About this file
This document is a comprehensive Questions and Answers (Q&A) file for a design-build roof repair project at Building 457 on Offutt Air Force Base in Nebraska. The project involves completely removing and replacing the roof system for the Aircraft Maintenance Administration section, with specific technical requirements including a white 90 mil EPDM roof membrane, ½" Dens Deck boards, vapor retarder, ISO insulation, and walkpads. Key requirements include a 20-25 year roof system warranty, following UFC 3-110-03 guidelines, using ASCE 7-22 for calculations, and installing 1,900 linear feet of walkpads.
Procedural details include a site visit scheduled for 23 July 2025, with contractor questions due by 30 July 2025 at 2:00 PM CDT. The solicitation (FA4600-25-R-0009) has a 240-day performance period, requires a bid bond of 20% of the bid price or $3,000,000 (whichever is less), and mandates a Prime Contractor Superintendent be on-site daily during work. Contractors must obtain an FAA Waiver to use a crane, control debris near the flightline, and comply with base access procedures, including potential requirements for non-US citizen worker documentation.

A25. Yes, PDF drawings are being posted on www.SAM.gov.
Q26. After reviewing the Statement of Objectives, it was noted that the contractor is to replace rotten or damaged nailer as needed. Since the quantity is unknown, in order to ensure each response is apples to apples, please advise if there can be a defined quantity or unit price to ensure that all responses are aligned.
A26. Estimate 500 LF of nailer for replacement.
Q27. After reviewing the Statement of Objectives, it states that the new lighting protection system is to be "certified". Please confirm that the testing is ONLY to include the new lighting protection system installed as part of this project and does NOT require certification of the entire grounding system for the building to obtain a UL Master Label.
A27. Testing of the new system in work area only but also to take ohm readings at each ground rod to get new base readings on the system for the Government Electrical Shop.
Q28. It was observed during the site visit that there are multiple trees that overhang the existing roof system. These trees also appear to be depositing much organic material in the internal gutters and clogging the drainage. Please advise if we should include trimming the trees back so that they are clear of the roof line.
A28. Trimming of trees in work zones will be taken care of by the Government, if required. It is out of scope for this requirement.
Q29. During the site visit, it was observed that the perimeter edge metal is comprised of two pieces. There is a fascia/closure piece and then there is a drip edge installed on top of that fascia/closure piece. Please advise if both pieces are required to be removed and replaced or only the drip edge piece is to be removed and replaced?
A29. Both need to be replaced.
Q30. It is noted in the Statement of Objectives that the contractor is to provide and install
(62) roof drain inserts (i.e. Hercules or equivalent). After reviewing the existing roof drains, they appear to be in good condition. However, they do appear to be clogged with organic debris, but trimming back the trees should resolve this issue. Please advise why it is the intent of the Government to install new drain inserts?
A30. Install roof drain inserts per SOO.
Q31. It was noted during the site visit that there are (28) translucent skylights currently installed. They appeared to be original to the PVC roof installation. Please advise if these should be included to be removed and replaced?
A31. Replacing skylights with new ones is not part of this project.
Q32. During the site visit, it was observed that there are multiple Obstruction Lights installed at the corners and perimeter of the roof area. Associated with these Obstruction Lights, there is a continuous conduit, mainly on the airfield side, screwed through the roof flashings. Please advise if this can be reinstalled as currently installed or if this conduit should be secured to the drip leg of the drip edge flashing on the outside of the roof so that it does not penetrate the roof flashings?
A32. Reinstall as currently installed.
Q33. During the site visit, it was noted that there were multiple antennas that were no longer standing upright. Most likely these were blown over due to wind. Please advise if these are to be re-secured or if they can be removed?
A33. Need to be re-secured.
Q34. It was noted during the site visit that there are several exhaust fans where the rain shrouds have blown off of the exhaust fan unit. This is allowing water to enter the fan assembly and collect. Please advise if these fans are to be repaired or if they can be removed and then an insulated curb cap installed in their place?
A34. None of the fan units repair/replacement are part of this project.
Q35. When reviewing the Statement of Objectives, there is no warranty duration provided.
Please advise what warranty duration is desired?
A35. 20-25 years on roof system.
Q36. When reviewing the Statement of Objectives, there is no hail coverage indicated.
Please advise if there is a desired hail coverage desired as this will affect the system installation.
A36. No hail coverage is desired unless it is covered in the 20–25-year warranty.
Q37. It was observed that there appears to be an elevated stair tower or structure that has its own roof installation. Please advise if this roof is to be included within this project?
A37. Tower is not part of this project.
Q38. We noted that there was an old roof curb that had previously been capped, but there is now one pipe penetration through it. Please advise if this curb is to be removed, deck infilled, and then the opening roofed over and then flashing the pipe penetration accordingly?
A38. Curb is not to be removed.
Q39. Please advise if there is any obsolete equipment that needs to be removed from the roof system prior to the installation of the new roof system?
A39. There is no obsolete equipment that needs to be removed prior to installation of the new roof system.
Q40. With regards to the optional CLIN 0002 (i.e. window replacement), it was noted that the existing windows are surrounded by flush seam metal wall panels. The flashings for the windows appears to tie in behind the metal wall panels. Please advise if the contractor should also include replacement of the metal wall panel system along with the windows in this Optional CLIN?
A40. There is no obsolete equipment that needs to be removed prior to installation of the new roof system.

Q47. What ASCE is to be used to determine uplift calculations? ASCE 7-16 or ASCE 7-22?
Per the UFC ASCE 7-22 is required. Is that the case with this project?
A47. Yes, use ASCE 7-22 to determine uplift calculations for this area.
Q48. The "Statement of Objectives" does not mention a vapor retarder. Per the UFC 3-110- 03, the climate zone, and ASHRAE, a vapor retarder will be required to prevent condensation from occurring inside the new roof system.
Accordingly, the recommended roof system per UFC 3-110-03 should consist of the following (or similar):
1) ½” Dens Deck mechanically attached to metal deck
2) Vapor retarder
3) ISO adhered
4) ½” Dens Deck Prime coverboard adhered
5) EPDM adhered.
Does the Govt concur that this is the basis on which to bid?
