SECTION I- Questions (Q) and Answers (A) for inquiries received prior to the Pre-Proposal Conference (22 Questions and Answers).
Q1: Can you detail the exterior height of each building from ground to roof level please?
A1: The height measurements detailed in the building’s drawings are as follows:
USSTRATCOM- The exterior rooftop height for B1000 is 56 ft. based upon existing drawings. The height from the B1000 rooftop surface to the top of penthouse facilities is 20.4 Ft. (Penthouse glass would be cleaned from the rooftop surface).
557 WWG- Roof Height from the ground is 45 feet
Q2: Can you advise the last contract award amount for these same services please?
A2: The services for both locations (USSTRATCOM and 557 WWG) combined are a new requirement.
Both locations had similar services performed as one-time services.
USSTRATOCM- Bldg. 1000’s architectural glass surfaces were last cleaned during construction, and costs are not available. These services have not been provided under contract.
557 WWG -Flatwater Solutions Company provided one-time services (no option periods) for a total cost of $10,172.73. This service was for glass cleaning only – no blinds or louvers.
Q3: What is the name of the current contractor for this contract?
A3: There is no current or incumbent contractor. The services for both locations (USSTRATCOM and 557 WWG) combined are a new requirement.
Both locations had similar services performed as one-time services.

Annex 2 FA460020Q0023 Questions and Answers
Q4: What will be the anticipated award date for this contract?
A4: With the Performance Start Date projected for 25-Sep-2020, the anticipated award date will take place any time before the Performance Start Date. It is the Government’s desire to have the contract awarded by 20-Sep-2020; however, this date is subject to change depending on workload.
Q5: What will be the anticipated start date for this contract?
A5: The Period of Performance Strat date as listed in the solicitation is 25-Sep-2020.
Q6: What is the current total annual awarded amount for this contract?
A6: There is no current or incumbent contractor. The services for both locations (USSTRATCOM and 557 WWG) combined are a new requirement.
Both locations had similar services performed as one-time services.

Q7: Has funds been appropriated for this opportunity?
A7: Yes, funds have been allocated for this requirement for the base year only. Option years will be allocated as required in the corresponding Fiscal Year.
Q8: What is the number and size of windows? Is the Attachment D information complete?
A8: The size, number of windows, and type of cleaning service (for USSTRATCOM) are clearly defined Attachments A, B, and C. As stated in Paragraph 3 of Volume 1: “…services shall include designated windows, glass, and hard surfaces as represented in Attachment A, USSTRATCOM C2F Exterior Glass Schedule; Attachment B, USSTRATCOM C2F Interior Glass Schedule; and Attachment C, USSTRATCOM C2F Hard Surfaces Schedule.
As stated in Attachment D (Page 1 of 38) “It is important to note, however, that photographs are not all inclusive - some cleaning requirements are not represented in photographs” Attachment D is only associated with USSTRATCOM Bldg. 1000.
Q9: Why are there two SOW volumes?
A9: This contract covers two distinct Government organizations and facilities with differing requirements – especially pertaining to security. USSTRATCOM (Bldg. 1000) requirements are described in Volume 1 – including Attachments A, B, C, and D. Requirements for the 557 WWG (Bldg.
185) are described in Volume 2 of the Statements of Work.
Q10: Is there an inventory of blinds and louvers? Is there any existing damage?
A10: The inventories for blinds and louvers are listed in the respective volume of the Statement of Work for each organization.
USSTRATCOM - There are 57 interior windows, which include window blinds (See attached excerpt from Attachment B). Window blinds will be cleaned (e.g. dusted/vacuumed) whenever interior glass is cleaned (4 times per year). USSTRATCOM’s blinds are undamaged.
557 WWG - There are a total of 333 blinds and 100 light louvers. 557 WWG’s blinds are undamaged.
Q11: Are services confined to Building 185?
A11: No. The services required under this contract are for two organizations, USSTRATCOM and 557
WWG.

Q12: Is this for one service each year?
A12: No, the service requirements vary depending on the organization.
USSTRATCOM cleaning frequencies are defined in Attachments A, B, and C.
557 WWG cleaning frequency only requires one service per year.
Q13: How is the Past Performance Questionnaire to be used?
A13: As stated in the solicitation, Past Performance Surveys/Questionnaires. The Government will evaluate the quality and extent of offeror’s performance deemed relevant to the requirements of this solicitation. The Government will use information submitted by the offeror and other sources such as other Federal Government offices, state and municipal offices, and commercial sources, to assess performance. Provide a list of no more than five (5) references, for the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the current acquisition.
However, subcontractor, and predecessor company information will not be considered as highly as past performance information for the principal offeror. The Government will use a past performance questionnaire (Attachment 3) to evaluate contractor references.
Q14: Is this a new project and if so what is the estimated cost of this project?
A14: The services for both locations (USSTRATCOM and 557 WWG) combined are a new requirement.
Both locations had similar services performed as one-time services.

