This document is Amendment 1 for Solicitation FA460825QC033, providing a Questions and Answers document for a Guardmount Lockers procurement at Barksdale Air Force Base. The amendment addresses nine vendor questions regarding locker specifications, installation requirements, and logistics, including room dimensions (2,508 sq ft), ceiling height (9'-6"), locker configuration (2 tiers of 36" tall), and installation details. Key clarifications include that current lockers are anchored, contractors may need to dispose of existing lockers (captured under CLIN 0002), installation will occur on the ground floor, and a forklift is available with prior coordination.

The solicitation is a total small business set-aside for purchasing and installing guardmount lockers for the 2d Security Forces Squadron, with specific line items for 66 nine-unit triple tier lockers, 2 three-unit triple tier lockers, 600 number plates, and removal/replacement of existing lockers. The quote submission deadline remains 1:30 PM CDT on Wednesday, 09 April 2025, with the contract specialist being SrA Courtney Decker and the contracting officer being SrA Alisia Davis, both from the Department of the Air Force Global Strike Command at Barksdale Air Force Base.

FA460825QC033, Guardmount Locker, Amendment 1

DEPARTMENT OF THE AIR FORCE

2D CONTRACTING SQUADRON (AFGSC)

BARKSDALE AIR FORCE BASE LOUISIANA

2 April 2025

MEMORANDUM FOR Vendors/Offerors

FROM: 2d Contracting Squadron/PKP 801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110

SUBJECT: Amendment 1, FA460825QC033, Guardmount Lockers

1. The purpose of issuing Amendment 1 is to provide supplemental information in the form of a Question and Answers document in addition to a revised version of Attachment 2 – Salient Characteristics.

2. In response to several of the questions that were submitted, a revised version of Attachment 2 - Salient Characteristics, Dated 26 February 2025 is being provided as a part of this Amendment. This revised document supersedes the previously associated Salient Characteristics and is labeled as Attachment 2 - Salient Characteristics_Rev 1, Dated 02 April 2025.

3. The following questions were submitted to 2 CONS by the deadline of 4:30 PM CDT on 26 March 2025 and the answers to each are highlighted below in red:

Question 1: What are the dimensions of the room where the lockers will go? So we can have a good idea of how to design and install them. I counted the red boxes, it’s only 299, hence I wanted to know how many are going to fit in each location.

Answer 1: Room is 2,508 sq ft.

Question 2: How tall are the ceilings? It is indicated in the Salient Characteristics as 3-tiers and the SOW says each would be at 36”H, but it also says 72”H for total I am assuming. I think what you mean here is 3 wide and 2 tiers. Meaning, there will be 3 units side by side, 1 unit will have two lockers, 1 at the bottom and the other on top. If 3 tiers of 36” lockers is requested, it would reach a total height of 108”H. Please verify which is correct in this matter.

Answer 2: Ceiling height is 9’- 6”. current lockers are 24” x 24” x 36” stacked 2 units tall. The new lockers should be 2 tiers of 36" with a total height of 72" tall. Please see the revised version of Attachment 2 – Salient characteristics for further clarification.

Question 3: Are the current lockers bolted/anchored to the floor? Will the new ones need to be anchored or just ganged together?

FA460825QC033, Guardmount Locker, Amendment 1

Answer 3: Yes/Anchored

Question 4: After removing the current lockers, is the government going to be responsible of disposing the lockers taken out? If not, is there a dumpster or is the contractor going to be liable?

Does the government require the contractor to remove the current lockers and move them to a different room/storage within the vicinity?

Answer 4: Contractor may be required to dispose of existing lockers. Unit will attempt to re-purpose/donate before work begins. Contractors should capture this potential cost in their quote under CLIN 0002.

Question 5: Is there a storage area where the new lockers can be stored prior to installation?

Answer 5: No

Question 6: On which floor will the installation of new lockers take place and removal of existing ones? If above ground floor, is there a service elevator to help carry the lockers? How many stairs leading to the building?

Answer 6: Ground floor

Question 7: Is elevator access available?

Answer 7: N/A

Question 8: Do you have a forklift/Pallet Jack on-site?

Answer 8: Yes, with prior coordination we can have a forklift available

Question 9: Is a loading dock available on-site?

Answer 9: No

4. The due date and time of 1:30 PM CDT on Wednesday, 09 April 2025 remains unchanged for Solicitation FA460825QC033.
