SECTION 01000
GENERAL REQUIREMENTS
PART 1 - GENERAL
1.01 PROJECT DESCRIPTION
A. The project consists of furnishing all labor, materials, and equipment in connection with the
Repair/Replace HVAC Controls in Building 8510 at Vandenberg Air Force Base, California.
B. The work is briefly described as follows, but is not the entire scope of the project:
The existing energy management system (EMS) in Building 8510 requires replacing. This includes, but not limited to, the software, work station, sensors, and control wiring. The Government would like to reuse existing control wiring where feasible.
1.02 OCCUPANCY:
A. The project site will be occupied by base personnel during construction operations.
1.03 WORK SCHEDULE
A. Working hours will normally be between the hours of 7:30 a.m. and 4:30 p.m., excluding Saturdays, Sundays, and federal holidays. If the Contractor desires to work during periods other than above, he shall make his request to the Contracting Officer 3 workdays in advance. If Government inspection forces are not required or such forces are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days; however, if Government inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract price may be made periodically as directed by the Contracting Officer.
1.04 MANDATORY WORK STOPPAGES
A. A mandatory work stoppage occurs whenever the Contractor is restricted from working a full workday and is unable to reallocate work forces to other locations. All costs associated with five mandatory work stoppages must be included in the bid price. No additional compensation or extension to the Contract performance period will be given as a result of five mandatory work stoppages.
B. The Contractor may be required, without advance notice, to move work to a different location.
The Contractor shall be prepared to increase or decrease his work forces with appropriate trades to perform work in the relocated work areas at no additional cost to the Government.
C. The Contractor shall notify the Contracting Officer when a mandatory work stoppage occurs for recording purposes; otherwise, the work stoppage will not be credited to the Contractor.
1.05 SECURITY
A. The Contractor shall obtain all passes, badges, decals, or other identification media required for security clearance to areas where work is performed. Obtain vehicle and individual identification

01000-2 media at the Pass and Registration Section, 30 SW/SFAM, Building 11777, 6-1853. Identification media shall be surrendered to the Pass and Registration Section upon termination of the Contract, or termination of an individual's employment with the Contractor.
B. The work to be performed is in a military restricted or controlled area. The Contractor must comply with the entry control policies for the area. The Contractor and its employees are required to have at least a National Agency Check. In the event the Contractor cannot comply with the investigative or clearance requirement, it is the responsibility of the Contractor to obtain escort officials who are authorized unescorted entry to the work area.
It is also the Contractor's responsibility to coordinate with the appropriate security officials at each construction site at least 5 workdays prior to start of Contract performance. For information on security services, contact Personnel Security Section, 30 SFS/SFAI, 5-0766. The Contractor shall provide enough escort officials for uninterrupted visual surveillance within 50 feet of all individuals not having required security clearance performing work as part of the Contract.
1.06 UTILITIES
A. Utilities directly required to complete the Contract will be provided, if available, to the Contractor without charge. Any temporary connections or lines that are required shall be installed, maintained, and removed by the Contractor at his own expense and in a manner satisfactory to the Contracting Officer. Contractor shall remove temporary utilities before final acceptance.
B. Schedule all utility outages and secure approval of these outages from the Contracting Officer at least 5 work days in advance of the outage.
1.07 SAFETY
A. Contractor shall observe all safety and fire regulations as presently enforced at Vandenberg AFB.
The construction shall be in accordance with the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, and Occupational Safety and Health Act (OSHA) Public
Law 91-596. Comply with OSHA and Air Force Occupational Safety and Health (AFOSH) safety standards.
B. All construction sites are subject to fire and safety inspections without notice. Any violation of fire and safety standards may result in a work stoppage at the expense of the Contractor.
C. Contractor shall hold a safety briefing for all subcontractors and craftsmen prior to construction or demolition. This briefing shall be for the specific purpose of making all personnel aware of asbestos and/or lead-based paint issues that may be encountered during demolition and/or renovation even though the project may not seemingly involve disturbance of those substances.
1.08 COORDINATION FOR WORK CLEARANCE REQUEST (AF Form 103)
A. The Contractor shall obtain and process a Form 103, Coordination For Work Clearance Request, for all work, especially digging operations, involving utilities, communication cables, or environmental sites. The Contractor can obtain a Form 103 from the 30 th Civil Engineering
Squadron Administration, 30 CES/CECA, Building 11433, (805) 606-8701.
B. Government agencies will annotate on the Form 103, any special instructions and/or compliance requirements prior to start of any work and/or while work is being accomplished. The Contractor shall implement all requirements indicated on the Form 103. The Contractor shall not begin work until the Form 103 is fully approved. The Contractor shall keep the Form 103 on site from the start of work until construction or project completion.

