Q16 Request for Information
Invitation For Bids (IFB) FA460025B0003
SGBP#22-0097, Q16 Generator Installation, Offutt Air Force Base, Nebraska
1. What will be the inlet pressure to the gas meter required?
a. The inlet pressure on the high-pressure side of the meter will be the pressure being distributed by the gas utility provider (outlet pressure from the gas distribution building on base). The pressure is at least 2 psig.
2. Can the gas line be bored in lieu of trenching?
a. “I assume you are talking about from the gas main in the alley to the gas meter?” Either is acceptable and to be determined by local utility provider.
3. What is the manufacturer of the existing shelter panelboard?
a. Photos have been provided in Amendment 0004
4. Please confirm factory testing and certification is required for the new emergency generator. If so, is in-person witness required or is documentation submitted from factory sufficient?
a. Factory testing documentation will be sufficient
5. Confirm who is to perform wall patching where electric equipment is removed, by general contractor or electrical contractor.
a. Contractor shall ensure that the condition of the wall is restored.
6. Please provide panel schedule for existing house panelboard, and photos of panel including name plate, and breakers.
a. This is outside of the scope of the project.
7. Please provide panel schedule for existing shelter panelboard, and photos of panel including name plate and breakers.
a. Photos have been provided in Amendment 0004
8. Please provide photos of exterior of building where existing electric equipment is to be removed, and new electric equipment is to be installed.
a. Photos have been provided in Amendment 0003
9. Please provide photos of area proposed for generator and pad placement.
a. Photos have been provided in Amendment 0003
10. Generator Pad details differ as shown on Sheet 6 and Sheet 12. Confirm details as shown on Generator Pad detail on Sheet 12 are correct and to be used for pad construction.
a. Details on sheet 6 show the location of the pad. Details on sheet 12 show the specifications of the pad.
11. There is some confusion on the gas meter. It states, "Gas Meter and pressure regulator by local utility provider." Does this mean the government will be supplying the gas meter? If not, do we know what the inlet pressure to the meter would need to be?
a. The gas meter will be provided by the local utility provider (Black Hills Energy). The utility provide will select the appropriate gas meter sized for the inlet and outlet pressures and the connected gas load of the generator.
