Pre-Proposal Offeror Questions and Government Responses
Repair CRL B975
FA4528-20-R-0003

1. Section 08 60 45 for the above referenced project: if these need to be blast resistant, I will need to know the year/release of UFC we need to comply with. If it is anything but 2018, I will also need the charge weight and standoff distance.
A) UFC 4-010-01 DoD Minimum Antiterrorism standards for buildings 2013 was used in this design. Per the design analysis. Force Protection: The facility will be designed to meet the requirements of UFC 4-
010-01, DoD Minimum Antiterrorism Standards for Buildings. Aspects of force protection included in the design are as follows: the building is located with parking and roadways within a controlled perimeter;
portions of the building are categorized as low-occupancy, which does not require compliance with this
UFC, and inhabited, which requires a low level of protection; air intake louvers will be located a minimum of 10-feet above grade; within 33-feet (10-meters) of the building perimeter, obstructions that would allow concealment of an explosive device will be eliminated, thus allowing for visual observation by building occupants; the building’s main entrance does not face the Base perimeter; exterior glazing will be in conformance with the full requirements of Standard 10; the materials for the exterior translucent panels at the low-occupancy portions of the building will meet blast requirements, but it is not necessary for the fasteners to maintain the panels within the wall opening during a blast event; the structural frame is not required to resist progressive collapse, because the building is only two story; conventional construction standoff distances do not apply to windows and doors. Windows and doors must be designed in accordance with Standards 10 and 12 to provide the applicable levels of protection. Blast Loads: Level of Protection –
Very Low. Conventional Construction Standoff Distance – 16 feet (within controlled perimeter, applicable explosive weight II). Actual Standoff Distance – 32 feet. Static Design Procedure Permitted.
2. The specification is calling for the exterior sheet to be a high impact sheet (200 ft lbs). A high impact exterior sheet is not a requirement for a blast resistant system. That sheet is used in coastal regions which experience hurricanes. Can you please submit an RFI questioning if a high impact exterior sheet is needed?
A) High impact is needed.
3. Section 2.5 qualifies that all performance must be met by the system and not by the glazing only. The specified u-factor and resulting SHGC and light transmission reflect numbers of the glazing only. Their specified figures do not represent a system evaluation. Can you please submit an RFI to clarify if the u-factor they specified at .23 is a panel only number or a system number as they are currently contradicting?
A) Thermal Performance does not fall under section 2.5, therefore this is a specification for the translucent panel and not for the whole assembly.
4. Per specification 08 51 13 part 2.2.1 notes a manufacture product number AP-HC80 as an outswing project standard commercial windows from the information I received from the manufacture also to note that according to the manufacture the series of window that carried this designation in no longer produced. As UFC 4-010-01 is noted several times throughout the specification and this window is not a blast rated window please verify as to the design intent.
A) UFC 4-010-01 is in the reference section but not included in any of the window specification paragraphs. Conform to what is required in each specific section.
5. Also, to note that part 2.5 that notes a sliding transaction window by Metal-Craft. This manufacture also does not have a blast-rated window system as they are primarily a residential window manufacture. Please verify design intent.
A) All Exterior windows need to comply with UFC 4-010-01, service window on interior does not need to be blast rated.
6. Per the plans the only window frames listed are F05 and F06 which look to be fixed aluminum frames and according to the details Q, P, and N are drawn as standard exterior non-blast rated, non-operable, storefront framing, frame type F07 is noted as translucent panels, and frame type F08 is noted as an operable horizontal sliding service window with details AA, Z, and Y indicating a standard horizontal architectural window. The aluminum window frame are also noted to require CILG glass which I assume is required for the blast rating however the frame details shown and the product noted in the specification would not be able to support this glass makeup as it would be too thick overall to meet requirements. Please verify design intent.
A) Windows to be bid as shown, if there is an issue it will be addressed during construction.
7. Per sheet A-101 in rooms 07 and 06 the windows are noted as a type 05 however on sheet A-202 elevation 2 shows them noted as type 06. Please verify.
A) Sheet A-101 is correct.
8. Volume II- Past Performance Proposal- Can a previously completed past performance questionnaire be included in the proposal in lieu of contacting our client again for a new past performance questionnaire?
A) Previously completed past performance information forms will not be considered. Please submit past performance using Attachment 4 – Past Performance Information Form.
9. Section H- FAR Clause 52.236.1- Performance of Work by Contractor - Please clarify the % of the total amount of work to be performed under this contract by the Prime Offeror.
A) FAR Clause 52.236-1 was inadvertently included, it will be removed with amendment.
10. Section 23 23 00, para 3.5.6 states contractor is to recover refrigerant. Typically, base requires CE to recover refrigerant. Please clarify.
A) Contractor to cover the refrigerant.
11. Confirm that 2014 version of 385-1-1 will be utilized on this project?
A) EM 385-1-1 (2014) is the manual year referenced it is used on this project.
12. Will four (4) – 10 hour work week be allowed in order to accommodate traveling subcontractors?
A) The normal work hours are 7:30 AM to 4:00 PM. Specification section 01 11 00 paragraph 1.2 states that requests for additional work requires written approval from the Contracting Officer 7 days in advance of the proposed work period.