C. The Contractor shall coordinate any work/digging operations in the vicinity of utilities and communication cables with the 30 th Civil Engineer Squadron Infrastructure Maintenance
Engineering Utility Shop, 30 CES/CEOIU, and the 30 th Communications Squadron, 30 CS. No mechanical digging shall be performed within 4 feet of utilities or communication cables until they are physically exposed by hand digging. If a utility or communication cable is damaged, notify the Contracting Officer immediately. A minimum of a 24-hour advance notice for both 30 CES/CEOIU utility monitors, (805) 606-5885, and 30 CS communication monitors, (805) 606- 7534, are required. Work shall not begin until the required 30 CES utility or 30 CS communication monitors are present. Additionally, during the 48-hour period prior to a launch operation, Contractors shall cease excavation work when they are within 15' of known communication lines as identified on the approved Form 103.
D. The Contractor shall coordinate all work with the 30 th Civil Engineer Squadron's Environmental
Management Flight, 30 CES/CEV, Building 7015. The Contractor shall coordinate the Form 103 with the Environmental Management Flight, a minimum of ten (10) workdays prior to any work/digging operations. Environmental monitors may be required from the 30 th Civil Engineer
Squadron's Environmental Management Flight and a minimum of a 72-hours advance notice for environmental monitors is required. Work shall not begin until all required environmental monitors are present.
1.09 WELDING PERMIT: Any welding or torching on Vandenberg AFB requires a welding permit.
The Contractor shall obtain a welding permit from the Fire Protection Flight, 30 CES/CEF, Building 10660, 6-5380. A permit will be issued within 2 workdays with instructions for welding fire prevention.
1.10 SUBMITTALS
A. After notification of Contract award and prior to purchasing any materials, submit to the
Contracting Officer for approval three copies of all items listed on AF Form 66, Schedule of Material Submittals (see Attachment 1), with one AF Form 3000, Material Approval Submittal, for each submittal. For the purpose of this statement, all entries included on a single AF Form 3000 are considered to be one submittal. Materials, shop drawings, manufacturer’s recommendations, etc., shall not be incorporated into the resultant Contract work until approved by the Contracting Officer or his Authorized Representative.
B. The following definitions set forth the minimum requirements for the type submittal listed on the
AF Form 66 (Atch 1) and as further delineated under each section of the specifications:
1. CERTIFICATION OF COMPLIANCE:
a. Manufacturer’s Certification. Submit manufacturer’s certification that products meet or exceed specified requirements.
b. Testing Laboratory Services. Contract with an independent testing laboratory to perform inspections, tests, and other services, in accordance with specified standards. Notify the Contracting Officer 24 hours prior to commencement of testing services.
c. Letter of Compliance. Submit letter stating that materials meet drawings and specifications. Include applicable referenced standards.
2. SHOP DRAWINGS. Submit opaque reproductions.
3. SAMPLES. Submit one set of the full range of manufacturer’s standard colors, textures, and patterns, unless otherwise indicated. Include the identification of each sample, giving full information. Samples may be retained until the completion of the Contract.

4. COLOR SELECTION. Provide field samples of finishes completed and finished. Acceptable samples in-place may be retained in completed work.
5. MANUFACTURER’S RECOMMENDATIONS. Submit manufacturer’s printed instructions for delivery, storage, assembly, installation, adjusting, and finishing.
6. MANUFACTURER’S WARRANTY. Submit all manufacturer’s warranties given to the
Contractor for products used in the Contract.
7. CATALOG DATA. Mark each copy to identify applicable products, models, options, and other data; supplement manufacturer’s standard data to provide information unique to the work.
8. OPERATIONS AND MAINTENANCE MATERIAL REQUIREMENTS:
a. The Contractor shall identify all parts, materials, and consumable items required by the original equipment manufacturer to operate and maintain the system (as indicated in vendor data) in its installed operating environment for a 12-month period. These items shall be identified on a list by true manufacturer's part number, manufacturer's name, nomenclature, and all technical specifications or other identification required by the manufacturer to identify the individual items for reprocurement. Include the name, address, and phone number of authorized suppliers of each item on the list.
b. Contractor shall provide a card, encased in plastic, that lists all routine maintenance requirements that will not violate the manufacturer’s warranty during the above described 12-month period. The card shall also list the Contractor’s name and telephone number, and the Civil Engineering POC for the project. These cards, once prepared, shall be securely tie-wrapped to each new piece of equipment installed as a part of the Contract.
9. SYSTEM OPERATING MANUALS AND EQUIPMENT OPERATING, MAINTENANCE, AND
REPAIR MANUALS: The Contractor shall provide operating, maintenance, and repair manuals for all systems provided under this Contract as specified below. The preparation of the manuals shall be a continuing process from the Notice to Proceed to construction completion. The Contractor shall meet every 4 weeks throughout the life of the Contract with the Contracting Officer to demonstrate progress update on the preparation of the manuals.
a. The manuals shall be submitted for approval within 90 days after approval of the submittal for the items proposed for procurement unless stated otherwise in the Technical Specifications. Four bound sets of manuals with original factor/vendor data (not reproduced copies of the data) plus six bound sets of manuals with reproduced copies of this data shall be provided. (A draft copy of the manuals shall be made available to the Government at least 30 days prior to approval). Each manual shall include the following:
(1) Hard Cover Binders. The manuals shall be bound in a 3-ring binder with a hard cover. The following identification shall be inscribed on the cover, the words
"OPERATING MANUALS AND EQUIPMENT OPERATING, MAINTENANCE, AND
REPAIR MANUALS", and the building name and number, location, and indication of utility or system covered. Manuals shall be approximately 8-1/2" x 11", with large sheets folded and capable of being easily pulled out for reference.
