In section 4.3.1 of the PWS states, "The contractor shall provide a Contract Manager who shall be responsible for the performance of work." However, in DD Form 254, page 2, there is reference to a Program Manager who will need access to the government NIPRNET. Are the Contract Manager and Program Manager essentially the same?

Answer: The program manager is normally the person located at the Range and will require access to the Government NIPRNET.

Secondly, in section 1.4.5.1 of the PWS, it states that "The contractor will provide and maintain fire-fighting vehicles suitable for the terrain."

However, in Appendix A (A-2) it states that an HMA Titan-6 First Responder Vehicle will be furnished by the government. Are these two references to fire-fighting vehicles the same, and if so, will this vehicle be provided by the government?

Answer: The Titan-6 is government furnished, the other 2 vehicles (trucks) are contractor furnished as stated in the PWS.
