About this file

This is a Questions and Answers document for a solicitation to purchase and install three combination icemaker and hot/cold water dispensers at Offutt Air Force Base for the 97th Intelligence Squadron. The document clarifies that there is no cost estimate provided since this is a commodity purchase with incidental installation services. Delivery is required within 30 days after receipt of order, with installation to follow.

The Q&A provides specific technical details about the installation requirements: two locations have outlets within six feet, while one location requires two new 120V outlets; one unit replaces an existing fountain while two are new installations; minimal drywall work is needed; water/drainage connections are within 15-20 feet of installation points; ice storage capacity must be 5 lbs minimum; and sanitization is required prior to installation. The solicitation was amended to incorporate a 60-day offer acceptance period, replacing the previous September 2025 requirement. A site visit is scheduled for February 11, 2025, with technical questions due February 13, and quotes due February 28, 2025.

QUESTIONS AND ANSWERS

Question:

Is there a cost estimate, budget or ballpark figure for the project listed?

Answer:

With this being a commodity buy with an incidental service install, there is no cost estimation. If this were categorized as a construction project, the government would provide a magnitude of construction, but that is not applicable to this solicitation.

Question:

Is there an actual start date for the project?

Answer:

The project start date is incumbent upon the arrival of the fountains. The government cannot determine when delivery would be accomplished. Currently, the delivery date is set at 30 days after receipt of order. That delivery does not include the installation portion of this requirement.

Question:

Do you need the screening form filled out to access the 97IS space or just for base access.

Answer:

Just for the base access. Escorts will be provided at all times inside the facility however.

Question:

The solicitation states that pricing needs to be good for 60days. However, the SAM.gov cover states “Offer acceptance period must be valid through 30 September 2025” Please advise Answer:

Solicitation amended to incorporate a 60 day Offer acceptance period.

Question:

May you please clarify if you will require instillation of 120V outlets for each unit, per the Statement of Work (see below)? If a 120V is currently present, is it located within 6 feet of the intended locations of the water fountains?

Answer:

Two of the fountain spots should have an outlet within six feet, while one of the locations will need two 120V outlets installed (one for unit and one for pump). Electrical will need to be routed to two locations, but basically only to the opposite side of the wall. For the elevator location, there is a single dual outlet at the existing water fountain.

Question:

Are photos available of the 3 installation sites?

Answer:

Photos are not currently available but could be taken. However, they would only be available for two of the locations as the third is inside the secure facility. The photos might not reveal much anyways as all locations will be blank walls

Question:

What are the connection sizes for the water supply and drain? ie. Is there an existing compression fitting to connect the water supply to? Is there an existing 1.5" drain?

Answer:

There are no details available about the existing pipe fittings other than what is visible in the field.

Question:

Is 1 gpm flow rate required for dispensing cold water or would an industry standard dispense rate apply?

Answer:

It is a minimum of 1gpm.

Question:

Are all 3 units replacing existing drinking water fountains in approximately the same locations?

Answer:

One is replacing an existing water fountain while the other two are in new locations.

Question:

Is any construction anticipated as part of this project? Ie. Walls, flooring, ceiling demolition/replacement? Will new electrical outlets be required? Will water supply and drain lines need to be routed/extended to the anticipated installation locations? If so, what is the estimated distance(s)?

Answer:

The Contractor will need to do a little bit of drywall touch-up in these locations, but only as much as necessary to get the piping/drain/electrical placed.

Question:

Is a 1.2 gallon Cold Reservoir and a 4.5 gallon Ambient Reservoir acceptable, in lieu of a 2 gallon Cold-only Reservoir?

Answer:

We need to maintain the current size due to the amount of personnel that will be using these on average.

Question:

Are there building plans to use to estimate off of? We have maps but not ones with electrical and water infrastructure.

Answer:

CE is unable to find any drawings that specifically show plumbing or electrical configurations at the two upper-level locations. I have attached drawing snips of the existing lower-level location configuration – what little we have. It doesn’t show actual plumbing piping but does indicate where it should be. The drawings of the secure area are CUI and could be provided to the awardee.

Question:

What is the minimum Ice Storage capacity needed?

Answer:

5 lbs

Question:

Are there utilities stubbed to the point of installation. Are contractors to connect to the nearest point of drain and water line. If so, how far are the nearest connection points

Answer:

The CCV Hallway location will have water and electric available as it is replacing an existing water fountain. The Men’s Bathroom Alcove will need water and electric routed. I believe there is electrical and water/drainage with 15 ft for both. The Secure Break Room location has electrical available but will need water and drainage routed. I believe the nearest water/drainage will be within 20ft.

Question:

Is sanitization of the units required prior to installation/placing online?

Answer:

Sanitization is required prior to installation.

Question:

Is automated cleaning of the RO membranes required?

Answer:

No

Question:

Is leak detection for the systems required Answer:

No