(2) Warning Page. A warning page shall be provided to warn of potential dangers (if they exist), such as high voltage, toxic chemicals, flammable liquids, explosive materials, carcinogens, or high pressures. The warning page shall be placed inside the front cover, in front of the title page.

(3) Title Page. The title page shall show the name, address, and phone number of the
Contractor, the Contract number, and the date of publication.
(4) Table of Contents. Provide in accordance with standard commercial practice.
b. General. Manuals shall include, in separate sections, the following information for each item of equipment and system:
(1) Performance sheets and graphs showing capacity data, efficiencies, electrical characteristics, pressure drops, and flow rates. Marked-up catalogs or catalog pages do not satisfy this requirement. Performance information shall be presented as concisely as possible and contain only data pertaining to equipment actually installed.
(2) Catalog cuts showing application information.
(3) Installation information showing minimum acceptable requirements.
(4) Operation and Maintenance Requirements. Include adequate illustrative material to identify and locate operating controls, indicating devices, and locations of areas or items requiring maintenance.
(a) Describe, in detail, starting and stopping procedures for components, adjustments required obtaining optimum equipment performance, and corrective actions for malfunctions.
(b) Maintenance instructions describing the nature and frequency of routine maintenance and procedures to be followed. Indicate any special tools, materials, and test equipment that may be required.
(c) For air conditioning systems, temperature control, and HVAC distribution systems, central heating plants, and district heating distribution systems, system information shall be provided on all operating conditions including normal operations, hazardous operations, and emergency exhausts.
(5) Repair information including diagrams and schematics, guidance for diagnosing problems, and detailed instructions for making repairs. Provide troubleshooting information that includes a statement of the indication or symptom of trouble and the sequential instructions necessary. Include test hookups to determine the cause, special tools and test equipment, and methods for returning the equipment to operating conditions. Information may be in chart form or in tabular format with appropriate headings.
(6) Parts list and names and addresses of the two closest parts supply agencies.
(7) Names and addresses of the local manufacturer's representatives and the parent company.
(8) A copy of all written materials used in the classroom and field training.
c. Operating and Maintenance (O&M) Equipment Data. Data to be provided for each equipment item: The O&M data to be submitted for each item of equipment shall include, but not be limited to, the items listed below. Separate sets of O&M data will not be

01000-6 required for identical pieces of equipment installed within a single major system.
(1) Equipment Description. Shall include item name, model number, part number, equipment price (FOB mfg.), electrical and/or mechanical characteristics, manufacturer's name and address, order number, and all other data found on the equipment data/nameplates.
(2) Component and Assemble Drawing/Master Parts List. Shall contain exploded views and/or master parts lists clearly identifying all parts and subassemblies by manufacturer's part number. Master parts lists shall also include price for each part (FOB mfg.).
(3) Control Diagrams and Sequences of Operations. Shall include operating instructions (including normal start up, normal shutdown, and emergency shutdown, as applicable).
(4) Performance Characteristics. Shall include performance curves for full range of operation.
(5) Installation Instructions. Shall include adjustment and alignment procedures, checkout procedures, and test procedures.
(6) Preventive Maintenance Procedures. Shall include inspection, cleaning, adjustment, service, and lubrication instructions. A schedule shall be furnished for each piece of equipment listing manufacturer's recommended maintenance routine of specific tasks to be performed at specific intervals such as daily, weekly, monthly, quarterly, or based on the number of operating hours. Preventive maintenance schedules shall take into account operating conditions at Vandenberg AFB, California.
(7) Corrective Maintenance Procedures. Shall include instructions for troubleshooting, repair, overhaul, and calibration.
(8) Special Items. List of special tools, special test equipment, hazards, and safety precautions shall be provided. Special item lists shall include price for each item (FOB mfg.). Whenever special tools and equipment are required to be provided, by the Technical Provisions or are normally provided by the manufacturer with the equipment, the Contractor shall annotate them on the lists. Items listed shall be turned over to the Contracting Officer.
(9) Recommended Spare Parts List. Shall contain the manufacturer's recommendation for 1-year spare parts stock lever. These are primary spares at the "line replaceable units" level to facilitate minimal system downtime by enabling rapid removal/ replacement of failed components. True manufacturer's part number, manufacturer's name, nomenclature, all technical specifications, or other identification required by the manufacturer to uniquely identify an individual part for reprocurement, price, lead time, and shelf time for each individual part shall be furnished.
