Questions and Answers Portable Toilets Leasing Services

1. Question: Can you give an estimate or an exact amount (Number)of portable Toilets that would be needed for the first 30-90 days? This would help us provide a more accurate quote as well help us better prepare in order to have the necessary portable toilets set aside and ready for delivery.

Answer:

The Current Monthly Perm List:

56 – standard portable toilets on skids with sinks

10 – ADA

2 - Trailer Mounted Units 3- Handwash Stations

Estimated Temporary Unit requirement for 3 months:

135 – Standard Portable Toilets on skids with sinks

20 – ADA

1 – Trailer Mounted Unit 7 – Handwash Stations

2. Question: Can you tell me if there are any issues with the current contract? I want to make sure I address them in my proposal.

Answer:

I am unable to discuss the current contract

3. Question: I need the size of the aircraft lavatory cart service so I can get accurate pricing. Also, is there any room to play with the two-hour emergency response?

Answer:

The aircraft lavatory cart is a 50/50 – 50 gallons clean, 50 gallons waste.

The two-hour Emergency Response is firm.

For non-emergency response, cleaning will be same day or to be scheduled, requirement to be determined by flightline management.

4. Question: Are funds available to be awarded for this solicitation?

Yes, funds will be available for the first performance period.

5. Question: Will there be a site visit?

Answer: No If there is no site visit. Will contracting along with CE allow a pre-conference for the interested contractors before an award have been determined?

Answer: Yes

6. Question: On Page 81, it states a completed quote consists of “four (5) parts.”

This is a typo. It should be five (5) parts. Please refer to (page 81, section L-2, subsection A-E) for all required submittals.

7. Question: On Page 82, Part (2) Price Schedule, it states “CLINS 5001-5010 refer to Clause

52.217-8. Do not price these CLINS as they will be priced in accordance to the pricing within CLINS 4001-4010, if used.” Do we leave CLINS 5001-5010 blank?

Answer: Yes, please leave CLINS 5001-5010 blank on the pricing schedule.

8. Question: Another question regarding Attachment 5 Pricing Schedule. Do we fill in the amounts for CLINS 5001-5010 or do we leave those CLINS blank.

Answer: Please leave CLINS 5001-5010 blank on the pricing schedule. This includes the Final Price tab on the pricing schedule. Please leave the “6 Mo” price blank on the Final Price Tab.

Aircraft Lavatory Cart Service - Prior to service, for ease of access, the cart is removed from the aircraft and placed in the parking lot on a wheeled cart pg. 3.

Question: Is this just one time service cost?

Answer: Yes, Quantity 1, Unit is EA; it is a one-time service cost.

9. Question: Is additional cleaning line just for a one-time service or additional weekly service line for a month?

Answer: As needed, it is a onetime service for an over-full unit or a unit blown-over due to high winds.

10. Question: Are the contract pre award documents noted on page 10 of the PWS required with bid response or only upon notification of award?

Answer: Required with bid response.

11. Question: Does the environmental protection forms apply to this SOW?

Answer: Yes, specific sections.

12. Question: Can we request price increases at option years/renewals?

Answer: No. Price increases are included for each option year.

13. Pg 5 - There is a Long-term unit located at a remote location at Orcutt Hill, Building 1; this is an On-Call Unit for cleaning/servicing. The government will notify the contractor when the unit requires servicing (at no cost to the government due to it being on the long-term rental listing). A Unit Cleaning Schedule can be developed as North Base, South Base, and the Cantonment Area.

Question: Can a price line be added to this as services cannot be completed at no cost?

Answer: No. The Orcutt Hill location is included in the monthly permanent rental, all-inclusive rental cost. Historically, Orcutt Hill is cleaned every 2-3 months, as needed.

14. Short term rentals - 1-30 days if units are required longer a continuation of service work order will be issued and units will require a cleaning (at no additional cost to the government).

Question: Can a price line be added to this as services cannot be completed at no cost?

Answer: No. The cleaning is covered in the rental cost, all-inclusive rental cost.

15. Question: Can you please provide a pre invoice example.

Answer: Yes

16. Question: Since hand sanitizer needs to be included in all units, can a price line for hand sanitizer please be added to the price sheet?

Answer: No. Hand sanitizer is included in the rental cost, all-inclusive rental cost.

17. The bid states "Within 30 minutes of receiving an email, the contractor shall acknowledge receipt of Work Requests."

Question: May we kindly request this be updated to within 1 hour?

Answer: No. The 30-minute response time to acknowledge receipt of Work Requests is required.

18. Question: As far as the unit relocation - when the government relocates the units can you please confirm the contractor will be notified so location is known for next service.

Answer: Yes, if the unit has been moved a distance, out of eyesight.

19. Question: Can you please confirm if the unit abbreviations on the invoices need to match the exact verbiage the military uses or as long as description is provided, and it is clear what is being billed is that acceptable?

Answer: Yes, we are flexible with terminology and will adapt to yours.

20. Question: Upon award. How much time does the successful contractor have to mobilize and order new toilets and wash stations before the start of the new contract?

Answer: PWS, Page 6 Unit Removal, (c)

(c) Upon contract end, the contractor shall remove all portable toilet units within 7 calendar days.

The incumbent contractor shall coordinate the removal of the toilets with the incoming contractor so that no facility will be without toilets.

21. Question: Are trailer mounted units allowed to be substituted for standard units? The majority of the units currently owned and operated by our firm are trailer mounted and service agricultural operations. The ability to substitute trailer-mount units for standard units in some remote areas would expedite operations.

Answer: No, they are used for fire department and certain shops.

22. Question: Can sanitizer stations be placed in standard units rather than hand wash stations.

Answer: No, the PWS states internal sinks.
