Ref 9 IDENTIFICATION OF THIS PROCUREMENT – PERIOD OF PERFORMANCE

Ref 10.e.1. This contract requires access to Sensitive Compartmented Information (SCI) by specific contractor employees. Contractor employees must meet ICD 704 personnel security standards. Number of SCI positions required to fulfill the provisions of this contract will be determined by stated contract requirements under the prime contract with approval by 557TH WW SSO based on validated need and justifications. 557TH WW SSO will approve additional and/or reductions to the number of SCI positions. All sub-contracting actions and requests for changes for sub-contracts (DD Fm(s) 254) will be processed through the prime contractor’s Facility Security Officer and the LCMC-HBAW-OL Program Manager, who will submit the request(s) to 557TH WW SSO for review and concurrence prior to issue of or change to a sub-contract. Contract documents (PWS/SOW/etc.) will be provided with draft DD Fm(s) 254 when submitted to 557TH WW SSO.
a. The Assistant Chief of Staff for Intelligence (ASC/I) through 557th Weather Wing Special Security Office (557TH WW SSO) has exclusive security responsibility for such information released to the contractor. The DoDM 5105.21 (hereafter referred to as V3), as supplemented, provides the necessary guidance for the physical, personnel, and information security measures and is part of the security specifications for this contract. SCI work is to be accomplished in a US Government SCI Facility (SCIF). 557TH WW SCIF, specifically the 2WS/WXI SCIF, will be used to perform all SCI contractual requirements.
b. The contractor shall be responsible for timely identification of all personnel who will require SCI access. Names of contractors requiring access will be submitted to the 557TH WW SSO through the COR and will include specific justification for SCI access. Clearances requiring Single Scope

Background Investigations will be prepared in accordance with the National Information Security Program Operating Manual (NISPOM, DoD 5220.22-M) Section III, for safeguarding classified information. Prior to nominating personnel to DISCO for SCI access as prescribed by V3, the nomination will be approved by the 557TH WW SSO. Requests shall be processed IAW NISPOM and V3.
c. No contractor personnel will be granted access to SCI material under this contract unless they are filling a USAF-approved SCI position under this contract. Multiple contract employees sponsored by Air Force organizations other than HQ 557TH WW will be certified to 557TH WW SSO for placement in a USAF-approved 557TH WW position.
d. The contractor will provide all required information on a timely basis, in order that administrative security action may be accomplished. This includes the processing of all administrative actions relative to new employees, termination, transfer, and official visits. In addition to the visit procedures required by NISPOM, 557TH WW SSO must be advised of all travel by employees that require access to SCI areas, in order to certify the employees’ access(es). This is the only authorized method for passing these special access authorizations.
e. The contractor shall in all cases advise 557TH WW SSO of any adverse information or change in status of every employee who has been granted access to SCI. Items of specific concern include, but not limited to:
1) Allegiance to the United States:
2) Foreign Influence
3) Foreign Preference
4) Sexual Behavior
5) Personal Conduct
6) Financial Considerations; Deposits of $10,000 or more
7) Alcohol Consumption: Excessive or illegal use of alcohol.
8) Drug Consumption: Excessive or illegal use of narcotics or other controlled substances.
9) Psychological Conditions
10) Criminal Conduct: Adverse involvement with law enforcement agencies, including arrests for DUI or traffic violations of $300 or more.
11) Handling Protected Information
12) Outside Activities
13) Use of Information Technology Systems.
f. The contractor will establish and maintain a current list of those employees working on this contract. A copy of this list will be furnished to 557TH WW SSO through the Contracting Officer Representative (COR) NLT 30 days after contract award, annually thereafter, and all changes will be reported within 7 days through the same channel. The contractor will also immediately advise 557TH WW SSO of reassignment of personnel who have SCI access, to other duties not associated with this contract or supporting sub-contract and/or reassignment under this contract/supporting sub-contract.