(10) Manufacturers. Shall include names, addresses, and telephone numbers of all manufacturers whose parts appear on the recommended spare parts list and shall be attached to the recommended spare parts list.
(11) Authorized Parts Suppliers. Shall include names, addresses, telephone and telex

01000-7 numbers of authorized parts suppliers of the equipment.
(12) Extended Warranties. Shall identify the availability and costs of extended warranties.
d. System Operating Manuals. Four bound copies of manuals with original factory/vendor data, plus six bound copies of manuals with reproduced copies of this data shall be provided for each system. Manuals shall be written so that they can be understood by a graduate of both high school and service school with some practical experience. A separate manual shall be provided for each system as defined hereinafter. Generally, all manuals shall include the following information:
(1) A general description of each system to show the type of system installed, its design or specified capacity and performance capabilities, special or unusual features, and relationship to other systems.
(2) A statement of the design intent to include design factors and assumptions.
(3) Operating instructions describing, in detail, system starting and stopping procedures, instrumentation, and adjustments necessary to obtain optimum system performance. The location of test connections and the values expected at these points shall be included, preferably in illustrated form. Data must include a list of the additional equipment required to accomplish the verification such as temperature, vacuum, pressure, hydraulic, or pneumatic gauges; voltmeters; ammeters;
frequency meters; or signal generators. The listing must show methods of use or application, range of scales, and specific minimum tolerances or percentages of accuracy.
(4) Emergency operating instructions to include emergency procedures for equipment malfunctions to permit a short period of continued operation or to shut down equipment, if required, to prevent further damage. Included emergency shutdown instructions for fire, explosion, spills, or other contingencies. Provide guidance in emergency operations of systems controlled.
(5) Single-line floor plans, to show location of equipment and configuration of systems.
Floor plans shall be accomplished so those structural features are subdued compared to utility features. Floor plans shall be included in the manual, not as a separate package.
e. Separate Equipment Operating, Maintenance, and Repair Manuals. Shall be provided for each system as defined hereinafter in this and other sections:
(1) Air-Conditioning Systems. Provide information on chillers, packaged air-conditioning equipment, towers, water treatment, chemical feed pumps and tanks, air-cooled condensers, pumps, compressors, air-handling units, and valves (associated with air-conditioning systems).
(2) Temperature Control and HVAC Distribution Systems. Provide the information described for the following equipment: valves, fans, air-handling units, pumps, boilers, converters and heat exchangers, chillers, water-cooled condensers, air-cooled condensers, cooling towers, fin-tube radiation, and radiant heating systems.
f. Provide all information described for the following equipment: control air compressors, control components (sensors, controllers, adapters, and actuators), and water and air

01000-8 flow-measuring equipment.
(1) Exterior Electrical Systems. Information shall be provided on the following equipment: power transformers, relays, reclosers, breakers, regulators, converters, meters, and capacitor bank controls.
(2) Interior Electrical Systems. Information shall be provided on the following equipment: relays, motor control centers, switchgear, solid-state circuit breakers, motor controller, regulators, converters, filters, meters, and EPS lighting systems.
(3) Wiring diagrams and troubleshooting flow chart on control system.
(4) Special grounding systems.
g. Direct Digital Control (DDC) System. The maintenance manual shall include descriptions of maintenance for all equipment including inspection, periodic preventive maintenance, fault diagnosis, and repair or replacement of defective components.
h. Fire Protection Systems. Information shall be provided on the following equipment:
alarm valves, manual valves, regulators, foam and gas storage tanks, piping materials, sprinkler heads, nozzles, pumps, and pump drivers.
i. Fire Detection Systems. The maintenance manual shall include description of maintenance for all detectors, control panels, batteries, transmitters, audible and visual alarm-signaling devices, and any other auxiliary detection or alarm equipment associated with fire detection and alarm systems. The manual shall include inspection, test, periodic maintenance, fault diagnosis, and repair or replacement of defective components.
j. Payment for the system may be withheld until the operating and maintenance manuals are approved, and training has been successfully accomplished.
10. CONTRACTOR-PROVIDED TRAINING.
a. The Contractor shall be responsible for the instruction and training of operating and maintenance personnel as specified below.
b. The Contractor shall provide competent instructors for training of personnel designated by the Contracting Officer to operate systems and equipment, perform the required preventive maintenance to minimize breakdown and to perform necessary repairs when malfunction or breakdown of equipment occurs. Such training shall consist of on the equipment and/or classroom training for the periods specified, which shall be completed prior to project completion. The instructor(s) shall have no other duties during the period of training. Classroom instruction, where applicable, shall not exceed 50 percent of the total training time, with the balance devoted to on-the-equipment demonstration and familiarization. Emphasis will be given to both electrical and mechanical features, in accordance with approved training plans.
c. The training shall be for not less than the periods of time specified, 5 days per week and
8 hours per day, subject to approval by the Contracting Officer. Each individual training session shall be presented one time only and shall be scheduled in a manner acceptable to the Contracting Officer. The operating and maintenance manual data shall be used as the base material for training. Training shall be limited to normal business hours, Monday through Friday, federal holidays excluded.

