About this file
This is a Questions and Answers document for federal contract opportunity FOPR: FA460026Q0109 (also referenced as FA4600-21-Q-81), dated September 1, 2026 and revised August 14, 2019. The document addresses eight technical questions regarding a flooring contractor project involving carpet tile installation and removal at a secure federal facility.
The project requires contractors to lift office furniture minimally to remove existing carpet squares, with the Government responsible for relocating atrium furniture. Approximately 1,450 square yards of existing carpet tile will be salvaged, with contractors determining reusability using best judgment and discarding cut or stained pieces. Storage for salvaged materials will be limited to a few pallets provided by facility management (J43). Standard working hours are 0700-1600, with corridor work required to be completed in halves to maintain pedestrian access. Contractors must submit a quality control plan aligned with manufacturer specifications for government approval; ISO 9001 certification is not mandated. Schedule deliverables must include a detailed breakdown of work duration for each feature, and as-built drawings should show carpet types used in specific locations.
Access to the secure facility requires National Crime Information Center (NCIC) background checks; contractors will be escorted in secure spaces while common areas require no escorts. All materials and tools must be inspected and searched at the C2F dock. Personal electronic devices, including those with WIFI, cellular, or Bluetooth capability, cameras, and sound recording devices are prohibited. Photography requires government coordination and approval. The Government will not disconnect or reconnect IT equipment.

# CONTRACTOR QUESTION GOVERNMENT RESPONSE
For the furniture moving requirement, what types of furniture and workstations would the flooring contractor be responsible for moving? Would this include cubicles, desks, filing cabinets, electronics, or other modular office furniture?
Office area work will only require lifting of desks and other office furniture enough to get carpet squares pulled out. Atrium has furniture that will need to be moved around/removed by the Government.
Would the Government or building occupants be responsible for disconnecting and reconnecting computers, monitors, phones, and other electronic equipment before furniture is moved?
The Government will not be unhooking any IT equipment for this project.
For the approximately 1,450 SY of existing carpet tile being salvaged, how will reusable versus non-reusable tiles be determined? Would the contractor be responsible for sorting, storing, and tracking the salvaged material?
The contractor would need to use best judgement on determining salvageability. Cut or stained pieces can be discarded.
Where would salvaged carpet tile be stored during the project?
J43 can provide places for a few pallets.
Are there any special access requirements for the secure or SCIF areas, such as background checks, security clearances, escorts, tool inventories, restrictions on phones, or limitations on working hours?
To access base a NCIC (National Crime Information Center) check is performed. To access the secure spaces contractors will be escorted in all spaces. Common areas and unsecured hallways will require no escorts.
Material and tools have to come through the C2F dock and will be inspected and searched. No personal electronic devices are allowed inside the facility. This includes anything using WIFI, Cellular, Bluetooth or other wireless signals. No Cameras or sound recording devices are authorized inside the facility. If the contractor requires photos they will have to be coordinated through J43 and taken by Government personal and reviewed before being sent. Working hours will be standard work hours.

# CONTRACTOR QUESTION GOVERNMENT RESPONSE
What are the anticipated working hours for the project? Would evening, overnight, or weekend work be required to keep corridors operational?
Working hours will be standard duty hours, 0700-1600. With the corridors, the Govenrment requests that it be worked in halves so that people can still walk through.
The SOW states that quality assurance activities must conform to ISO 9001. Can you confirm whether the contractor is required to hold an active ISO 9001 certification? If certification is not required, what documentation, quality control plan, or other records will need to be provided to satisfy this requirement?
Contractor must provide the Government with a quality control plan that aligns with manufactures specifications and quality will be reviewed and approved by government.
For the required Critical Path Method schedule and As-Built drawings, is there a required format or level of detail you can provide?
For schedule the Government will need a detailed schedule of work for how long each feature of work will take. Access to all rooms will take coordination. For as-builts, a simple drawing showing what carpet was used where.
