52.212-2 Evaluation—Commercial Products and Commercial Services.
As prescribed in 12.205(a)(2), insert a provision substantially as follows:
Evaluation—Commercial Products and Commercial Services (Deviation Date)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
(1) The quotations will be ranked according to their total evaluated price (TEP) by adding the CLIN total pricing on page 3-8 of this solicitation. The offeror’s price will be evaluated by using the procedures in RFO 12.204 in order to determine price reasonableness. For a price to be reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through competitive quotations as described in RFO 12.204.
(2) The offeror shall submit a plan describing how they will meet the requirements outlined in the PWS. The plan shall describe how the offeror will conform to the requirements outlined within the PWS. The plan shall also include all specifications of parts and equipment necessary for completion of the project. Technical quotes will be evaluated as technically acceptable or not technically acceptable based on the information submitted in comparison to the requirements of the PWS. Any additional pages beyond 10 will be discarded and not reviewed.
To be determined technically acceptable, the Offeror shall address the following elements and their technical plan:
System Administration – The Offeror shall provide two (2) system administrators (one primary and one alternate) who possess an active Top Secret Security Clearance and are qualified to perform system administrator duties in accordance with the Performance Work Statement
(PWS).
GE MASterMind Experience – The Offeror shall demonstrate that personnel assigned to the contract have a minimum of three (3) years of experience installing and maintaining GE
MASterMind-based Intrusion Detection Systems (IDS) in accordance with the PWS.
Technical Certification – The Offeror shall provide personnel who are certified to install and maintain the GE MASterMind system in accordance with the PWS.
FOCUS Panel Experience – The Offeror shall demonstrate that assigned personnel have experience maintaining and updating FOCUS panels/keypads currently utilized within the existing Sensitive Compartment Information Facilities (SCIF).
Maintenance Capability – The Offeror shall demonstrate the capability to perform both preventive and corrective maintenance on all existing IDS equipment, including but not limited to:
-GE MASterMind head-end (annunciator)
-AlarmNet receiver
-Monitoring Products (DMP) receiver/panel/keypad
-Other components associated with the GE MASterMind security system
Emergency Response (One Hour) – The Offeror shall demonstrate the capability to respond to catastrophic failures and major IDS malfunctions within one (1) hour of notification.
Emergency Response (Twenty-Four Hours) – The Offeror shall demonstrate the capability to respond to catastrophic failures and major IDS malfunctions within twenty-four (24) hours, as required by the PWS.
Networked IDS Equipment Maintenance – The Offeror shall demonstrate the capability to troubleshoot, maintain, and replace MetaLight chassis, MetaLight end units, fiber hubs, fiber media converters, patch cables, and other contractor-installed devices connected to the IDS network.
Fiber and Network Infrastructure – The Offeror shall demonstrate the capability to maintain and replace fiber optic infrastructure and network switches supporting the IDS.
IDS Installation and Programming – The Offeror shall demonstrate the capability to install, maintain, and program all current IDS components connected to the head-end, including but not limited to balanced magnetic switches (BMS), motion detectors, duress alarms, cameras, tamper devices, and associated components.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(d) Basis for award. The government will evaluate quotes in order starting at the lowest TEP until three quotes are found to be technically acceptable, or all quotes have been evaluated. If only one quote is received, award can be made if the Contracting Officer finds the quote to be technically acceptable and the price to be fair and reasonable in accordance with RFO 12. The government intends to award the contract without discussions. If the government decides to conduct discussion, all offerors will be notified as soon as possible. Clarifications conducted to resolve minor errors will not constitute discussion and the Contracting Officer reserves the right to award a contract without the opportunity for quote revisions. The government intends to award a contract without discussions (while keeping with RFO 12).
