About this file
The Statement of Need details meal service requirements for the 49th and 820th Intelligence Squadrons at Offutt Air Force Base during Inactive Duty Training (IDT) weekends. The Air Force requires a vendor to provide 3 meals daily for approximately 80-85 enlisted traditional reservists, with specific meal delivery parameters: breakfast (0700-0900), lunch (1100), and dinner (1600-1800). Meal specifications vary between squadrons, with the 49th IS requiring cold or reheatable meals due to flying/simulation training and the 820th IS needing a mix of hot and cold items, including grab-and-go lunches and pre-wrapped dinners.
Key operational details include 6 Super Drills annually for the 49th IS (spanning 24 days) and 11 training weekends for the 820th IS, primarily occurring on the first weekend of each month. Meals must accommodate dietary restrictions, with provisions for vegan and vegetarian options. Delivery will be to the Warhawk Event Center or Building D at Offutt AFB, with an authorized Government Purchase Card holder responsible for payment. The related federal contract opportunity (Solicitation Number FA460026Q0005) seeks to establish Blanket Purchase Agreements for meal preparation and delivery, with potential orders possible for up to 60 months.

STATEMENT OF NEED
49th and 820th Intel Squadrons, Reservists
The requirement is to make available and provide 3 meals per day per authorized Reservist during their Inactive Duty Training Weekends (IDT).
The contractor/vendor will need to provide breakfast, lunch and dinner to Reservists during the IDT Training. This is typically Saturday and Sunday at the beginning of the month. The 49th and 820th may perform a Super IDT which could lead to additional days but a schedule will be provided in advance.
Due to allergies and food restrictions, alternatives should be requested such as vegan options, gluten free or even nut free meals. We do not have a current list of meal restrictions at this time.
Only Enlisted Traditional Reservists (TR) are entitled to have their meals paid for by the Unit. Officers and other Reserve Statuses will be expected to pay for the own meals.
An authorized GPC Card Holder will be expected to pay for the authorized meals to the vendor at the end of the meal.
An appropriate time frame will need to be established where Reservists are expected to present themselves for their meals. Breakfast is typically 0700 to 0900, lunch is typically around 1100 and dinner meals would be around 1600 to 1800. Unfortunately, the Units will need to establish specific time frames for their members.
1. Breakfast, lunch, and dinner is needed for training events.
The 49 IS has 45-50 personnel. The 49th performs 6 Super Drills a year (Oct, Dec, Feb, Apr, Jun, Aug, (all Th-Su)), 48 periods over 24 days The 820 IS has 35 Personnel 11 weekends a year, typically on the first weekend of the month, but there are a couple of exceptions. We can provide a calendar to any vendor in advance.
2. The food is to be delivered at Offutt AFB at the Warhawk Event Center or delivered to Bldg D. This will be clarified when a call/order is placed.
3. Food preferences/options.
49th IS meals can be cold meals or reheatable meals due to flying/sim training requirements and a lack of a hard lunch time.
The 820th IS meals can be a combination of hot and cold items, a grab n' go lunch (something like a sandwich, chips, cookie, and drink), and the dinner a wrapped pre-made that they can heat up in their lodging.
4. Estimated Times: 0630-0730 breakfast; if lunch service is grab n' go, then no service needed, but otherwise, 1100; and a 1600 dinner pick up. Any deviations will be clarified when a call/order is placed.
5. There are a few vegan/vegetarian members across the two squadrons, so a small number of meals will need that option. An exact count can be provided to the vendor.
