About this file

This document is a detailed Questions and Answers (Q&A) file for a Blanket Purchase Agreement (BPA) for food services at Offutt Air Force Base. The BPA involves preparing and delivering breakfast, lunch, and dinner meals for military reserve units, with specific requirements including meal calorie ranges (500-1000 calories per meal), dietary accommodations (5% vegan, 2% gluten-free), and delivery specifications. Meals will be individually packaged, with a continental-style breakfast, grab-and-go lunch, and microwave dinner, accompanied by specified beverages like milk, juice, water, and sports drinks.

The solicitation is for a multiple-award BPA with technical acceptability weighted over price, covering a potential 60-month period starting in 2026. Delivery will be to the Warhawk Event Center, with strict food safety requirements including ServSafe certification for kitchen managers. Ordering will be via email, with meal quantities based on predetermined drill schedules (11 weekends per year for one unit, 6 "Super Drills" for another). Pricing must include all components (meals, beverages, utensils, delivery), with annual price list updates. Payment will be through Government Purchase Card (GPC) upon delivery acceptance, with no advance payments allowed and strict remedies for missed or improper meal deliveries.

Reserve Food BPA Q’s and A’s

1. Are there minimum nutritional/portion guidelines (calories, macros, sodium) per meal, or do you evaluate meals primarily on acceptability and variety?

Breakfast should be between 500-800 calories, and lunches and dinners between 800-1000 calories. Standard nutritional makeup as recommended by dietitians and nutritionists.

2. Do you require accommodation for dietary restrictions (e.g., vegetarian/vegan, gluten-free, nut-free, halal, lactose-free)? If yes, what percentage should we plan for per order?

Approximately 5% of meals need to be “Vegan” and 2% gluten-free.

3. Do menus need prior approval? If so, what lead time should we plan for menu submissions/changes?

We can have standard offerings that repeat once a month. Preferably, they should have some variety.

4. Are there any prohibited items (e.g., pork, peanuts) or preferred items (e.g., whole grains, fresh fruit, bottled water)?

No prohibited items. We do have fitness standards, so avoiding fried or excessive fat and processed sugar is highly preferred. Avoid highly processed foods as much as possible.

5. Must meals be individually sealed/ tamper-evident and labeled with contents, allergens, prep date/time, and reheating/storage instructions?

Grab and go and microwave meals should be sealed. Heating instructions for microwave meals are needed. We were thinking of a continental style breakfast, grab n’ go lunch (sandwiches/wraps), and a ready-made microwave meal for dinner to be eaten in their hotel room.

6. Is there a standard beverage requirement (e.g., water, sports drink, milk/juice) and minimum beverage size per meal?

Milk and Juice for breakfast. Soda, water, or sports drinks for lunch and dinner.

7. Do you have sustainability preferences (recyclable/compostable packaging) or restrictions on utensils/napkins/condiments?

Whatever makes economic sense and that can be disposable.

8. For hot vs. cold deliveries, what temperature thresholds do you expect at hand-off, and will on-site checks be performed?

Discussed preferences are above. The breakfast “hot meal” needs to arrive at industry standard temps. This hot meal will be immediately served so that temperature checks are not needed. Obviously, refrigerated items need to be cooled and at appropriate temperatures.

9. Should hot meals be delivered ready-to-eat or reheatable? If reheatable, what container specifications (microwave-safe, vented lids) do you prefer?

The breakfast hot meal should be delivered ready-to-eat. The reheatable lunch/dinner options should be in microwave safe containers and in whatever form that allows the food to be tasty and heated to the proper temperature for consumption to avoid food-borne illnesses.

10. What food safety certifications (ServSafe Manager, HACCP) are required for our kitchen and drivers?

The kitchen manager should be ServSafe certified and drivers/handlers should follow industry standards.

11. Please confirm delivery locations (e.g., Warhawk Event Center or Building D) and identify any alternate sites we should be prepared to service.