d. For each individual training session, the Contractor shall provide to the Contracting Officer no later than 30 days after completion of the training session three reproducible copies of all reference materials/handouts provided by the Contractor to trainees at the training session. These training reference materials/handouts shall be labeled with title, subject(s), and date(s) of the training session(s) at which they were provided to trainees.
1.12 RECORD DRAWINGS
A. Maintain a clean, undamaged set of Contract drawings and shop drawings. Mark the set to show the actual installation where it varies substantially from the work as originally drawn. Mark whichever drawing is most capable of showing conditions fully and accurately. Where shop drawings are used, record a cross-reference note or number at the corresponding location on the Contract drawings. Give particular attention to concealed elements that would be difficult to measure and record at a later date.
1. Mark record sets with red erasable pencil.
2. Mark new information that is important to the Government, but was not shown on Contract drawings or shop drawings.
B. Submit 7 days prior to final inspection, one set of marked-up Contract drawings and one set of marked-up shop drawings.
C. Approved redlined drawings will be returned to the Contractor, along with AutoCAD diskette
(Release 2000) of the original drawings. All work on the diskette will be accomplished by a Certified Engineering Technician and/or individuals with a minimum of five years drafting experience, at least three of which must be using AutoCAD. The name of these individuals shall be submitted in writing to the Contracting Officer. Modifications to the diskette shall be accomplished on the appropriate layer showing the work being changed. All revisions shall be done in the same format as the original drawing. On each sheet the words “AS-BUILT” in block letters will be added to the disks. The size of the letters will be at least 3/8 inches high and be placed either above the title block or to the left of the title block. Fill in the revisions block with ‘REVISED AS-BUILT,” date and initials. The submittal shall include the revised AutoCAD diskette, the approved “Red Line” drawings and a full size plot of the drawings from the revised diskette. As-builts will be returned to the Contracting Representative within (2, 3, 4) weeks of receipt of the Master AutoCAD diskette.
1.14 GLOBAL POSITIONING SYSTEM (GPS) REQUIREMENTS
A. Prior to contract completion the Contractor must submit accurate field-verified maps of the utility system being installed or replaced. Once the utility has been installed accurate field-verified locations must be captured. The Contractor is responsible for collecting Global Positioning System coordinates by physically walking the line with a GPS unit.
B. The objective is to obtain exact locations of the installed infrastructure including transformers, manholes, data on the type and size of the utility line, etc. Each turn or bend in the utility line must be captured. If a new building is constructed, the Contractor is required to provide GPS data on the building footprint and all utilities serving the building that were installed by the Contractor.

ENVIRONMENTAL REQUIREMENTS
PART 1 - GENERAL
1.01 ENVIRONMENTAL COMPLIANCE REQUIREMENTS
A. General: Vandenberg Air Force Base (VAFB) Contractors, and their subcontractors, shall comply with the most stringent federal, state, and local environmental laws, regulations, and Air Force policies, instructions, and plans. The federal government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on VAFB.
B. Environmental Coordination: The 30 th Civil Engineering Squadron, Environmental Flight (30
CES/CEV) is the single point of contact for coordination with all environmental regulatory agencies. Prior to coordinating with any environmental regulatory agency, the contractor shall obtain approval from 30 CES/CEV. The contractor shall provide all copies of any regulatory agency notifications, reports, consultations, permits, and/or regulatory documents to 30 CES/CEV.
1. The Contractor shall comply with all permit conditions and consultation requirements.
2. The Contractor shall provide all required testing analysts and monitors.
3. The contractor may obtain VAFB environmental documents and plans from 30 CES/CEV.
C. Environmental Planning: The Contractor shall comply with all testing, monitoring, record keeping, reporting, mitigation, and protection measure requirements resulting from the National Environmental Policy Act (NEPA), the Environmental Impact Analysis Process (EIAP), and the VAFB 332 process. To initiate NEPA and EIAP, submit an AF Form 813 to the EIAP office in 30 CES/CEV. Completion of the NEPA and EIAP processes can take between three weeks to one year to complete. Early coordination is highly advised.
D. Environmental Audits/Inspections: The Contractor shall promptly support the government with all federal, state, local, and Air Force environmental inspections, audits, or assessments.
E. Notices of Violations (NOV): The Contractor shall be liable for any Notices of Violation (NOV), enforcement action, fine, penalty, and/or corrective action imposed by federal, state, or local environmental regulatory agencies for activities under the Contractor’s control. The Contractor shall provide verbal notification to 30 CES/CEV and the Contracting Officer within 24-hours of receiving a NOV followed by written notification within three (3) working days.
