About this file
This is a Questions and Answers document for a federal contract opportunity. The solicitation (FA452826RFQTB02) is for Front Desk Data Entry Services at the Military Family & Readiness Center (M&FRC) at Minot Air Force Base. The contract has been set aside for Women-Owned Small Businesses (WOSB) following the cancellation of a previous solicitation and updates to the Performance Work Statement to ensure FAR compliance. This is a new contract with a contract start date of 1 March 2026, and the Government plans to make the award during FY26. The requirement is for 1,920 hours per year, with a workday of 7:30 a.m. to 4:30 p.m. (including a 1-hour lunch break) and a General Clerk 2 classification under SCA labor category Wage Determination 2015-6025 Rev. 3.
Key operational details include that the contractor will process approximately 200 TAP participants through classes monthly (2,400 annually), handle 140 emails monthly (1,680 annually), receive 60-125 walk-ins monthly (720-1,500 annually), and handle 240 phone calls monthly (2,880 annually). The Government will provide a Government Furnished laptop with VPN access post-award, all required software licenses, and coverage for contractor leave under two weeks; sustained leave over two weeks requires a contract employee to cover. There is no transition period, no Quality Control Plan requirement, no page limits for technical or past performance submissions, and the Government will consider no past performance as neutral. Resumes will not be evaluated. All security clearance guidance is contained in Section 4 of the PWS, with a National Agency Check timeline to be established post-award. The primary work location is 291 Peacekeeper Place with no planned travel requirements beyond that location.
