Responses to Questions
1. During EW operations where no ordinance is being released must an RCO be on duty?
Answer: Yes, an RCO will need to be on duty in the tower during any flying operations.
2. PWS Page 6 - Item 1.4.4.7 Electron Warfare (EW) Operations. The NOTE: states “The current inventory includes one (1) JTE: however, a second JTE is requested. Upon acquisition of the second JTE, the contractor shall operation and maintain both units.” Question: shall our proposal include a 2nd JTE maintenance person? Answer: No.
3. Part III Past Performance Questionnaires Instructions: (from Section L)
a. Quality and Satisfaction Rating for contracts: states Provide any information currently available (letters, metrics, customer surveys etc.) Question: are these to be included in page counts? Answer: No
b. Must Past Performance references include past and present contracts or either past or present contracts? Answer: Past or Present
c. Past performance Questionnaires due not later than 16 December. Last sentence in item e states: This requirement for the submission of questionnaires is in addition to the requirement for a list of consecutive contracts. Question: Is this list of consecutive contracts due by 16 December also, or in the proposal? Answer: Due 16 December 2013
4. Would appendices be counted against the 10 page count for the technical write up?
Answer: No
5. How many binders are required for the Technical volume (original and copies)?
Answer: Original plus 2 copies
6. In the Technical volume, can a page be added to the page count for an Executive Summary?
Answer: Yes
7. Can the font size for tables, graphics, and charts be reduced to 8 or 10 font? Answer: Yes
8. How many range RCO’s are there for this requirement? Answer: A minimum of one.
9. Schedule B, CLIN 0001 – the Performance Period is described as 1 Apr 2014 – 30 Sep 2014 (6 Month), but the Quantity is 12. Should the Quantity be 6 to match the Performance Period? Answer: Corrected in Amendment 0001.
10. Reference PWS Para 1.4.2 Will there be 24 hour support operations for this requirement? Answer: No
11. Reference PWS Para 1.4.5.4. Are the Fire Support personnel certified? Answer: No What type of certification is required? Answer: None
12. Reference PWS Para 4.3.11. What support is the contractor supposed to provide to the Forest Service while they conduct controlled burns? Answer: The contractor ensures the range facilities and equipment are not damaged in case the controlled burns get out of control for some reason.
13. Reference PWS Para 4.3.10.3.2: Is the management of ALL waste material generated under this contract at the contractor expense? Answer: Yes
14. Will the government incur the cost of the disposal of non-toxic waste? Answer: Yes
15. Reference PWS Para 1.5 Range Maintenance. Will the contractor provide Calibration support? Answer: No, calibration will be accomplished by PMEL at Barksdale AFB LA.
16. What surplus equipment is available for Range Operations? Answer: Refer to Appendix A for Government Furnished Equipment listing.
17. Section L Part II Past Performance Information. Can the letters, metrics, customer surveys, independent survey, etc. under the Quality and Satisfaction Rating section be provided as an appendix to each 2 page contract reference? Answer: Yes
18. Will the government provide the SF 1449 Continuation Sheet Schedule in Word format? Answer: No
19. Will EOD clear/safe range roads and bomb circles prior to grading operations? Answer: Yes
20. Section L, Part III Past Performance Information, Section C. States “Offerors shall submit the Past Performance Questionnaire (PPQ) no later than 16 December 2013, 12pm CST. Address offerors to 2 CONS/LGCA, Attn: Lynn Owens, 41 Vandenberg Avenue, Barksdale AFB, LA 71110. This list may be provided by email to mary.owens.3@us.af.mil or renda.russo@us.af.mil. Furnish the following information for each contract listed:
1. Contracting Agency/Customer
2. Contract Number
3. Contract type
4. Project title and brief description of contract effort
5. Period of performance
6. Contract value at time of award
7. Current value, including all changes and exercised option
8. Contracting Officer’s name, address and telephone number“
When USAF references the “list” that must be provided by email are you referencing the contract information requested in #s 1-8? Also, does this contract information need to be returned via email by 12/16/13 at 12pm CST or can it be submitted with the hard copy proposals? Answer: E-mail the list by 12/16/13.
21. Does the government provide a tractor and plow for maintaining the pits? Answer: Refer to Appendix A, Government Furnished Property
22. Does the government provide a grader? Answer: Refer to Appendix A, Government Furnished Property
23. Does the government provide a Bush Hog? Answer: Refer to Appendix A, Government Furnished Property
24. There is a DD Form 254 attached to the solicitation it does not list any level of required clearance and is almost entirely blank. Does this mean that there is no requirement? Answer: There is a security requirement. A corrected DD Form 254 is attached in Amendment 0001.