Q15: If this is an existing project who is the current vendor and can you please provide the bid tabulations.
A15: There is no current or incumbent contractor. The services for both locations (USSTRATCOM and 557 WWG) combined are a new requirement.

Q16: When was the last date that windows were cleaned?
A16: The Government is unable to provide exact dates for the cleaning services; the approximate timeframes are as follows:
USSTRATOCM- Bldg. 1000 glass surfaces were last cleaned during construction, around summer 2018.
557 WWG- One-time services were provided around August/September 2019.
Q17: Is there calcium/hard water build up?
A17: The Government is unable to provide exact determination on the existence of calcium/hard water build-up on the windows.
USSTRATCOM- There is some hard water build-up on the outside walls; however, it is difficult to determine if there is hard water build-up on the windows.
557 WWG- There is no noticeable hard water build-up on the windows.
Q18: Can we mail in bids or do they have to be submitted via digital and how many copies along with the one original of each form need to be submitted?
A18: Quotes must be submitted electronically. Instructions for submission of quotes are listed in the addendum to provision 52.212-1, Instructions to Offerors—Commercial Items.
Q19: Are the windows to be cleaned during winter, to be cleaned only on the inside?
A19: The schedule and coordination for services can be arranged directly with the Technical Expert for the respective organization after contract award. Preliminary information is detailed below and subject to change.
USSTRATCOM- The objective is to establish a routine for fall and spring services; however, high visibility areas may require services that are more frequent.
557 WW- The objective is to establish a routine for services, with exterior and Atrium services being performed in the summer. Interior (in-office) cleaning services can be performed during winter.
Q20: How many areas are there that will require a scissor lift and or a boom lift, and what is the area height?
A20: The Government is unable to determine the exact locations that may require lifts. Estimation of lift requirements are detailed below:
USSTRATCOM- Interior will likely require a lift due to the lack of load-bearing access points.
557 WW- Lift may not be required, depending on Vendor’s capabilities.
Q21: What are payment terms? 15 days calendar, 30 days calendar, or 90 days calendar.
A21: Payment terms are described the 52.212-4, Contract Terms and Conditions—Commercial Items, and are Net 30 days.
Q22: Is there access to water inside, and outside around the building?
A22: Yes, water access inside the facilities can be accessed through the Janitorial Closets. Water access outside the facility is accessible through designated points.
SECTION II- Questions (Q) and Answers (A) for inquiries received during the Pre-Proposal Conference (8 Questions and Answers).
Q23: What does “40 LOTS” represent for pricing?
A23: The “LOTS” unit of measure was utilized to account for all of the Service Areas and estimated number of times each organization (USSTRATCOM/557 WWG) may require services. i.e. 557 WWG has 14 “Lots” listed. This is based on all the Service Areas contained in the Pricing Schedule, with each area requiring one (1) service per performance period.
The unit of measure “LOTS” was selected to allow the Contractor to invoice after the completion of each Service Area.
Q24: If there are exterior windows with hard water buildup which typically require water fed pole washing due to area classification (example, 2nd floor of USSTRATCOM), would the contractor be granted an exception for face access cleaning?
A24: Yes, with prior approval from the building representative/Technical Expert and coordination for access.
Q25: What is the protocol if pre-existing damage is discovered while cleaning, such as peeling caulk or broken glass?
A25: Inform the building representative prior to cleaning of that area. This will ensure the contractor will not be held liable for damages.
Q26: Are hose bibs available for the Penthouse of USSTRATCOM?
A26: Water is readily available on all B1000 rooftop spaces. Outdoor hose bib connections are within 50 feet of all penthouse glass. There is not an outdoor hose bib on the auditorium rooftop, but there is an interior janitor closet (with a hose bib) within 10 feet of the access door for the auditorium roof.
Alternatively, a water hose could easily be dropped from the main B1000 roof onto the auditorium roof.
Q27: The Weather Wing had a prior Window Cleaning Award for $10,172.73. Was this award with options, and did it include everything required in the current Statement of Work?
A27: The services for both locations (USSTRATCOM and 557 WWG) combined are a new requirement.
Both locations had similar services performed as one-time services.
USSTRATOCM- Bldg. 1000’s architectural glass surfaces were last cleaned during construction and costs are not available. These services have not been provided under contract.

Q28: Will a technical expert be managing the visit?
A28: No, a Technical Expert will not be overseeing the cleanings. However, a facility representative will be available at each building/organization as required.
Q29: Is water available on the roof above the Auditorium of the 557th Weather Wing, Building 185?
A29: There is no water available on the roof. The past contractor used a bucket of water and squeegee for cleaning.
Q30: In regard to the Interior Surface Cleaning; during the walkthrough, we discussed cleaning windowsills only but the SOW calls for sills and frames. Is the request to have all vertical and horizontal window frame and sill surfaces cleaned?
A30: All vertical and horizontal window frames must be cleaned to the extent necessary to meet cleaning standards defined within the Statement of Work. i.e. “All window frames, window sills, window sashes, window ledges, interior window shelfs, door frames and stainless steel trim work shall cleaned to remove all traces of dirt film, or similar foreign matter.”