g. Except in unusual circumstances, it is expected that contractor employees will remain briefed for the duration of the contract. The contractor will maintain SCI briefed personnel in billeted positions a minimum of 1 year. Exceptions will be granted only under extreme circumstances.
h. The contractor shall be responsible for notifying 557TH WW SSO when any employee granted access to SCI is terminating their employment. This notification will be provided with sufficient lead-time to permit 557TH WW SSO to arrange for the required debriefing.
i. The following documents, including all changes and revisions thereto, will be used for specific security classification guidance on this contract: DoD 5200.1-R/AFI 31-401, V3, and associated security classification guides available through 557TH WW SSO.
j. Release of information within the SCIF. SCI with restrictive caveats (e.g., ORCON, PROPIN, etc.)
will be released to contractors only when originator approval has been obtained. Any SCI furnished to the contractor in support of this contract remains the property of the DoD department, agency, or command that furnished the SCI. All other SCI may be released to the contractor upon approval of 557TH WW SSO. The contractor shall not furnish SCI to any personnel (including contractor or subcontractor employees, and employees of any federal government agency) without prior written approval from 557TH WW SSO.
k. (also Ref 11.i.) Classified Information Systems (IS) processing is permitted only when the IS is certified and accredited IAW Joint DODIIS/Cryptologic SCI Information Security Standards (JDCSISSS), ICD 503 and AFMAN 14-304. This contract requires electronic processing of SCI. IS and associated supporting equipment and wiring will only be installed IAW established TEMPEST policy as defined by the current TEMPEST Accreditation and CNSSAM TEMPEST/01-13. Compliance with requirements as specified in the DJSIG; ICD 503; V3; and all related SCI policy directives are required for contract performance.
l. As a condition of privileged access to any information system, contractors performing information assurance functions as described in DoD 8570.01-M, Information Assurance Workforce Improvement Program, must satisfy both preparatory and sustaining DoD IA training and certification requirements.
Additionally, personnel with Privileged Access must complete a “Privileged Access Agreement”.
m. The contractor shall coordinate with 557TH WW SSO and obtain concurrence prior to subcontracting any portion of SCI efforts involved in this contract.
n. Contractor will not use references to SCI access, even by unclassified acronyms, in advertising, promotion efforts, or recruitment for employees.

Ref 10g. This contract requires NATO Awareness Briefing(s) to be given to specific contractor employee(s) requiring high side accounts. Access to NATO Secret/NATO information is approved for reference only at the government facility. Access to NATO information requires a final U.S. government clearance at the appropriate level. Prior approval of the contracting activity is required for sub-contracting.
Ref 10.j. CUI information provided under this contract shall be safeguarded as specified in the “DOD Manual 5200.01, Volume 4/Air Force Supplement, 24 June 2002, DOD Freedom of Information Act Program”.
Ref 10.k. JWICS: The government will only provide JWICS network access to include email and web access provided the contractor meets 'all' SCI eligibility and training requirements and maintains the appropriate SCI access level. Contractors will be held strictly accountable for all actions they initiate on the network and will conduct business IAW USAF, ACC and local base instructions and policies.
JWICS privileges will be terminated if contractor does not maintain a current TS investigation.
Ref 11a. Contract performance is restricted to 557TH WW, 101 Nelson Drive, Offutt AFB, NE 68113- 1023. Using activities will provide security classification guidance for performance of this contract.
Compliance with DoD 5200.01-R/AFI 16-1404, Information Security Programs as supplemented, is required.
Ref 11i. The contractor shall comply with the current TEMPEST requirements as defined by current TEMPEST accreditation documentation, CNSSAM TEMPEST/1-13, and 557 WW SSO guidance.
Ref 11j. The contractor shall comply with the 557TH WW OPSEC program as defined by 557TH WW Commander's policy memorandum and AFI 10-701, Operations Security (OPSEC). The contractor shall participate in government provided training and safeguard information relating to 557TH WW's Critical Information (CI) list; CI covered in first quarter SCI security training.
Ref 11m. All contractors personnel assigned to perform work under this contract must have a minimum, of a National Agency Check Plus Written Inquiries (NACI) favorable investigation or clearance level commensurate with assigned duties. Personnel assigned to SCI Billets will meet the requirements of DoDM 5105.21-V3 for TS/SCI access.

Ref 14. Provide the information requested by the Notification of Government Security Activity Clause, AFFARS 5352.204-9000, to the Servicing Security Activities (SSAs) addresses in Block 17f of this form.
