CDC QUESTIONS / Answers

· Question One - At the site visit /pre-proposal conference held on August 26th,2009, it was stated the documents/files on the CD issued to attendees were at 35% completion. After review of the drawings the [removed] team consider the documents to be far more advanced than 35%, which leads to the question: ‘With this being full and open request for propsoal for design-build of the proposed new child development center at Barksdale AFB, are contractors required to work with the consultants who prepared the design and design development documents that were issued to attendees and available on the FBO site, or are the electronic documents now released, without copy right violation, for over-writing, modifications, notes, details, and development into a full set of construction documents on drawing sheets bearing the names of Architects, Engineers, and Consultants, other than those on the preliminary documents?’

· Answer One – The government furnished a 35% design to all interested parties. The requirement calls for the awardee to complete the design up to 100% with their own A&E firm. The government owns the documents; therefore, the documents are not copyright violated. Upon award any changes and submittals will be reviewed and will have to be accepted by the government.

· Questions Two – Through-out section 01 10 10 – Design Requirements for Large Child Development Center, there is references to Appendix “A” which is included in the Request for Proposal. We have not found an Appendix “A” included in the RFP. Please issue Appendix “A”, if this is to be part of the specification. If this is not part of the specifications, please so state.

· Answer Two – Appendix to Child Development Center BAFB is attached per amendment 0002.

· Questions Three – I do not see a booklet section 2, 6, or 8 in the attachment of the latest changes, dated 08/28/09 to the above referenced RFP. Will those be forthcoming under another amendment?

· Answer Three – Section 2, Appendix to Child Development Center BAFB, is incorporated per amendment 0002 of the solicitation. Section 6 are the drawings that were provided on the CD and posted onto FBO and section 8 is not a part of this solicitation; therefore, it will not be provided.

· Question Four - The documents (project manual/specification) make reference in Section 3 –sustainable design to achieving a Silver Cerification Level through USGBC. Specifically, it states that the D/B must use “the current accpeted USGBC rating system”. As such, it is important to find out what is the intention of this requirement. The written documents are dated 05/28/09 and the drawings are dated June 24, 2009. Both of these dates imply that LEED NC V2.2 was the current rating system at that time.

· Answer Four – The project is to be LEED Silver certifiable, not certified.

· Question Five – However, currently projects can no longer be registered under NC V2.2. At the end of June, LEED NC V2.2 was retired. The current rating system is LEED 2009 or V3.

· Answer Five – Use Version 3. The intent is current system at time of bid and award.

· Question Six – Does the offeror fill out section B of the past/present evaluation questionaire in attachment 7?

· Answer Six – Section B is to be completed by past/present preformance evaluation respondents.

· Question Seven – The optional multipurpose building (shown on Sheet A1.01): Is this an alternate price or a future expansion?

· Answer Seven – The multipurpose building is to be considered a bid option as per amendment 0002.

· Question Eight – Does the offeror provide the playground equipment?

· Answer Eight – Yes

· Question Nine – Is a Landscaping/Irrigation plan to be submitted?

· Answer Nine – Landscaping Plan – Yes. Irrigation Plan – No, an irrigation system is not to be provided and any reference to such are hereby deleted.

· Question Ten – What sections are to be included with the price proposal?

· Answer Ten – Reference pg 34, Section L, Paragraph C, Part I of the solicitation

· Question Eleven – The state of costs listed on the index page of amendment 1 section 8 is not included in the 1010. Will this be provided?

· Answer Eleven – The statement of costs is not a part of this solicitation; therefore, it will not be provided.

· Question Twelve – The RFP includes both a “standard” plan and a plan prepared by Morgan, Hill, Sutton, & Mitchell (an architectural firm). They are markedly different. Which plan should we use for additional deisgn and cost. The RFP notes that no deviations are allowed from the Air Force Standard. Please Clarify.

· Answer Twelve – The “Standard” plan is an idealized plan and is provided as insight and aid into design philosophy only.

· Question Thirteen – Proposal Preparation Instructions. Part II (pages 34 through 37). If we are reading the requirements correctly, is comprised of questionnaires for the offeror (only). Will your evaluation consider only the contractor or will it include the design team? Should we include information about the design firms that comprise the design-build team? If so, should we use the same format (questionnaire) that we use for the construction firm?

· Answer Thirteen – Our evaluation will primarily focus on the prime contractor’s ability to show recent and relevant past performance of a deisgn/build construction project of a similar magnitude.

· Question Fourteen – The project drawings show an optional multi-purpose room. There is a blank on the bid form for an option. Advise how you intend for this to be included in the bid price.

· Answer Fourteen – The multipurpose building is to be considered a bid option as per amendment 0002.

· Question Fifteen – Section 5.3.10 Optional Drop-off Lane. See Appendix as to whether this is included in the base bid requirements. This is not mentioned in Appendix A, please clarify.

· Answer Fifteen – Drop-off lane is as shown in drawings, and is included in the base bid.

· Question Sixteen – Section 5.3.12.1 – Will a separate Fire/Emergency Drive by required? Section states access drive should be no further than 33’ form the building.

· Answer Sixteen – All Fire/Emergency drives are as shown in drawings. Ignore 33’ requirement.

· Question Seventeen – Section 01 10 10 paragraph 5.3.6 indicates barriers for drop off lanes, service drives, and etc. 82’ from the building. There are no drives that allow vehicle traffic near the building. Is the intent to put barriers on all entries to the parking lot from the adjoining streets?

· Answer Seventeen – As per the requirements in the 10 10 the barriers are not needed because the drive is already 82 feet away.

· Question Eighteen – Section 01 10 10 paragraph 5.3.10 indicates drop-off lanes, but no drop off lane is indicated on the civil site plans is this access required?

· Answer Eighteen – Drop-off lane is on civil through parking lot.

· Question Nineteen – Section 01 10 10 paragraph 5.3.12 indicates fire/emergency access, but is not indicated on the civil site plans. Is this drive required?

· Answer Twenty-Seven – Handholds.

· Question Twenty-Eight – UFC 4-740-14 table 7-5 calls for incandescent for ambient lighting for corridors, reception, lobby, staff offices, and training. This would raise the energy usage well above the ASHRAE 90.1 level and would disqualify the building for LEED Silver. Section 01 10 10 paragraph 14.9.3 references UFC 3-520-1 which greatly prohibits incandescent use for general lighting. Also the drawings indicate fluorescent fixtures. We understand the LEED Silver requirement is mandated by top DOD administration for MILCON projects and that the incandescent lamps are to be phased out between 2014 – 2020; fluorescent fixtures are to be used.

· Answer Twenty-Eight – Use Fluorescent Fixtures.

· Question Twenty-Nine - Section 01 10 10 paragraph 14.9.3 calls both timer and photocell control, but drawing E7.02 indicates high pressure sodium fixtures.