1.02 SUBMITTALS
A. The Contractor shall provide the following to 30 CES/CEV:
1. Environmental Protection Plan (paragraph 1.03)
2. Air Emissions data (paragraph 1.04.D)
3. Source Profile Form for boilers/hot water heaters, 30 SW Form 155/156, (paragraph 1.04.B)
4. Boiler Emission Standards and/or source test with applicable compliance certifications data that complies with applicable SBAPCD rule requirements (paragraph 1.04.B)
5. Monthly Hazardous Material (HAZMAT) usage totals (paragraph 1.08.C).
6. HAZMAT Business Plan or HAZMAT Disclaimer, (paragraph 1.08.D).
7. A Recovered Materials Determination Form (RMDF) (paragraph 1.09.B).
8. An Estimate of Percentage of Recovered Material Content for EPA-Designated Products (paragraph 1.09.D).
9. The weight and quantity of the Solid Waste and Construction & Demolition debris disposed of off-base for recycling and reuse and not disposed in a local landfill (paragraph 1.12.C. 8).

10. Annual Certification Report. Submit to RWQCB by 20 August and provide proof of submittal to 30 CES/CEVC. (paragraph (1.06.C.3)
1.03 ENVIRONMENTAL PROTECTION PLAN (EPP) REQUIREMENTS
A. General: The Contractor shall, prior to the start of activities on VAFB, submit an EPP to 30 CES/CEV. The Contractor’s EPP shall describe, at a minimum, how they will meet environmental compliance requirements and address their methods, procedures, and practices pertaining to air quality, water quality, waste water, storm water, cultural resources, natural resources, storage tanks, hazardous waste management, hazardous materials management, spill/release management, recycled/recovered materials, solid waste and construction debris management, PCBs, lead-based paint and asbestos management, and a listing of all Contractor combustion source equipment with appropriate CARB registration and SBCAPCD permits. The Contractor shall maintain a copy of the EPP on-site. The Contractor shall brief their personnel of the contents and procedures in the EPP in order to maintain compliance.
B. Submittal: The Contractor shall provide their EPP for approval to 30 CES/CEV, 10 days prior to the start of any activities on VAFB. An EPP shell shall be provided to the contractor upon request.
1.04 AIR QUALITY REQUIREMENTS
A. General: The Contractor, and their subcontractors, shall comply with all applicable, but not limited to: Federal and state Clean Air Acts; Santa Barbara County Air Pollution Control District (SBCAPCD) rules and regulations; SBCAPCD Permit To Operate or Authority to Construct requirements; California Air Resources Board (CARB) standards, controls, and portable equipment registration requirements; any applicable US EPA Maximum Achievable Control Technology (MACT) standards; AFI 32-7040, Air Quality Compliance; AFI 32-7086, Hazardous Materials Management; 30 SWI 32-702, Environmental Management Air Emission Inventories;
and 30 SW Fuel Use Monitoring Plan (FUMP). The contractor shall comply with all the applicable air quality requirements and implement accepted construction best management practices.
B. Authority to Construct (ATC) or Permit to Operate (PTO): Prior to beginning an activity on VAFB which requires an ATC or PTO, the Contractor will coordinate with 30 CES/CEV. ATCs and PTOs are required for the installation of new generators, internal combustion engine powered equipment or devices, and modification or installation of boilers, steam generators, furnaces, process heaters, water heater units, paint spray booths, abrasive blasting booths, gasoline dispensing facilities, etc. The ATC or PTO approval can take up to 210 days. Due to strict emissions requirements, all equipment or processes requiring a permit must comply with applicable SBCAPCD rules and be approved by 30 CES/CEV Air Quality staff prior to procurement.
C. Violations: The Contractor shall immediately report air permit violations to 30 CES/CEV and to the Contracting Officer within 24-hours.
D. Air Quality Provisions:
1. Demolition, Site Clearing, Grading, Excavation, Backfilling, and Trenching: Contractor shall implement dust control measures to prevent the creation of a nuisance dust incident and report the amount of materials used to 30 CES/CEV. When work involves demolition of load bearing wall; asbestos abatement and/or removal; or work trailer removal from VAFB, the Contractor shall submit the SBCAPCD “Notification for Renovation and Demolition” form to 30 CES/CEV for approval and signature a minimum of 15 working days prior to the start.
2. Paving: Contractor shall comply with the VAFB Cutback and Emulsified Asphalt Paving Materials Recordkeeping and Compliance Plan which incorporates the ROC content and recordkeeping requirements specified by SBCAPCD 329, Cutback and Emulsified Asphalt Paving Materials. This plan is only applicable to the use of cutback and emulsified asphalt paving materials as defined in the plan.
3. Coating, Painting, Adhering, and Sealing: Contractor shall use compliant coatings as specified in SBCAPCD Rule 323, Architectural Coatings; Rule 330, Surface Coating of Metal Parts and Products; Rule 351, Surface Coatings of Wood Products; and Rule 353, Adhesives

01010-3 and Sealants. The contractor must also comply with the operational requirements specified in SBCAPCD Rules. The Contractor shall not dispose of solvents by evaporation.
