About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the United States Space Force. The amendment modifies solicitation FA461026Q00120002, extending the response deadline from March 4, 2026 at 12:00 PM to March 13, 2026 at 10:00 AM PST. The amendment also corrects product specification information for two contract line numbers (CLINs).
The solicitation is for commercial Vision Research Phantom high-speed digital cameras and related equipment. CLIN 0001 specifies a Phantom KT-1640 camera with 156GB RAM, capable of recording 4.2 megapixel images at 3700 frames per second with a full resolution of 2560px x 1664px, CMOS back-side illuminated sensor, 12-bit depth, 1 microsecond minimum exposure time, global shutter capability, MISB Standard IRIG B frame time stamping, 3G-SDI real-time video output, 128GB on-board storage, and 10 Gb Ethernet connectivity. The amendment removed an incorrect specification from the original CLIN 0001 description. CLIN 0005 requires a ruggedized waterproof carrying case with custom foam and wheels designed to fit the KT-Series cameras and accessories. The solicitation requires offerors to submit OEM eligibility documentation from Vision Research confirming new product status and warranty coverage. Evaluation will be on a price and technical acceptability (pass/fail) basis, with offerors holding prices firm for 90 days. Complete proposals must include both price and technical components submitted electronically to Jessica Rowe and Scott Yeaple at the Space Force.

Evaluation Factors for Award
FAR Clauses Incorporated by Full Text
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) (Feb 2026)
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Price, Technical Acceptability
1. Part I, Price
Quotes will be ranked from lowest to highest Total Evaluated Price (TEP). An offeror's Total Evaluated Price will be determined by totaling the Amount for all CLINs. Offerors shall enter the TEP in Block 26 of the solicitation SF 1449. The offeror is responsible for ensuring that the value in Block 26 of the SF 1449 is the total of all CLINS provided in the solicitation. (Note: To prevent rounding discrepancies, please ensure unit prices used for calculation are rounded to the nearest whole dollar. It is the responsibility of each contractor to verify their calculations.
2. Part II, Technical
The Government will evaluate the technical quotes on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. An offer must be rated "acceptable" in order to be eligible for award. An "unacceptable" rating will result in the overall technical quote being rated "unacceptable" and the quote will therefore be ineligible for award. The Government will utilize the information provided by the offeror, along with information collected from other sources(i.e., other Government offices, commercial sources, etc.), in making a technical acceptability determination. If an Offeror's technical quote is determined to be Technically Unacceptable, no further evaluation will be conducted. Offerors determined to be technically unacceptable shall be eliminated from consideration for contract award.
Technical Acceptability (Pass/Fail). A quote will be rated Acceptable if it meets all material requirements of the solicitation, including at a minimum:
(1) conformity with the brand-name requirement set forth in the Schedule/CLIN description(s); ; and
(2) submission of the OEM Eligibility Documentation required by the addendum to FAR 52.212-1, demonstrating that the quoted items are new OEM Vision Research (Phantom) products and that the U.S. Government end user will receive OEM warranty coverage and OEM technical support eligibility for the items furnished under this solicitation. Generic marketing materials, product brochures, catalog pages, and publicly available warranty statements, standing alone, are not sufficient to satisfy this requirement. A quote that fails to meet any material requirement, including either requirement above, will be rated Unacceptable and will be ineligible for award.
Contractor Responsibility. Prior to an award, an offeror may be requested to provide business information for the purpose of a responsibility determination in accordance with FAR Part 9. Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
