About this file

This document is an Entry Authority Listing (EAL) form and processing instructions for Offutt Air Force Base, used to authorize visitor access to the installation for special events.

The EAL is a template form (55 SFS Form 31, effective 11 February 2025) that sponsors complete to request base access for event attendees. Sponsors must list all personnel 17 years old and above in alphabetical order by last name, obtain full identity information as it appears on drivers' licenses or state ID cards, and pre-coordinate event plans with the appropriate base agency responsible for the venue. EALs must be hand-carried to the Pass and Registration office located next to the STRATCOM gate at least 5 business days prior to the event. The office operates Monday through Friday, 0700-1600, and is closed on federal holidays, command family days, and wing down days. EAL requests with more than 350 people require approval from the 55 MSG/CC. Select 55 WG and USSTRATCOM offices may transmit official EALs through encrypted email per the 55th Wing ID Plan. All identity credentials must meet REAL ID Card Act standards; driver's licenses from non-compliant states will not be accepted for identity proofing, though valid licenses from non-compliant states may be used for vehicle operation if visitors possess alternative acceptable ID credentials. Foreign National Visitors (FNVs) require two levels of vetting: first through the 55th Wing Information Protection–Foreign Disclosure office (402-294-1239) for installation commander approval, and second through Pass and Registration (402-294-7551). FNVs must provide photocopies of acceptable identity documents such as foreign passports with I-551 stamps, machine-readable immigrant visas, or Form I-766 employment authorization documents. FNV vetting procedures are not required for guests with valid Permanent Resident Cards. Sponsors are directly responsible for guest conduct and must ensure visitors follow all laws, regulations, and directives; must be in attendance at their events; and must brief guests on vehicle search consent, seatbelt requirements, traffic laws, restricted areas, gate hours for the three base access points (USSTRATCOM Gate: 24/7; Kenney Gate: 0600-2100 daily; Bellevue Gate: Monday-Friday 0600-1800), and the specific event name to provide at gates. Attachment 1 provides sample identification media meeting REAL ID standards, including valid driver's licenses from compliant states, enhanced driver's licenses from border states, U.S. passports, permanent resident cards, employment authorization cards, TWIC cards, DHS Trusted Traveler cards, U.S. Coast Guard merchant mariner credentials, and federal PIV cards.
