Questions and Answers (28 April 2016)

Q: Are compactors owned by AFB or does the contractor need to provide?

A: No compactors are provided by the Government. PSW Appendix A Table A2 has been revised in Amendment 2 to remove the compactor at building 246. Appendix C has been revised as well to remove the Government provided compactor at building 246. This is an AAFES building and is not part of the Minot AFB ISWM contract. The revised Appendix A Table A2 identifies one compactor at building 246 and specifies a proposed capacity of 25-30 cubic yards.

Q: Are there currently 4-25yd roll-offs onsite?

A: PWS Appendix A Table A2 identifies four buildings with 25 cubic yard proposed capacities for contractor provided containers. Additionally, section 1.1.3.2 requires that roll-off containers be provided by the contractor on request for the collection of construction and demolition debris. No roll-off containers are provided by the Government.

Q: Request that the past performance relevancy assessment dollar threshold be reduced from $500,000 per year to $350,000.

A: At this time the 5th Contract Squadron will not be changing the evaluation criteria. Offerors that do not have past performance work meeting the established criteria are not precluded from submitting an offer or receiving an award. Section 52.212-2 Addendum Table 2 states, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, ‘unknown’ shall be considered ‘acceptable.’” Past performance for this evaluation is conducted strictly on an acceptable/unacceptable basis.

Q: Are we able to include our team member and/or subcontractor’s past performance as relevant projects?

A: Past performance information will only be evaluated for the offeror as the prime contractor. As stated in 52.212-2 Addendum Section B(3)(b)(ii)(1), “Projects/contracts performed by contractors other than the offeror, such as teaming partners or subcontractors, will not be evaluated as prime contractor experience or past performance, unless those other contractors are part of a joint venture offeror as demonstrated by a signed joint venture agreement."

Q: Since this is a service contract the prime contractor is required to perform 50% of the labor. Does our Quality Control Representative count towards the labor requirement?

A: Provision 52.219-14(c)(1) “Limitations on Subcontracting” states, “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” The contract does not dictate the workforce mix of the contractor.

Q: Are we able to submit CPARS in lieu of the Past Performance Information Forms?

A: Relevant CPARS reports will be independently acquired and evaluated by the evaluation team. An offeror is welcome to submit a CPARS report, but it will only be evaluated if it meets the relevancy and recency criteria established in 52.212-2 Addendum.

Q: Can Map B-1 of the PWS be furnished so we can plot out a full size print? The sheet provided does not allow or is not legible on 8 ½ x 11 paper.

A: A full PDF file of Map B-1 is being included in Amendment 2.

Q: Page 17 of the PWS indicates map B-2. Please provide Map B-2. Only Map B-1 is provided.

A: Map B-2 refers to the locations of Government owned “seasonal common use trash receptacles” described in section 1.1.3.3 of the PWS. The location of these receptacles has been incorporated into Map B-1 and included in Amendment 2.
