COMBINED SYNOPSIS/SOLICITATION

Offutt AFB Food BPA

FA460026Q0005

Offutt AFB, NE

This is a combined synopsis/solicitation for commercial commodities prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued IAW FAR Parts 12 and 13 as a Request for Quote (RFQ). The RFQ number FA460026Q0005 shall be used to reference any written quote provided under this RFQ.

This solicitation is for Small Business set aside under NAICS Code 722320. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award.

DESCRIPTION OF REQUIREMENT

Offutt AFB is seeking to establish Blanket Purchase Agreements (BPA) for the preparation and delivery of breakfast, lunch, or dinner meals. Government facilities are not available for the preparation of meals. Meals shall be prepared off-site and delivered ready for consumption in individualized containers. Catering, or serving meals, is not required. Orders placed against established BPAs may require delivery of cold or hot menu items to include an individual beverage. Cost of delivery must be included in the quote. Individual orders will identify the specific delivery dates, meal type, quantity, and delivery location. Orders may be placed for delivery for up to 60 months.

Please note a BPA is not a contract. A BPA is a streamlined method to fill repetitive needs for services. There is no minimum or maximum guaranteed quantity. Authorized Callers are the only individuals authorized to place an order/call against the BPA. A listing of Authorized Callers will be distributed to the vendors used for this requirement. The Government will not pay for costs associated with the preparation of a quote in response to this solicitation. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current.

The 49th and 820th Intel Squadrons are researching up to 3 meals per day during their Inactive Duty Training (IDT) weekends.

This would be in the form of a breakfast, lunch and dinner.

We need to have an appropriate number of meals provided on the weekends. This can be provided through delivery to the facility . The current requirement would need to provide an appropriate and healthy breakfast, lunch and dinner option.

Please see attached Statement of Need(SoN) for more information.

Due to allergies and food restrictions, alternatives should be requested such as vegan options, gluten free or even nut free meals. We do not have a current list of meal restrictions at this time.

APPLICABLE LABOR LAWS

This solicitation is NOT subject to the Service Contract Labor Standards FAR 52.222-41.
