About this file

This is an Amendment of Solicitation (Standard Form 30) issued by the United States Space Force for solicitation FA461026Q0012, dated February 24, 2026. The amendment reopens the solicitation, extends the closing date to March 11, 2026 at 10:00 AM, and requires offerors to resubmit or reaffirm their quotes by the revised deadline. Previous quotes will not be considered unless resubmitted or reaffirmed. The amendment revises the addenda to FAR 52.212-1 and FAR 52.212-2, removes "Attch 1_Salient Characteristics," and attaches a Solicitation Amendment SF50. The contracting office is located at Vandenberg Space Force Base, California, with Jessica Rowe and Scott Yeaple listed as primary contacts.

The solicitation procures new Original Equipment Manufacturer (OEM) Vision Research (Phantom) products and requires submission of two parts: Part I (Price) and Part II (Technical). Offerors must submit pricing on an SF 1449 form with unit prices rounded to the nearest whole dollar and must provide transaction-specific OEM-origin documentation demonstrating that quoted items are new OEM products with U.S. Government end-user OEM warranty coverage and technical support eligibility. Generic marketing materials and product brochures are insufficient; acceptable documentation includes Vision Research quotes, order acknowledgments, or OEM correspondence clearly linking items to the quoter. Technical evaluation is conducted on a pass/fail basis with quotes rated Acceptable or Unacceptable, based on conformity with brand-name requirements and submission of required OEM Eligibility Documentation. Awards will be made to the responsible offeror with the lowest Total Evaluated Price among technically acceptable quotes. Prices must be held firm for 90 calendar days from the receipt date specified in the solicitation. All electronic submissions must be directed to jessica.rowe.5@spaceforce.mil and scott.yeaple@spaceforce.mil.

Evaluation Factors for Award

FAR Clauses Incorporated by Full Text

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) (Feb 2026)

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Price, Technical Acceptability

1. Part I, Price

Quotes will be ranked from lowest to highest Total Evaluated Price (TEP). An offeror's Total Evaluated Price will be determined by totaling the Amount for all CLINs. Offerors shall enter the TEP in Block 26 of the solicitation SF 1449. The offeror is responsible for ensuring that the value in Block 26 of the SF 1449 is the total of all CLINS provided in the solicitation. (Note: To prevent rounding discrepancies, please ensure unit prices used for calculation are rounded to the nearest whole dollar. It is the responsibility of each contractor to verify their calculations.

2. Part II, Technical

The Government will evaluate the technical quotes on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. An offer must be rated "acceptable" in order to be eligible for award. An "unacceptable" rating will result in the overall technical quote being rated "unacceptable" and the quote will therefore be ineligible for award. The Government will utilize the information provided by the offeror, along with information collected from other sources(i.e., other Government offices, commercial sources, etc.), in making a technical acceptability determination. If an Offeror's technical quote is determined to be Technically Unacceptable, no further evaluation will be conducted. Offerors determined to be technically unacceptable shall be eliminated from consideration for contract award.

Technical Acceptability (Pass/Fail). A quote will be rated Acceptable if it meets all material requirements of the solicitation, including at a minimum:

(1) conformity with the brand-name requirement set forth in the Schedule/CLIN description(s); ; and

(2) submission of the OEM Eligibility Documentation required by the addendum to FAR 52.212-1, demonstrating that the quoted items are new OEM Vision Research (Phantom) products and that the U.S. Government end user will receive OEM warranty coverage and OEM technical support eligibility for the items furnished under this solicitation. Generic marketing materials, product brochures, catalog pages, and publicly available warranty statements, standing alone, are not sufficient to satisfy this requirement. A quote that fails to meet any material requirement, including either requirement above, will be rated Unacceptable and will be ineligible for award.

Contractor Responsibility. Prior to an award, an offeror may be requested to provide business information for the purpose of a responsibility determination in accordance with FAR Part 9. Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