Warhawk Event Center for all deliveries and food storage.

12. What are the standard delivery windows for breakfast, lunch, and dinner (and buffer times)?

0700 delivery/set-up for hot breakfast; cold storage for lunch and dinner is available at this location.

13. What are the base access procedures for delivery vehicles and drivers (IDs, background checks, vehicle inspection, advance visitor lists)?

They need to have base access through a Company list (spreadsheet with company information and all members requiring base access will maintain a badge) and potentially a vehicle inspection on a case-by-case basis.

14. Is there a designated receiving POC for sign-in/acceptance and a backup POC if the primary is unavailable?

There will be three to four individuals for each squadron that will have rights to receive and handle relationships with the vendor.

15. How will orders be placed under the BPA (email, system/portal), and what is the minimum lead time for order placement?

Email is fine. If the vendor has a preferred communication or site, they receive information on, please let us know.

16. What is the change/cancellation policy (same-day reductions, weather/base posture changes), and how are quantity fluctuations handled?

We will provide a drill schedule and pre-planned menus before things are finalized. Any changes will be made as early as possible and follow-up communication will be regularly maintained.

17. Will call orders specify headcounts by dietary category and any staggered drop-offs for large quantities?

There should not be situations where those types of changes are made. We have a set number of personnel that will receive the meal month-to-month. Already answered the amount that needs to be “Vegan” and gluten-free option.

18. Who will inspect and accept deliveries on site, and what is the documentation needed at hand-off (delivery ticket format, itemized counts, temperature logs)?

Customer POCs will be provided by all receiving units. Itemized counts will be required for all meals.

19. What constitutes a rejectable meal (temperature, packaging, contents), and what is the remedy timeframe for re-delivery?

If the meal doesn’t arrive in the specified time, items are expired, or if exposure to heat or cold has ruined the taste of the food, re-delivery will be expected on the same day before 1600.

20. Do you track service-level metrics (on-time %, fill rate, defect rate), and are there credits or other remedies for misses?

All rejected meals are at the cost of the contractor. Any issues arising with remedies for missed meals can be discussed with the Contracting Officer if needed.

21. Should we submit per-plate pricing by meal type using your Price List Format and hold prices firm for 12 months?

Yes, per-plate pricing via Price List Format is acceptable.

22. Should pricing include beverages, utensils, condiments, delivery, and taxes (noting federal tax-exempt status)?

All pricing should be included in the price list per person. A tax exemption document can be provided if requested.

23. What is the invoicing process for BPA call orders (frequency, required attachments, acceptance documentation) and typical payment terms?

BPA calls will be completed by GPC payment. Transaction will occur upon delivery, inspection, and acceptance of the food by the customer POC. (No advance payments)

24. Will the BPA be multiple-award, and will technical acceptability be weighted over price for initial establishment and subsequent calls?

Yes, and yes

25. Is there a cutoff for vendor questions prior to quote submission, and will Q&A/ amendments be posted to SAM with updated attachments?

11 November is the cutoff for solicitation questions. Please see the attached amended solicitation.

26. The solicitation notes that orders may be placed for up to 60 months - should this be interpreted as a five-year BPA period beginning in 2026, with individual call orders specifying exact delivery dates and quantities?

Yes, the BPA will be set up for orders to be placed for up to 60 months (five years). Every 12 months there will be a request for update to the price list.

27. Can a calendar of the drill/training events be provided?

Due to multiple units utilizing this contract, the schedule and amount of meals per day/month will vary. All schedules and meals required per drill day will be supplied upon assumption of the contract. Each new FY schedule will be given to the vendor at least 4 months prior to the next FY.

820 IS- Current schedule includes 11 weekends a year, typically on the first weekend of the month, but there are a couple of exceptions. No drills in July, normally.

49 IS- Current schedule includes 6 Super Drills a year (Oct, Dec, Feb, Apr, Jun, Aug, (all Th-Su)), 48 periods over 24 days.
