6. The Government intends to make an award based on initial quotations, without conducting post submission-inquiries.
Therefore, it is critical that Quoters submit all required information with their initial quote. The Government reserves the right, but is not obligated, to contact a Quoter to remedy a failure to provide administrative information (e.g., product literature or photographs) or to address clerical errors. This process, if used, is not a quote revision and will not be used to allow a Quoter to change the substance of its quote.
7. Quoters are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoters must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. Evaluation Criteria
RFO provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition.
As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate quotes: (i) Technical Capability, (ii) Price, and (iii) Past Performance.
Technical capability is pass/fail. To be considered for award, a quote must be rated technically acceptable. When conducting the Best Value determination, past performance is approximately equal in importance to price.
(b) This acquisition is being conducted according to RFO part 12. The terms and processes used in this acquisition are not subject to the definitions nor processes found in RFO part 15, even if defined or described in RFO part 15.
Reference to offers, offerors, or proposals in this acquisition will be read as quotations, vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in RFO part 15 shall be read and interpreted in a manner consistent with RFO part 13. Examples of nomenclature found in RFO part 15 include: Request for Proposals (RFP), De-briefing, Negotiations etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under RFO 2.101.
TECHNICAL CAPABILITY: The Government will evaluate technical capability on an Acceptable/Unacceptable basis.
Quoters must address all requirements in Attachment 1 - PWS. Failure to meet any subfactor will render the entire quotation unacceptable and ineligible for award. The Government reserves the right to award based on initial quotations without interchanges.
Acceptable: Proposal meets all solicitation and PWS requirements.
Unacceptable: Proposal fails to meet solicitation and PWS requirements.
Technical Subfactors Subfactor 1: Personnel Qualifications and Certifications
Requirement: Submit resumes, active certifications, and credentials verifying that proposed personnel possess the skills, experience, and knowledge required in the PWS.
Subfactor 2: Schedule
Requirement: Provide a specific timeline and management plan demonstrating the capability to meet all PWS milestones, project dates, and maintenance windows.
PRICE: Price will be evaluated on a comparative basis amongst all received quotations and the Government’s estimate.
Pricing must be submitted utilizing Attachment 2 – Price Schedule. Quotes not using the provided template may be disqualified.
Total price evaluation (TEP): The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). In accordance with RFO 52.217-8, the Government may require continued performance of services within the limits and rates specified in the contract. The rates shall be determined to be the unit price of each applicable CLIN, as stated in Schedule of the award of the CLIN, which corresponds with the most recently entered period of performance.
Evaluation of proposed CLIN prices constitutes evaluation of the rates used for options exercised under this clause.
PAST PERFORMANCE: The Government will conduct a comparative evaluation of past performance to assess prior work quality using CPARS, commercial experience, subcontractor history, or the Contracting Officer's knowledge. Past
Performance record history will be assessed as one of the multiple standards required for a successful quote to be determined responsible as described in RFO 9.104. Past performance can be evaluated based upon the contracting officer’s knowledge of and previous experience with the service being acquired, customer surveys, past performance questionnaires and government-wide contract performance assessments rating system (CPARS). Quoters may submit up to three past performance documents, to display quality of work performed. The government may use a combination of the following methods to evaluate past performance:
• Relevant past performance submitted by the quoter
• Any other reasonable basis not otherwise noted conducted for the apparently successful Quoter per RFO 9.104.
