1. DESCRIPTION OF SERVICES
All contractor services shall be performed at the contractor facility, except for minor touch up of painted areas. The Contractor shall furnish all parts, labor, tools, materials, equipment, supervision, facilities and transportation necessary to accomplish corrosion control and painting of large Government vehicles assigned to Vandenberg AFB, California. Corrosion control consists of washing (steam cleaning and/or jet spraying), blast cleaning, repairing damaged metal due to corrosion, treating bare metal, priming/sealing and painting the complete vehicle. Some vehicles may require bodywork from the result of blast cleaning, due to excessive corrosion.
Upon completion, each vehicle's finish and appearance shall be free of deficiencies and of a quality that meets or exceeds that of the original equipment manufacturer. In the event rework is required, the contractor shall rework at no cost to the government for all work performed on
Vandenberg AFB.
1.1. SPECIFIC TASKS
1.1.1 Washing/Cleaning: The Contractor shall service all surfaces including the undercarriage, which shall be cleaned of foreign material prior to surface preparation, corrosion control and painting.
1.1.2. Surface Preparation: The Contractor shall ensure all corrosion is removed before any paint covering is applied.
1.1.3. Repairing Damaged Metal: All metal surfaces identified for repair shall be restored to meet or exceed original equipment manufacturers fit and appearance. If corrosion exists adjacent to glass and rubber, the glass and rubber shall be completely removed and metal repaired.
1.1.4. Prime/Seal: The Contractor shall apply self-etching primer to prevent future deterioration of metal.
1.1.5 Undercarriage: The Contractor shall apply undercoating solution to the vehicles’ undercarriage for the purpose of protecting its most exposed areas from the likes of moisture, dirt, grime, salt and more, while avoiding areas like the brakes, exhaust, hoses and drive shafts.
1.1.6. Masking Requirements: The Contractor shall protect, cover and mask all parts which should not be painted, including but not limited to, windows rubber, chrome hydraulic cylinders, moldings, gauges, safety switches, lubrication fittings, data plates, instruction plates, reflectors and manufacturers decals.
1.1.7. Paint: The Contractor shall refinish metal surfaces completely using an industrial polyurethane coating, minimum 6 mils thickness in all areas. Federal Standard 595B color numbers 24052-Semi-gloss Green, and 15045 - Gloss Strata Blue, unless specified otherwise.
Non-slip material or walkway compound shall be applied to stepping, standing and walkway surfaces in accordance with OSHA standards.
1.1.8. Warranty: The contractor shall provide a standard commercial warranty for 12 months on all materials and workmanship.
1.1.9. Quality Control: The contractor is responsible for quality control procedures that encompass all aspects of the contract and the contractor performance meets all requirements of the Statement of Work.

Clean all surfaces 1.1.1 All surfaces to be painted shall be free of foreign materials such as wax, dirt, dust, petroleum products and corrosion.
Surface Preparation 1.1.2 All surfaces should be sanded or sand blasted to promote adhesion of primer and/or sealer coatings to substrate.
Repair Damaged Metal 1.1.3 Metal shall be repaired to match original contour. Integrity of repaired area should be equal to or better than original construction.
Prime and Seal Surfaces 1.1.4 All bare metal surfaces shall be primed and/or sealed to prevent corrosion and promote adhesion of top coatings.
Paint all Exposed surfaces 1.1.5, 1.1.6 & 1.1.7 All contractor repair/prepared surfaces shall be coated with a minimum thickness of 6 mils and there should be no instances of non-adhesion.
3. GOVERNMENT PROPERTY
There is no Government Furnished Property supplied for the performance of this contract.
4. GENERAL INFORMATION
4.1. Task Ordering Procedures
4.1.1. Task Orders will be issued to the contractor by the Contracting Officer using serially numbered orders. The contractor shall provide the government a fixed price proposal for each proposed delivery order which will include (1) the proposed number of hours required and associated labor categories required for preparation, blast cleaning and all other processes, (2) the estimated amount of material costs associated with the performance of the effort and (3) an estimated completion date. The Contractor shall be required to solicit a minimum of (3) different competitive bids from different sources of supply and provide the lowest price to the
Government for commercial purchases. Any purchases over $3,000.00 have to be coordinated by the Program Manager and approved by the Contracting Officer. If the Contracting Officer is unable to establish price reasonablness for the task order, the contractor shall be required to provide information other than certified cost or pricing data to support a determination of price reasonableness. If the contractor’s proposal is acceptable to the Government, a warranted
Contracting Officer will approve the delivery order. The contractor shall not begin work until receipt of a signed Delivery Order from a Contracting Officer.
4.1.2. If additional work is required for equipment listed in appendix A, the contractor will inform both 30 LRS/LGRVA and 30 CONS/PKB representatives. If additional work is required for equipment listed in appendix b, the contractor will inform both 30 SCS and 30 CONS/PKB representatives. A signed modification must be issued by base Contracting office before the contractor begins any additional work on the contract.
