Questions and Answers (5 May 2016)

Q: Are any of the pickup locations in areas requiring additional security clearances?

A: No, none of receptacles are in restricted or secure areas requiring security clearances above base access.

Q. Are the 95 gal wheeled carts government or contractor owned?

A: The 95 gallon containers are contractor provided. The only government provided containers are the seasonal common use trash receptacles at the baseball fields identified in Appendix C and Appendix B Map B-1 as “Waste Basket.” The collection for the government provided seasonal common use containers is described in CLIN 0012 and is only required April – October. The PWS has been updated in Amendment 3 to identify the location of the seasonal containers in Table A2. All other containers are contractor provided.

Q: Is there a current frequency schedule for the 95 gallon recycling containers?

A: The 95 gallon containers are a new requirement. We do not have historical estimates for collection frequencies. In accordance with PWS section 1.1.1.1 the contractor will empty containers based on historical data for the first 30 days of performance or when containers/dumpsters are at least 80% full but before their capacity is exceeded. Fill capacities will be monitored by the contractor and the COR during the first 30 days of performance. Adjustments to the schedule can proposed at any time and coordinated with the COR or CO.

Q: Are the 95 gallon wheeled containers placed inside or outside and are they pulled out by the customer or contractor?

A: The 95 gallon containers are provided by the contractor and the collection point is established by the contractor at each location. Contractors are responsible for pulling the containers out and putting them back during collection.

Q: What is the paint color required for containers?

A: PSW section 1.4 requires that the containers match the color scheme of the base. This has historically been dark brown. Other color schemes will require approval from the COR or CO before painting.

Q: Is grass cutting the only maintenance required by the contractor in the contractor yard on base?

A: PWS section 3.2 requires that the “contractor shall maintain the storage area to present a professional appearance and minimize the potential for pest infestation. The contractor shall not store MSW is this maintenance/storage area for a period exceeding 36 hours. The contractor shall not store recyclable materials in this maintenance/storage area for a period exceeding 7 work days. Vegetation inside the government provided storage area shall not exceed 8-inches in height. The contractor shall return the facility to the Government in the same condition as received, fair wear and tear and approved modifications.” This would include keeping the yard free of trash and debris and not allowing the ground to become excessively “rutted.”

Q: Can you provide the current contract award amount?

A: We will not be posting the current contract award amount to FedBizOps. This information can be obtained through a Freedom of Information Act (FOIA) request.

Q: In the PWS in section 1.1.10 Weighing of Vehicles it states all vehicles used in the collection of MSW, C&D, organics and recyclable materials shall be weighed on state certified vehicle scales. Incoming and outgoing vehicle weights shall be recorded on weigh tickets provided by the operator at the state certified weigh station. Is there a scale on base that we will be weighing our trucks in and out of or are you referring to the landfill scale?

A: No scale is available on base. Using the landfill scale meets this requirement.
