About this file

This is an Official Questions and Answers document for solicitation FA460026Q0098, "B200 Elkhorn Fence and Surveillance Upgrades," issued by the 55th Contracting Squadron on August 3, 2026.

The Q&A document clarifies specifications and requirements for fence and security gate installation and upgrades at Elkhorn Communications Site. Key technical requirements include: steel ties are standard for the security fencing; 8-inch barrier posts are not necessary across the entire fence, with 3-inch corner posts being standard; the M30 P2 Integrated Cable Barrier System must be installed at the vehicle gate with integration required; a standard gate operator with K-rated wire for crash prevention is specified rather than a crash-rated barrier system; and all fencing and security gates must adhere to UFC 4-002-03 "Security Fences and Gates." The fence perimeter must remain in its current location with no changes to dimensions, layout, or relocation permitted. Existing electrical outlets and conduit on the fence must be preserved and replaced, with the North fence electrical system remaining in use to power the gate and lighting along the fence line. Construction hours are Monday through Friday, 0630–1700, with new fence portions required to be installed and gapped prior to demolition of old fencing to maintain security. The performance timeline begins from Notice to Proceed issuance, which will occur after contract award. Utility maps and locations will be provided at time of award, and a dig ticket/utility check may be performed prior to bid date. The applicable wage determination has been updated in the contract, and past performance must be submitted by the prime contractor, who is responsible for any subcontractors.
