About this file
This is a Questions and Answers document from a site visit for the Boiler Maintenance solicitation (FA452827QAS002) at Minot Air Force Base, North Dakota. The document addresses four key inquiries raised during the August 11 site visit and provides clarification on contractor responsibilities and operational procedures.
The contractor is required to supply all necessary maintenance kits and consumables, including filters, for monthly, quarterly, and annual boiler servicing in accordance with preventive maintenance requirements. Minot AFB is standardizing on P-K Sonic boilers installation-wide, transitioning from Thermal Solutions boilers to meet Department of the Air Force efficiency mandates. Regarding the propane leak detection sensor previously installed with the Thermal Solutions boiler, the document clarifies that this component is not maintained or installed by Civil Engineering and was likely installed by the previous contractor (Mowbray) when the Thermal Solutions boiler was in place until 2025. For facility access obstructions caused by snow or ice accumulation during winter months, the contractor must notify the Contracting Officer's Representative (COR), who will then coordinate with Civil Engineering to clear the obstruction, rather than the contractor removing snow and ice independently.

Questions asked at Site visit:
1. Who provides the maintenance kits?
· Answer 1: Boiler Maintenance Kits: In accordance with PM requirements, the contractor shall supply all necessary maintenance kits and consumables (e.g., filters) for monthly, quarterly, and annual boiler servicing.
2. Which brand of boiler is being used and what brand will the new boilers be when the old ones are replaced?
· Answer 2: Standardized Boiler Procurement: MAFB is transitioning to P-K Sonic boilers installation-wide. This change from Thermal Solutions was directed to meet overarching Department of the Air Force efficiency rating mandates.
3. Is the leak detection gas shutoff required to be replaced by the contractor?
· Answer 3: Propane sensors disconnect isn’t maintained/installed by CE HVAC or any CE entity. Our HVAC foreman believes that sensor was installed with the previous Thermal Solution boiler that existed until 2025 when we had the P-K Sonic installed.. We believe Mowbray would’ve installed it when the Thermal Solution was still in that basement at Bldg. 758.
4. If there is a door that won’t open due to freezing temperatures in the winter, how will it be opened?
· Answer 4: Access Obstruction Protocol: When snow or ice accumulation blocks facility access, the contractor must notify the COR. The COR will then task Civil Engineering (CE) to clear the obstruction.
