About this file

This document is a Questions and Answers file clarifying requirements for a boiler maintenance and installation contract.

The contractor is responsible for providing all ancillary installation materials (piping, fittings, insulation, venting, electrical connections, and valves) for CLIN 0007 (Install Boiler - Any Size), with costs included in the FFP of that CLIN rather than invoiced separately under CLIN 0008. Appendix 1 contains a detailed inventory of 94 existing boilers including make, model, size, and fuel source, with P-K Sonic Boilers to be operational before the contract start date of January 1, 2027. Three buildings (286, 537, and potentially 867) are being tracked as possible FY27 replacements with final decisions pending in November-December of FY27. The contractor is NOT the first responder for facility "no-heat" calls, emergencies, or after-hours calls; the 5 CES HVAC shop retains this responsibility and on-base storage will not be available for contractor spare parts. For CLIN 0006 (Remove Boiler - Any Size), removed boilers can be dropped off between buildings 440-443 where the government's HVAC shop will scavenge useful parts, remove glycol, and recycle the metal for scrap.

For CLIN 0008 (Corrective Maintenance), replacement parts and labor will be contractor-quoted at the time repairs are needed, with quotes including labor and parts broken out separately for COR and Contracting Officer approval before contract modification and work performance. The Service Contract Act Wage Determination WD 2015-6025 Revision 6 applies (per Amendment 5), with contractors required to classify service employees accordingly. For Past Performance evaluation, quoters may submit up to three past performance documents; Past Performance Questionnaires (PPQs) are not required as a form of evaluation.

Questions and Answers:

1. For CLIN 0007 (Install Boiler - Any Size), the government will purchase the boilers.

Please clarify if the contractor is responsible for providing all ancillary installation materials (e.g., piping, fittings, insulation, venting, electrical connections, and valves). If yes, should these materials be priced within the FFP of CLIN 0007, or invoiced at cost under CLIN 0008?

- Answer 1: Contractor will be responsible for providing all ancillary installation materials (piping, fittings, insulation, venting, electrical connections, and valves). The CLIN for installation of boilers is where it should fall under.

2. To ensure accurate pricing for maintenance kits and consumables, could the government provide a detailed inventory list of the 94 existing boilers and water heaters, including the make, model, capacity (MBH), and current transition status to P-K Sonic boilers?

- Answer 2: Appendix 1 Inventory lists the 94 existing boilers including make/model/size/fuel source. It has the updated P-K Sonic Boilers currently being installed and will be operational before the new contract starts 1 Jan 2027.

I’m tracking Bldg. 286, 537, and potentially 867 as possible replacements for FY27 with the sizes unknown at this time. Decisions won’t be final until early FY27 Nov-Dec timeframe.

3. Given the strict 2-hour emergency response time when temperatures are <= 32°F, will the government provide the contractor with dedicated on-base storage space or a staging area for critical spare parts and tools to facilitate meeting this rapid response window?

- Answer 3: Section 3.7 in the PWS – As this contract is for routine maintenance, the Contractor is NOT the first responder for facility “no-heat” calls, emergencies, or after hour’s calls. The 5 CES HVAC shop will retain responsibility for responding to emergencies and no-heat calls, and is responsible for trouble shooting these issues, correcting the problem, and re-lighting the boilers once the problem is rectified; this responsibility includes boilers installed under this contract still under warranty. Therefore, there will not be storage available on base for the contractor.

4. For CLIN 0006 (Remove Boiler - Any Size), does 'disposal' require the contractor to transport and pay for off-base commercial recycling/disposal, or is there an on-base scrap yard or DLA Disposition Services location where the removed boilers can be turned over to the government?

- Answer 4: The contractor can drop off the “removed” boiler between buildings

440-443 as our HVAC shop will scavenge any useful parts and remove the glycol before we recycle the metal for scrap.

5. Regarding CLIN 0008 'Corrective Maintenance (No Bid)' and the requirement that parts and materials are invoiced at cost: Please clarify how labor for corrective maintenance should be priced and invoiced. Is there a labor rate schedule the contractor must submit, or is corrective maintenance labor expected to be fully absorbed within the Firm-Fixed-Price PM CLINs (CLIN 0001 and CLIN 0002)?

- Answer 5: Para 2.6 of the PWS will be modified to remove the sentence regarding the contractor not being responsible for purchase parts. Replacement parts will need to be contractor quoted at time repairs are needed. This quote must include labor and parts broken out for approval by the COR and Contracting Officer. The contract would then be modified to add the funds to CLIN 0008 before work is to be performed or parts ordered.

6. Could the government please provide the applicable Service Contract Act (SCA) Wage Determination number and document for this requirement, or confirm which labor categories (e.g., Boiler Tender, Electrician) will apply?

- Answer 6: The currently solicitation has WD 2015-6025 Revision 3; however, amendment 5 of this solicitation posts the new WD 2015-6025 Revision 6. In accordance with RFO Clause 52.222-41 the contractor must classify any class of service employee.

7. The solicitation notes that Past Performance is approximately equal in importance to price. Could the government clarify the specific submission requirements for the Past Performance volume, including the maximum number of references allowed, page limitations, and whether Past Performance Questionnaires (PPQs) are required to be sent directly by references?

- Answer 7: Per the Combo RFQ under Past Performance, quoters may submit up to three past performance documents. PPQs are not listed as a for of past performance evaluation.
