Questions and Answers

1. Can we confirm the Period of Performance?

The Period of Performance is estimated at 240 days, but is negotiable

2. Additionally, are you able to confirm if there is a current contractor performing this work?

No, there is not a contractor currently performing work on this project

3. Detail 1 on drawing M601 depicts what appears to be the campus CE network.

3a. Confirm building 8510 is to seamlessly communicate to CE campus wide server in building 11439 (recommended being that this is a closed building) Yes, 8510 is to communicate with the base-wide EMCS system. In addition: “Owner furnished facilities HQ and Campus Ethernet” is incorrect; the contractor will set up two control work station in Room 191 and 177. Contractor can use existing CAT cable in Room 191 and will need to install a new one to Room 177.

3b. The (2) PC shown are to authenticate with the existing CE server Any computers on the Energy VLAN are required to be added to the domain and be managed by the Domain Controller and system security software suite.

4. Additional scope clarification needed - Confirm existing pneumatic vs existing DDC vs currently standalone There is some existing DDC in the building. All DDC must be integrated into the central control system. There may be some pneumatic, although none are expected to be in operation, but that would need to be replaced with DDC or removed as per design. We are trying to clean up all that is visibly abandoned i.e. no longer used compressors, thermostats, visible tubing, etc. which should be defined in the design. Fan coils in scope were pneumatically controlled at one time and presently have no control. The design calls out to make these controllable with the new DCC which require replacing existing pneumatic control valves.

5. Please provide pictures of all existing DDC panels All pictures have been posted to Federal Business Opportunity (FBO.GOV)

6. Please provide make and model for all chillers and boilers.

7. Please verify the communication cable type between panels (2 wire, 3 wire, shielded) Currently there is a mix of these. Contractor shall field verify these after award. No change order will provided for these items.

8. The original Solicitation posted on FedBizOps May 21, 2014 described the scope of work to “replace the HVAC units and components”. Upon reviewing plans, specifications and attending the job walk it was not seen nor interpreted that the scope to have any HVAC units replaced in this project. Are there any HVAC units in this project to be replaced?

No HVAC systems being replaced in this project. The project is a controls project only for existing systems identified in design and SOW to be controlled.

9. We are requesting a second jobsite visit of longer duration of up to 2 hours. Can another site visit be scheduled prior to bid?

No, a second site visit will not be scheduled.

10. Specification Section 230900, Part 1.3 Approved Manufacturers, Para. A, lists Alerton, Schneider Electric, Siemens, and No Equals. Automated Logic Corporation “ALC” is one of the two approved systems at Vandenberg AFB to operate on the base wide Utility Monitoring Control System vLAN with all DoD IA certifications and approval and has been used on other sites at Vandenberg AFB.

Can this project with Automated Logic Corporation “ALC” products?

ALC would also be acceptable. Building DDC controls should be either Alerton or Automated Logic. Schneider Electric should only be referenced in relation to Advanced Metering technology (not HVAC DDC). Siemens should not be considered an acceptable alternative for HVAC DDC, since it is not Open, Native BACNet. Alerton is the primary system used on this base and better understood by the LOSC contractor. ALC was another acceptable system considered at the time of the design.

11. During the job walk it was noticed that each existing DDC EMS panel had as-built control drawings inside the panels. Can a copy of all controls as-builts for this project be copied and provided?

All available copies are attached.

12. Is there an existing Input/Output Point List Summary of each Distech DDC controller available? This may be able to be extracted from the existing EMS workstation.

Additional information is currently unavailable. Contractor shall field verify after award. No additional change order will be made due to this item.

13. All of the existing EMS DDC enclosures appear in good condition. Can the bidding contractor keep the existing enclosures and install only a new back panel with the new EMS DDC devices?

There is a possibility of doing this but it would depend on the configuration of the enclosure and the controls that are inside. The existing white cabinets are an example of what we are expecting at the end of this new project. We have no issue with using the existing panel otherwise following specifications and assuming they are uniform and up to requirements. Either way the project will not issue a change-order to replace these if they are required to be replaced.

14. It was understood on the job walk that customer is not satisfied with the current quality and condition of some of the existing EMS DDC control back panels. Specification 230900, Part 2.9 Enclosures, Item C, states control panels shall be fabricated in a UL-listed panel shop. Is the UL 508a Open Industrial Control Panel rating acceptable for back panels?

Follow specifications. Install appropriate panels as per design and power requirements.

15. The NEC Code Art.725 allows low voltage and data, communication, & network cables to be run as plenum rated above ceiling spaces in non-exposed areas. This standard code practice saves substantial installation cost. Will plenum rated cable above the ceiling in non-exposed areas be allowed on this project or does ALL new controller MS/TP or other network cable and low voltage have to be in conduit?

All new cable should be in conduit for this project. This is a new install requiring the removal of the old and the install of new where wiring cannot be reused. Nothing is to be abandoned in place on the existing DCC system unless defined otherwise in the design or SOW. The contractor should use existing system conveyances where there are conduits, and if not remove the old conduits. You get to use the existing control wire per design and SOW in and out of conduits if you can.

16. Specification 230800 Commissioning of HVAC, Part 1.5 Quality Assurance, Item A, requires a certified ACG or BCA Commissioning Authority. Will a third party commissioning firm/agent that is certified by ASHRAE's commissioning certification program CPMP (Commissioning Process Management Professional) and is a California State Licensed Professional Engineer be acceptable.

This is acceptable as long as it meets all code and law requirements.