Recordkeeping requirements are met through enrollment in the Hazmart.
4. Abrasive Blasting and Corrosion Control: Contractor shall use CARB approved abrasive blasting media and implement dust control measures in order to prevent the creation of a nuisance dust incident. If the Contractor would like to use an abrasive blasting cabinet, the Contractor will contact 30 CES/CEV for assistance. The Contractor shall report the amount of materials used to 30 CES/CEV at the end of the contract or by January 31 st for the previous year’s activities, which ever occurs first.
5. Use of Equipment Powered by Portable Internal Engines: Contractor shall provide proof of CARB registration in the California Air Resources Board (CARB) Portable Equipment Registration Program (PERP) for all portable equipment used for projects on VAFB.
Threshold sizes are 20 bhp and greater for spark ignited units and 50 bhp or greater for diesel fired units. A 30 SW Form 156, Source Profiling Form, will be completed and submitted to 30 CES/CEV for all contractor owned and/or operated portable equipment operated on VAFB.
a. Fuel usage and hours of operation as required by the registration must be submitted to 30 CES/CEVC at the end of the contract or by 31 January for the previous year’s activities, which ever occurs first.
b. If the equipment is not registered in the CARB PERP, all ICEs greater or equal to the brake horsepower thresholds listed above must be properly permitted by the SBCAPCD for use at various locations within the county.
6. Gasoline/E-85 Storage Tanks: Contractor shall only use storage tanks less than 250 gallons and allow only one storage for each commodity (No multiple tanks of the same commodity).
If the Contractor would like to use more than one tank for each commodity or a tank greater than 250 gallons, prior approval is required by 30 CES/CEV. The Contractor shall report the amount of materials used to 30 CES/CEV at the end of the contract or by 31 Jan for the previous year’s activities, which ever occurs first.
7. Class I Ozone Depleting Substance (ODS): When the Contractor is required to work on any equipment with Class I ODS refrigerants, then the Contractor shall comply with, at a minimum, all of the requirements identified in 40 CFR Part 82, Section 608, Ozone Protection Regulations: Stationary Refrigeration and Air Conditioning, Halon Handling of the Clean Air Act. The Contractor shall supply copies of the technician certifications to 30 CES/CEV. The Contractor shall report the amount of ODS used to 30 CES/CEV at the end of the contract or by 31 Jan for the previous year’s activities, which ever occurs first. As applicable to project requirements, the Contractor is required to use non-Ozone Depleting Substance (non-ODS) replacement products found on EPA’s Significant New Alternatives Policy (SNAP) at www.epa.gov/ozone/snap/lists/index.html.
8. Operation of Vandenberg Owned Permitted Equipment: All permitted equipment operated by the Contractor shall be operated in compliance with the requirements of the PTO. All records required by such permits will be maintained according to the permit and will be provided to 30 CES/CEV as requested.
E. Submittals: The Contractor shall provide the following to the Contracting Officer.
1. Air Emissions data.
2. 30 SW Form 155/156, prior to installation of steam generator, furnace, process or water heater.
3. Boiler Emission Standards and/or Source Test with applicable Compliance Certifications data that complies with applicable boiler, steam generator, furnace, process heater, and/or water heater. Submittal required prior to purchase and installation.

A. Ambient Water:
1. Impaired Water Bodies: Notify 30 CES/CEVC, Water Resources Program Manager prior to any planned discharge or threat of discharge into a water body on the federal 303(d) list of impaired water bodies. Impaired water bodies on base include: San Antonio Creek, the Santa Ynez River, Shuman Creek, and the Pacific Ocean at Jalama Creek.
2. Section 401, 402, and 404 Water Quality Certification and Permits: In support of federal permit programs, contractors will notify 30 CES/CEV prior to any project expected to affect jurisdictional waters (by discharge of pollutant, dredge, or fill material or by structural modification within the water body). Any affect may require a state water quality certification, local permit, or regional permit.
B. Drinking Water:
1. Backflow Prevention: Ensure that new or renovated drinking water supply connections and valves are equipped with backflow assemblies to protect potable water quality from contact with non-potable irrigation system backflows, stagnant water distribution lines, fire suppression system lines, and other backflow sourced cross-contamination. All new or renovated backflow assemblies must be tested and test results submitted to the cross-connection control program manager at the 30th Civil Engineering Utilities Shop.
2. Cross Connection: All abandoned potable water tanks, distribution lines, hydrants, and drinking water system components must be capped off, removed, permanently closed, or made inert. Maintained potable lines must be protected against cross-contamination by preventing contact with abandoned line segments or non-potable connections. If necessary, backflow assemblies must be installed to remediate the potential for cross-connections.
Ensure all encountered storm sewer lines, sanitary sewer lines, industrial feeder lines, and drinking water distribution lines no longer needed are capped off, removed, permanently closed, or made inert in order to prevent inflow-infiltration issues, cross-connections, and/or health-related hazards.
