About this file
This document is a Questions and Answers file for Solicitation FA460025Q0030 for Fire Alarm Maintenance, involving the Department of the Air Force Air Combat Command. The Q&A covers critical technical details about replacing fire alarm control panels and devices in three buildings (Buildings 123, 441, and 584). Key discussions include panel replacement options, with flexibility to use Monaco, Notifier, or Simplex panels, communication methods via BT-X Radio to D21, and confirmation of a device-for-device replacement approach. The government is open to a due date extension, site visit coordination, and potentially removing NIST 800-171 requirements, indicating flexibility in the solicitation process. The project involves replacing panels and devices in buildings with specific technical considerations, such as explosion-proof device requirements in Building 441.

Inquiries on solicitation # FA460025Q0030
Could you please provide more detail on the specific types of fire alarm devices that need to be replaced in each building?
See installation drawings
On all 3 bldgs your wanting to change all panels and all devices retro the whole panels, will there be plans that need to be summited or we are installing device for device?
Device for Device
Can we use equal or greater than panels? can we keep quote on Monaco panels for all 3 to stay away from proprietary (owner ship) panels so after installation any tech can access the system?
Yes, for the two Monaco panels and minimum of MAAP+
Is there plans or inspections we can review to see what the bldgs are needing number of device count?
Will send drawings
Is this panel communicating off a btx radio to a d21 or is there a cell or pots communicator to dispatch?
Communication via BT-X Radio to D21
We are interested in providing a quote for the Fire alarm system, however the scope of work provided does not provide very much detail; to be able to provide the proper quote do you have any additional information with more detail. such as blueprint with markings, any additional information pertaining to this work would be greatly appreciated.
Will send drawings
Is this a new requirement, or is there an incumbent contract/contractor currently performing the same or similar work? If an incumbent exists, could you provide the contract number and vendor’s name?
No Incumbent Contractor
Is it possible to replace the two Monaco fire alarm control panels with Simplex instead of Notifier NFS 320?
Either of the Monaco panels could be replaced by either Notifier or Simplex.
Can a site visit please be scheduled to review existing site conditions?
Yes, we will coordinate a site visit.
Would the government consider using Notifier NFS-320 for building 441 to be consistent with the other 2 buildings, or is there a specific need for a Simplex system in building 441?
Existing devices are Explosion proof due to the classification of the space. In order to control cost we request Simplex for Simplex.
Can you please provide a due date extension to allow for a site visit and additional time to prepare and complete a comprehensive proposal?
Requestor is agreeable
Would the government consider removing the requirements for NIST 800-171 as the scope of work for fire alarm installation and maintenance does not require access, handling, or exchanging of CUI? This could provide a significant cost savings to the government.
Requestor is agreeable
