This may include but is not limited to the Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of previous experience with the item or service, commercial market experience, and consideration of performance as a subcontractor. A Quoter with no relevant past performance will not be evaluated favorably or unfavorably on this factor. In addition, a separate determination will be made as to whether the apparently successful Quoter is responsible in accordance with RFO 9.104, which may also consider past performance information.
