pre-proposal conference, due to the current shelters and travel restrictions in place throughout the nation from COVID-19?

Answer: The site visit date has been changed from 30 April to 2 June, 2020 due to measures taken in order to mitigate COVID-19 spread.

Question 2. Will the government consider CPARs instead of past performance surveys?

Answer: The Government will pull CPARS as part of the evaluation process, so there is no reason for the offeror to submit them.

Question 3. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number? Answer: The incumbent contractor is currently in their third and final option year under contract FA4613-17- C- 0001.

Question 4. Do you have a specific pricing template to use for this response? Answer:

We do not have a specific pricing template to use for this response.

Question 5. Is there an incumbent and if so what is the contract value?

Answer: There is an incumbent and the contract value for the base year plus 3 option years is $583,084.46.

Question 6. What is the historical number of personnel?

Answer: There have been 2 employees and 1 supervisor.

Question 7. Will the Government be providing phone and internet service? Computer?

Answer: No.

Question 8. What weight capacity should our equipment have? Section 3.5 of the SOP is approximately 2,000 lbs. but we noticed during the site visit a lot of the materials were 3,000LBS to 4,000LBS Answer: Our weights have increased over the last few years. This is a frequent occurrence, so the contractor should have adequate equipment to handle these higher weights.

Question 9. What are the tools, equipment, and vehicles needed to perform this contract outside of the GFE?

Answer: Like all of our service contracts, this is performance-based. The first paragraph in the PWS states “The Contractor shall provide all management, administrative support, supervision, personnel, equipment, tools, material, vehicles and other items or services necessary to perform all requirements necessary to manage the base Recycle Center on F.E.

Warren”. Aside from what GFE has been provided in current/previous recycling center management contract, we don’t know if anything else is required for them to meet that performance, but to our knowledge and within CEO control, the Government (CE) does not plan to provide any more than what has already been part of the contract.

Question 10. Is all the government equipment current on preventive maintenance service and functional? Will the NexGen Baler be serviced before or after the start of the contract?

Answer: To our recollection and understanding, the equipment belongs to CEI (P2 program, legacy from when the entire recycling program was under the CEI Flight before it was CEA office symbol (pre-2008?). We believe all the current GFE is functional, and CEO Flight’s understanding is the GFE has been maintained and serviced by contract (other than the recycling ctr mgt contract), through CEI (?). Though CEO had our in-house electric shop repair power to the cardboard bailer a few years back, as a favor. Technically CEO shops should not work on any GFE because it is technically not real property. CEO does not believe the NexGen Baler will be serviced before the start of the contract, but in our eyes, ultimately the responsibility for maintenance/service is on the CEI Flight (we thought this was part of QRP so money earned from recycling returns to the program to maintain equipment and support future operations).

CEO has paid for some repairs and materials in the past and currently; but we presume most, if not all the 11879 funds CEO receives for this contract, is primarily paying salaries for the contract employees managing the recycle ctr, and very little if any is to be used for materials.

Question 11. Is the Qualified Recycling Program business plan Part of the SOP?

Answer: Although the QRP is referenced in the PWS, the QRP acts more as guidance for F.E. Warren, rather than guidance for the recycling center management contracting team.

Question 12. Primarily for paper and cardboard recyclables, will any building be provided for long-term storage inside or will the current lean-to style shed be equipped with doors of some type to keep materials protected from the outdoor elements?

Answer: A building is still in long-range plans, but contractor should assume current operations will remain.

Question 13. Will the government considering adding scheduled pick-ups of recyclable items across the base to increase the programs collection/profitability?

Answer: No, this has never been funded by the Government, and early on was found to not be profitable or even able to break even, and simultaneously was not funded by AFGSC or IMSC, so therefore not funded locally either. CEO understands this is a level-0 funded contract as part of the Big 3, but there has never been funding enough to support a CLN for curbside pick-up. Military Family Housing (MFH) is owned and operated by BBC contract and we understand they possibly provide curbside recycling to residents, but that is purely out of their corporation funds and not affiliated in any way with this contract.
