About this file
This Performance Work Statement (PWS) dated August 17, 2026, details carpet replacement and installation work at Headquarters United States Strategic Command (USSTRATCOM) at Offutt Air Force Base, Nebraska, with a 150-day performance period. The project involves removing existing carpet flooring, preparing substrates, and installing new carpet in the atrium, corridors, and offices of Lower Level 1 in Building 1000. The Contractor must purchase and install approximately 1,450 square yards of new carpet in the atrium using Milliken Consequence Legacy products (SEQ165-108 Whisper for the main atrium at 735 sq yards, SEQ108-27 Shadow for atrium corridors at 550 sq yards, and NEW48 Roots for accent areas at 165 sq yards), with a 10% overstock requirement for facility maintenance. In Lower Level 1, approximately 1,750 square yards of new Shaw carpet must be installed in corridors (5T183 Sculpt Loop in Clay, approximately 1,450 sq yards) and offices (512931 Like Knit New Yarn in Custom H1777-0, approximately 300 sq yards). All carpet must be affixed with glue dots using monolithic installation methods, and atrium carpet styles must be manufactured to identical thicknesses to prevent tripping hazards.
The Contractor must salvage approximately 1,100 square yards of serviceable carpet tiles from standard corridors and 350 square yards from secure area corridors, combining these salvaged tiles with new office carpet to replace unserviceable tiles in office spaces covering approximately 1,002 desks (900 sq yards required). The Contractor is responsible for all personnel, equipment, tools, materials, supervision, and services; submitting a critical path method construction schedule; moving furniture; maintaining the worksite in a clean and safe condition; removing debris in accordance with environmental laws; and providing one-year warranties on installation services with a three-business-day response time for defects. Performance will be assessed on no more than two valid defects or complaints per month for each area. Security requirements include obtaining Controlled Unclassified Information (CUI) clearance through Non-Disclosure Agreements and SF 328 forms, compliance with DoD security instructions, and obtaining Defense Biometric Identification System (DBIDS) credentials for all on-site personnel through Offutt AFB's Pass and ID office, with replacement fees of $50 for lost or damaged identification cards.
