C2SES III Draft RFP Questions & Answers 4 November 2016
C2SES III

Draft RFP Question and Answer (Q&A)
This Question and Answer (Q&A) does not supplement or take place of the Request for Proposal (RFP). Answers to questions, RFP clarifications, requirements, and other pertinent documents are subject to change without written notice to potential offerors. Please refer to the final RFP (when posted) for all C2SES III requirements.
Q10: Although ‘training’ is in the Performance Work Statement, it is not apparent where in the cost model the Government expects offerors to bid that item. Please clarify.
A10: Training is considered an ODC item, which is Government populated.
Q11: To assist in analysis for proposed labor categories and hours on each tab, does the Government want the proposed positions to be mapped to WBS elements, such as Test Engineer
– NPES 1.3.4, Configuration Manager – NPES 1.3.5, etc.?
A11: The Government has aligned the cost model to fall in line with the PWS (see update).
Q12: To ensure we are properly allocating hours within the Hours tabs of the Cost Model, will the Government provide their description of the technical categories (columns identified in light blue on each hours tab)? For instance, under Transition, Administration is one of the columns. Does this refer to Clerical hours, Project Administration or Systems Administration?
A12: The Government has aligned the cost model to fall in line with the PWS. A Skill Set definition tab is included. Furthermore, the “light blue” will be standardized throughout the document (see update).
Q13: On the PM hour’s tab, the blue columns refer to technical tasks not normally performed by program management. Will the cost model be updated to reflect Program Management tasks?
A13: All “blue columns” are used throughout the spreadsheet for standardization, but the categories have been updated to reflect the PWS. A specific PM column has been added. 3 additional “other” columns have also been added that can include categories that are not exactly aligned in any of the stated columns.
Q14: Is it the Government’s desire that we provide the Bases of Estimates we develop to support our cost buildups to aid in the Government’s Cost/Price evaluations?
A14: A BOE is not requested. However, the second sentence of Section L5.1 has been updated to provide WBS instructions. The cost model has also been updated to reflect the PWS tasks (see upate).
Q15: The RFP contains a CPFF CLIN, can the Government identify the fixed fee percentage for this CLIN?
A15: See update to CLINS X002.
