About this file

This is a Questions and Answers document for a solicitation to purchase and install three combination icemaker and hot/cold water dispensers at Offutt Air Force Base. The Q&A clarifies that there is no cost estimate provided since this is a commodity purchase with incidental installation services rather than a construction project. The project start date depends on equipment delivery, which is set at 30 days after receipt of order, not including installation time. Base access screening is required but escorts will be provided inside the facility. An amendment was made to change the offer acceptance period from September 30, 2025 to a 60-day period.

The related solicitation (FA460025Q0019) requires three combination icemaker and hot/cold water dispensers for the 97th Intelligence Squadron in Building 301D. Units must fit in a 29" x 60" x 23" space, use 115-120V power, include a 3-stage filtration system, produce 30-40 lbs of ice daily, and have touchless operation. The contractor is responsible for installing power outlets, drainage, water supply, and the units themselves. Key dates include a site visit on February 11, 2025, technical questions due February 13, answers by February 17, and quotes due February 28, 2025. Site visit attendees must submit screening forms by February 7, 2025.

Questions and answers (So Far)

Question:

Is there a cost estimate, budget or ballpark figure for the project listed?

Answer:

With this being a commodity buy with an incidental service install, there is no cost estimation. If this were categorized as a construction project, the government would provide a magnitude of construction, but that is not applicable to this solicitation.

Question:

Is there an actual start date for the project?

Answer:

The project start date is incumbent upon the arrival of the fountains. The government cannot determine when delivery would be accomplished. Currently, the delivery date is set at 30 days after receipt of order. That delivery does not include the installation portion of this requirement.

Question:

Do you need the screening form filled out to access the 97IS space or just for base access.

Answer:

Just for the base access. Escorts will be provided at all times inside the facility however.

Question:

The solicitation states that pricing needs to be good for 60days. However, the SAM.gov cover states “Offer acceptance period must be valid through 30 September 2025” Please advise Answer:

Solicitation amended to incorporate a 60 day Offer acceptance period.