4.2. Vehicle Pick-up/Drop-off Procedures
For all LRS equipment, vehicles will be processed through, picked-up from and delivered to
Building 10711, 30 LRS\LGRV (Base Vehicle Maintenance). Pick-up and delivery will normally occur between 0700 - 1500 hours, Monday - Friday (excluding all federal holidays).
Vehicles may not be picked-up or delivered if a designated 30 LRS/LGRVA, Vehicle
Management & Analysis representative is not available. Vehicles will be driven or transported by the Contractor to and from Vandenberg AFB and the contractor's facility in accordance with all County, State and Federal laws. The Contractor will sign a DD Form 1149, Requisition and
Invoice/Shipping Document, for all vehicles taken off base. Servicing of all vehicles will have a turnaround period of no more than 21 calendar days. Some cases may be granted an extension for the service depending on the situation. Extensions, if necessary, will be negotiated each delivery order.
*NOTE: The contractor may transport "Trailers" to their facility for service using a 5th Wheel
Tractor and driving, or loading the trailer on to another trailer for transport.
For all 30th Space Communications Squadron (30 SCS) vehicles, trailers, and equipment the Air
Force will transport the equipment to the contractor’s facility for service after issuance of the task order.
4.3. Environmental Management: The contractor and all subcontractors shall comply with all applicable and the most stringent latest federal, state, county, and local environmental laws and regulations to include, but not limited to: general and specific permit conditions; Air Force instructions (AFIs), policies, guidelines, compliance documents, and management plans. The
30th Civil Engineer Squadron, Environmental Management Flight, 30 CES/CEV, building 7015,
(805) 606-1921 or 605-2015, is the single point of contact with environmental regulatory agencies for VAFB. If there is an increase or decrease in costs as a result of any compliance changes, the Contractor shall inform the Contracting Officer pursuant to the contract’s notice requirements and negotiate a modification to the contract.
4.4. Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander.
There are no services identified in this Statement of Work that will be essential for performance during crisis according to DoDI 3020.37.
4.5 Contractor Full-Time Equivalent Reporting: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil
4.5.1: Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported initially for FY19 NLT 31
Mar 2020 and no later than October 31 of each calendar year thereafter. Contractors may direct questions to the ECMRA help desk.”
4.5.2: Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.5.3: SAF/AQX is committed to having the website operational. Until such time that the www.ecmra.mil web site is operational, contractors can visit https://cmra.army.mil/Login.aspx to review user manuals and gain an understanding about the data fields that will be included in the reporting structure that will be hosted at www.ecmra.mil.
4.5.4: Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of
Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense
Component is merely a contracting agent for another executive agency.

4.7 Contractor Manpower Reporting
4.7.1: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the US Air Force via a secure data collection site. 5.0 Security Requirements
5.1: Entry Policy: All Contractor employees shall comply with all Vandenberg AFB security requirements imposed by the Installation Commander at all times while on Vandenberg AFB premises Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The Contractor's employees are authorized entry to the installation only for the purpose of work and are not authorized in other facilities, areas, or buildings without proper prior authorization. Due to safety/security requirements, all Contractor personnel performing work on VAFB are subject to background checks. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, understand, read, and write English.
5.2 Passes: Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor shall apply for vehicle and individual identification media at 30 SFS, Pass and ID Section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and base access media issued and surrender it to 30 SFS, Pass and ID Section.

Vandenberg Environmental Compliance Requirements Document 01 Dec 2003
Vehicle Corrosion Control. (Work is performed off VAFB except for minor touch up on
VAFB.)
1.0. Environmental Compliance: The contractor shall comply, while on VAFB, with the most stringent, and ensure that all subcontractors comply with all applicable and latest federal, state, county and local environmental laws and regulations to include, but not limited to: general and specific permit conditions; Air Force instructions (AFIs), policies, guidelines, Vandenberg Air
Force Base (VAFB) Environmental Compliance documents, and Management Plans.
2.0. Environmental Agency Coordination: The 30th Civil Engineer Squadron, Environmental
Management Flight, 30 CES/CEV, building 7015, (805) 606-1921 or 606-0016, is the single point of contact with environmental regulatory agencies for VAFB.
3.0. Notices of Violations (NOV) / Enforcement Actions: The contractor shall be liable for
NOV, enforcement action, fines, penalties, and corrective actions imposed by federal, state, or local environmental regulatory agencies. The contractor shall provide verbal notification to 30
CES/CEV and the Contracting Officer within 24-hours of receiving a NOV, enforcement action, fine or penalty; followed by written notification to 30 CES/CEV and the Contracting Officer within three (3) workdays. The contractor shall work within the Air Force system to resolve any environmental deficiency and any agreed upon suspense date required to close out the environmental deficiency. The contractor shall implement any corrective actions to prevent a reoccurrence of the environmental deficiency.