17. Spec 230800 Part 3.3, A. indicates a Division 23 “Sequences of Operation for HVAC Controls”.

Will this spec section be added prior to bid since it does not appear in the bid docs or are the sequences in the drawings to be used?

No additional spec will be provided.

18. Facilities Excellence Standards have been provided in the RFP package. There are no shown Anti-Terrorism/Force Protection dampers on plan drawings or indicated in the specifications. Is this project subject to ATFP requirements on Air Handling systems and Outside Air Dampers below 10 feet AGL?

It would only apply to one system Package unit AH3 on the Northeast side of the building. The rest of the building HVAC systems in the SOW are above ten feet. Please include this as per the ATFP standards.

19. Facilities Excellence Standards have been provided in the RFP package. There is no indication on plan drawings or indicated in the specifications that an Emergency Pushbutton Station for the entire building Air Handling systems are to be shutdown on this project. Is this project subject to a new VAFB FES Emergency Push button shutdown for all the air handling systems throughout the

EMS DDC?

Install as per the Facilities Excellence Standards. The current fire system is double zones in this regards meaning if a zone has smoke the fire system shuts off all HVAC fans in the zone.

20. Drawing M601, Detail 1, Building 8510 System Architecture – This detail shows a cloud to the World Wide Web Internet. It is our experience that the DoD does not allow EMS DDC systems connected to the outside public internet. Is the cloud www Internet detail an error?

There is no WWW Cloud, only a connection to the central EMCS.

21. Drawing M601, Detail 1, Building 8510 System Architecture – This detail also shows two separate buildings, B8510 & VAFB Facility Headquarters. Is this one and the same building 8510, or two different building points of access that the EMS IP network will have to interconnect for remote support by Base CE?

Both stations are in B8510 Room 177 and 191.

22. There are no indications on Plans or specifications detailing interconnection or monitoring by the new EMS of the existing Duct Smoke Detectors. Confirmation is requested that there are no new monitoring points by the EMS of the duct detectors, this is existing for Air handling systems per drawings M604-M607?

The HVAC control design/project is not to touch any part of the fire systems. The fire system presently shuts downs all fans in the event of a fire alarm without interfacing with the existing HVAC controls systems. We considered this in the design and made the decision then to keep both separate.

23. M606, AH-1, note 9, C, states “Current Fan Status (via current switch), yet shows input point as Analog with detail drawings indicating C/T. Are ALL motor status sensors to be of the Analog amperage current transducer type or dry contact switch status?

Unknown. We simply want to see the status of all fans in scope on the control interface.

24. Several systems call for an OSA temp sensor, Can the contractor use two, primary and backup, and broadcast the temp on the network to all equipment?

No issue with that. Clearly identify this in the proposal.

25. Is there any known or identified Asbestos or Lead Painted areas that will be worked in for this project?

See attached documents. The facility though does have some asbestos in floors, some piping where it is already encapsulated, and old wall join masking compounds. The few thermostats asking to be moved for example are being moved to walls that do not have this issue. However, if the contractor suspect or fines asbestos they need to stop work and follow normal VAFB protocols.

26. If a bidding contractor already has CAC badges and Escort Privileges on AECC badges for areas 12 & 13, can the awarded contractor request and obtain Area 15 on AECC badge to reduce Security Escort costs?

No, unfortunately one cannot escort their own company or subs.

27. The Environmental Protection Section 015720 has multiple sections of required reporting documentation. Can the required reporting in 015720 for this contract be identified prior to bid?

Other than hazardous waste or portable generator air permits no permits are anticipated at this time.

All permits are contractor responsibility and no change order will be provided for permits.

28. Drawing M602 for the Boilers and Drawings M603, 607, 608 for the Chillers calls for new BACnet/MSTP Interface. Does the existing listed equipment already have a BACnet/MSTP Interface card or do the existing units have to be retrofitted with the cards? Are those units capable of receiving those upgrades?

Some of the equipment has existing BACNet interface cards, but maybe not all. If they are not compatible it is the contractor responsibility to upgrade/retrofit/replace as needed.

29. Drawing M101, Demolition note #17, states Existing Control valve and actuator to be removed and replaced. FCU Detail does not show existing valve, but Heat Coil Detail refers to existing valve.

All other details on control sheets show (E) control valves. Is the only Existing Control Valve and Actuator to be replaced for the Boiler system as indicated or for all existing control valves/Actuators to be replaced?

Currently identified there are a total of 7 each pneumatically controlled valve. AC-9 and 6 each FCU’s. Note: These valves presently do not work because pneumatic lines are terminated. No change order will be provided for permits.

30. Inside the controller cabinets, will the contractor be required to provide drawings depicting what is inside each cabinet?

Contractors will be required to provide mounted laminated drawings. In addition, the control cabinets should be neat and organized similar to the UCS United control cabinet.

Note: Anything provided in hard copy should also be provided in electronic soft copy.

31. Will the contractor be required to demonstrate a functional system per the design prior to commissioning?

The contractor needs to demonstrate to building management and 30 CES that the system is working per the design. This may be completed during commissioning.

32. Will as-built drawings be required?

As-built drawings will be required. It is recommended that the drawings be presented to the Government as 95% to allow the government an ability to validate and provide comments.

33. Is there any additional computer requirements beyond the design and specifications?

The computers, if added to the building for local HVAC DDC observation/monitoring, will need to be connected to the Energy VLAN – not just to the facility DDC global controller. When connected to the VLAN, they will be added to the VLAN Domain, which is controlled by a security software suite on a server. Basic PC requirements would be that they have AF standard desktop configuration.