3. Non-potable Water: All non-potable water supplies must be clearly identified as non-potable through use of visible markings or signage.
C. Domestic Wastewater:
1. Sanitary Sewer: VAFB sanitary sewer connections are authorized for discharges of approved domestic wastewater as defined by discharge standards set by the City of Lompoc.
Discharge of any wastewater on VAFB, other than routine domestic wastewater, into the sanitary sewer system requires pre-authorization from 30 CES/CEV. Ensure that sanitary sewer lines that are no longer needed are capped, permanently closed, and/or made inert to prevent stormwater/groundwater inflow infiltration into the wastewater collection system.
Report any sanitary sewer blockages and/or sewer system overflows to 30 CES/CEV.
D. Industrial Wastewater:
1. Discharge: Approval from the City of Lompoc, an industrial discharge permit, or waiver from the Regional Water Quality Control Board is required to discharge process or industrial wastewater. 30 CES/CEV coordination and approval is required.
2. Treatment: If contract allows generator to dispose of their industrial or process wastewater at the VAFB IWTP, 30 CES/CEV coordination and approval is required. VAFB IWTP may not be able to accept all industrial or process wastewater.
E. Discharge to Grade (DTG): A DTG disposition form must be completed and preauthorized by 30 CES/CEVC prior to discharge of any low-level contaminated wastewater.
F. Vehicle and Equipment Wash Water: Waste wash water derived from vehicle and equipment washing must be contained to ensure that it does not enter stormwater inlets or drainage systems.
Biodegradable or detergent free wash water under wastewater containment is authorized to percolate in place. Any oily sheen must be cleaned and drummed for proper disposal.

G. Building and Structural Preparation Washing: During pressure washing of building roofs and walls, ensure that facility washdown waters and paint-related wastewaters are collected and sampled (roof and exterior walls must have separate analysis) to determine preferred disposal disposition. Prior to disposition, 30 CES/CEV coordination and approval is required. Df
H. Groundwater: Groundwater encountered should be left intact/in place if possible. Pumping, dewatering, well purging, etcetera, of groundwater in order to accomplish work activity requires pre-coordination with 30 CES/CEV and the Installation Restoration Program Office.
I. Pollutant Spill Supplies and Wastewater Containment Units: In the event of a hazmat spill or a stormwater pollution related incident, contact 30 CES/CEV for assistance with spill control and containment supplies. In the event that large volumes of wastewater must be emergency-pumped and staged, contact 30 CES/CEV for assistance.
J. Miscellaneous: Contractors shall submit implement a plan to reduce water use by 20% on all VAFB projects. Contractors shall use water efficient products for all operations, maintenance, and construction projects. Approved products can be found at http://www.epa.gov/watersense/ and http://www1.eere.energy.gov/femp/water/water_resources.html.
1.06 HAZARDOUS WASTE REQUIREMENTS
A. General: The Contractor generating hazardous waste shall comply with, but not limited to:
Resource Conservation and Recovery Act; 40 CFR Parts 240-299 (Protection of Environment), 49 CFR Parts 171-180 (Transportation), EPA Hazardous Waste Training Modules; Title 22 California Code of Regulations (CCR), Division 4.5 (Environmental Health Standards for Management of Hazardous Waste); the California Hazardous Waste Source Reduction and Management Act of 1989 (Senate Bill 14); 30 SW Plans, 32-4002-A, Hazardous Materials Emergency Response Plan, and 32-7043-A, Hazardous Waste Management Plan.
B. Disposal on VAFB: The Contractor shall dispose of all hazardous waste generated on VAFB through the Government’s Consolidated Collection Accumulation Point (CCAP) contractor. The CCAP will classify waste prior to wastes being generated and provide review of shipping documents in order to ensure hazardous waste regulations are strictly adhered to.
C. Removal from VAFB: The Contractor shall not remove any hazardous waste generated on VAFB without approval from 30 CES/CEV or their CCAP representative. Only 30 CES/CEV or their CCAP representative is authorized to sign Uniform Hazardous Waste Manifests. The Contractor shall not sign any of their own Uniform Hazardous Waste Manifests.
D. Miscellaneous: The Contractor shall be required to provide hazardous waste documentation, including testing and characterization, through the base CCAP in order for the Government to accept, properly track, report, and dispose all of the hazardous waste generated on VAFB.
1. The Contractor shall be responsible for all costs and management processes associated with the proper site management, Site-Specific Contingency Plan, Spill Control and Cleanup Equipment/Supplies, profiling, accurate waste characterization, temporary site storage areas, containerization, labeling, obtaining drum numbers, transportation to the CCAP facility, and the implementation of source reduction measures prior to the CCAP processing the Contractor's hazardous waste through the CCAP. The Contractor is responsible for their hazardous waste management until their waste is delivered and signed over to the CCAP.