4.0 to 7.0 RESERVED
8.0. Air Quality Requirements: The contractor shall comply with, but not limited to: Clean
Air Act, Santa Barbara County Air Pollution Control District (SBCAPCD) rules and regulations http://www.sbcapcd.org/rules/dlrules.htm; SBCAPCD Permit To Operate (PTO) or Authority To
Construct (ATC) requirements; California Air Resources Board (CARB) standards, controls, and equipment registration requirements http://www.arb.ca.gov/homepage.htm. The Contractor shall immediately report any permit or rule violations to 30 CES/CEV, (805) 606-1921 / 605-2015, and the Contracting Officer within 24-hours.
a. When the Contractor is performing coating and painting activities, then the Contractor shall comply with SBCAPCD Rule 102, Definitions; Rule 201, Permits Required; Rule 202, Exemptions to Rule 201; Rule 302, Visible Emissions; Rule 303, Nuisance; Rule 317, Organic Solvents; Rule 322, Metal Surface Coating Thinner and Reducer; Rule 323, Architectural Coatings; and Rule 339, Motor Vehicle and Mobile Equipment Coatings
Activities.

b. When the Contractor is performing adhesive and/or sealant activities, then the
Contractor shall comply with SBCAPCD Rule 353, Adhesives and Sealants.
c. The Contractor shall not make use of, nor provide to the Government, any chemical, solvent, material, or any system making use of materials classified as a Class I Ozone
Depleting Substance (ODS).
9.0. Hazardous Waste Requirements: The contractor generating hazardous waste shall comply with, but not limited to: Resource Conservation and Recovery Act; 40 CFR Parts 240-
299 (Protection of Environment), 49 CFR Parts 171-180 (Transportation), Title 22 California
Code of Regulations (CCR), Division 4.5 (Environmental Health Standards for Management of
Hazardous Waste); the California Hazardous Waste Source Reduction and Management Act of
1989 (Senate Bill 14); 30 SW Plan, 32-4002-A, Hazardous Materials Emergency Response Plan;
and 30 SW Plan 32-7043-A, Hazardous Waste Management Plan.
9.1. Hazardous Waste Certification: The contractor shall comply with the 30 SW Plan 32-
7043A, Hazardous Waste Management Plan for all of the contractor’s hazardous waste activities on VAFB. The contractor shall be responsible for all costs associated with the proper site management, profiling, accurate characterization, temporary site storage areas, containerization, labeling, and transportation of their hazardous waste to the base Consolidated Accumulation
Point (CAP) Contract Operator, (805) 606-6067, located on 13th Street. The contractor shall dispose of all hazardous waste generated on VAFB through the base Consolidated Collection
Accumulation Point (CAP) Contract Operator.
10.0. Hazardous Material Requirements: The contractor shall comply with, but not limited to:
AFI 32-7086 and Air Force Space Command Supplement, Hazardous Materials Management;
AFI 32-1053, Pest Management Program; and 30 SW Plan 32-7086, Hazardous Materials
Management Plan. Contact the 30 CES/CEVC, Pollution Prevention Manager, (805) 606-0016 or Hazardous Material Manager, (805) 605-7573 as needed.
10.1. Hazardous Material Registration: The contractor shall obtain approval from the
Government's Hazardous Material Supply System (HAZMART), by registering all of his hazardous materials (HAZMAT) with the HAZMART, 30 LRS/LGRDMH, Building 8317, (805)
606-9494, prior to using any HAZMAT on VAFB.
11.0. Spill and Release Requirements: The contractor shall comply with, but not limited to:
30 SW Plan, 32-4002-C, Spill Prevention Control and Countermeasures Plan; 30 SW Plan, 32-
7043A, Hazardous Waste Management Plan; and 30 SW Plan 32-7086, Hazardous Material
Management Plan; 30 SW Plan 32-7043-E, Recoverable and Waste Petroleum Products
Management Plan; and 30 SW Plan, 32-4002A, Hazardous Materials (HAZMAT) Emergency
Response Plan.
11.1. Spill and Release Notification: The contractor shall immediately notify the Command
Post, (805) 606-9961 and 30 CES/CEV, (805) 606-1921 / 605-2015, and the Contracting Officer of a spill or release. 30 CES/CEV will determine if an environmental regulatory agency Incident
Release Report will need to be prepared and submitted based on the Reportable Quantity of the contractor's spill or release. Note: 30 CES/CEV has a 24-hour reporting time limit if a regulatory agency incident release reporting action is required from the time that the spill or release was identified. The contractor shall provide a completed copy of the Community
Awareness and Emergency Response (CAER) Hazardous Materials Incident Reporting Form and any other required documentation to 30 CES/CEV.
