About this file
This is a Questions and Answers document for solicitation FA4528-26-Q-TB-04, addressing inquiries regarding a Dorm Campus Security Camera System installation at Minot Air Force Base, North Dakota. The Q&A clarifies that this is a brand-new contract (not an incumbent replacement) with a scheduled site visit on Thursday, August 20, 2026, at 10:00 AM CST. The corrected scope requires 249 total cameras and individual servers per building, with flexibility in installation methodology to allow one-floor-at-a-time cutover rather than same-day complete system replacement to minimize downtime. Key technical requirements include continuous 24-hour recording at minimum 4MP/15 FPS with 90-day retention capability, no motion-detection-only recording alternatives, exterior camera operation at -40°F temperatures, and standalone CCTV systems without Wi-Fi or uplink connectivity to security operations centers or broader networks.
The contractor must provide all new infrastructure including cabling, PoE switches, NVR equipment, workstations with monitors, and UPS backup power capable of 24-hour battery support during outages. Existing analog systems and infrastructure cannot be reused. System training for current dorm personnel and comprehensive operating manuals are required, along with as-built documentation for facility records. "Or equal" equipment substitutions are permitted with government approval. No progress payments are allowed; payment will be processed after proof of shipment. The government has noted that funds are not presently available, with anticipated award prior to September 30, 2026, contingent upon funding availability. After-hours work access is not permitted due to dorm campus security concerns.

Questions and Answers: Solicitation FA4528-26-Q-TB-04
1. Is this a brand-new contract or is there an incumbent contractor performing these services? If so, could the previous contract number be provided? This is a brand-new contract.
2. Will there be a site visit for this requirement? A site visit for this requirement is scheduled for Thursday, August 20, 2026, at 10:00 AM CST.
3. on Attachment 1, Appendix 1: ordering table - the total shows 312 units. My count for cameras and servers is less. Is the 312 number correct? It is less due to oversight. The correct number of cameras should be 249 in total cameras and then an individual server per building.
4. Is there a preferred camera system desired? Negative.
5. With each Dorm system being a standalone - will there be a need for any of the camera footage to be connected to the Security Forces BDOC? Negative, it does not need to be connected to the BDOC.
6. SOW 3.7 "In each building, the Contractor must install the new [Security Cameras and Storage Devices] on the same day as the Contractor removes the old [Security Cameras and Storage Devices]” Does this require a “hot cut over” from the old system to the new system? No camera system downtime? Can the old and new system be cut over one floor at a time? For example Dorm 214 has 40 cameras - installing 40 cables over 3 floors, installing 40 cameras, commissioning and testing the NVR, removing 40 old cameras, demoing 40 old cables on a one-day work period of 7:30am through 4:00pm seems a bit aggressive and could require complete and total access to the dorm space. Is there any flexibility in the 3.7 requirement? There is flexibility in this requirement. We want to try to minimize downtime, however, having one floor down at a time would suffice.
7. will there be any system training required for each Dorm? Yes, the current personnel would need to be trained; and we are requesting an operating manual or a user guide for guidance when new personnel are hired.
8. In each Dorm communication room/system head end - is there an existing rack or cabinet for housing the NVR? Yes, each system is currently installed in a cabinet behind a locked door in the facility it resides in.
9. In each Dorm communication room/system head end - is there a GFE monitor to show dorm camera FOV, and review camera data for any incident footage is required for Appendix 2 - “live playback features” and “advanced search options” ? for local viewing is a workstation and monitor required? Contractor or GFE? Yes, there is a GFE monitor and the workstation and monitor is required.
10. Is there a UPS/back up battery requirement to continue camera recordings during power outage? Yes, a UPS is required for backup.
11. Dorm Communication room/system head-end - for the new standalone camera system switches - do they need to have any networking or uplink capability? The communication room/CCTV system only needs to be captured and saved at the workstation. No uplink/networking capability needed.
12. Please confirm the 90-day retention requirement applies to continuous recording of all cameras simultaneously at the minimum 4MP / 15 FPS requirement. Correct.
13. If camera has motion detection capability - and only records with movement is detected - will this suffice or is it acceptable to fulfill the continuous recoding requirement? No, it is preferred to have continuous recording with the option of motion detection search.
14. Concerning the -40 F requirement - do all interior cameras need to have this capability? Negative, but all exterior cameras do.
15. for Exterior locations - Can the government identify which locations are considered exterior for the purposes of the -40 F degree requirement? Yes, they are located on the provided maps.
16. What specific testing, documentation, training, or as-built requirements will be required for final acceptance? A walkthrough and run-through of each dorms systems will need to be had. As-built requirements (locations, type of system, system details) printed or sent to dorm management team for real property records and housing continuity.
17. Attachment 4 says “This contract includes a DD Form 254”. I don’t see one included and it would not commonly be used for a contract of this scope. Please clarify your requirements. A: The reference to the DD Form 254 in Attachment 4 was a standard administrative clause inclusion and is not applicable to this contract. No DD Form 254 will be issued, and you do not need to factor facility clearance or classified safeguarding requirements into your proposal.
18. How old is the facility? The facilities ages range from 1958-2013
19. How much square footage is in the facility? Each facility has a different square footage. If a site visit is required, we are happy to facilitate.
20. How stable is the power? Stable.
21. Is there a dropped ceiling in all areas of installation? Negative, there are drywall sections of ceiling as well.
22. What type of walls are in the perimeter areas? Block or brick exterior walls.
23. Do we need to drill between the walls, to run our cable infrastructure? Possibly, yes, or the cables can be ran in the drop ceiling.
24. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be? It is not required.
25. Are the door frames metal and concrete filled? We have solid core wood doors to the bedrooms, and some dorm facilities have metal and glass entrance doors.
