About this file
This document is a Solicitation Questions & Answers file for the FY26 Airfield Pavements Preventative Maintenance project. The solicitation is issued by the 436 CONS/PKA Contracting Office, with solicitation number FA449726R0003. The Q&A document addresses multiple technical clarifications about the project, including details about concrete spall repairs, asphalt removal, joint sealing, crack repair, and minimal earthwork requirements. Contractors sought clarification on specific work items such as rubber removal, airfield markings, excavation needs, pavement types (bituminous concrete/hot mix asphalt), and joint seal specifications.
The document repeatedly references that detailed specifications are provided in the Airfield Specifications, which contractors should consult for precise technical requirements. The questions indicate that some bid schedule line items needed further explanation, such as concrete structure repairs, asphalt removal depths, and reseeding requirements. The document was signed by Earl Waller (Project Engineer) on 08 Jan 2026 and Gary J. Spillane (USAF) on 09 Jan 2026, suggesting these answers were provided to potential bidders to ensure clear understanding of the project's scope and technical expectations.

Program Title: FY26 Airfield Pavements Preventative Maintenance
Contracting Office: 436 CONS/PKA
Solicitation #: FA449726R0003
Subject: FY26 Airfield Pavements Preventative Maintenance

Question Answer
1. There are no quantities for rubber removal or airfield markings on the bid Schedule. Are there supposed to be? If not and the markings are incidental, we would need drawings so that we could quantify the markings and removal areas to provide a responsible price.
There are no known marking requirements and zero rubber removal requirements in this project. All marking requirements are only incidental to other proposed work items (i.e. crack sealing is performed across an edge stripe). Offerors should propose a minimal quantity (less than 10 LF) to cover these minimal reqirements.
2. The SOW calls for “Excavate as Necessary” (1.4.1.3), however this item is not listed on the bid schedule. We would require direction on “excavating as necessary” such as depth, spoil location, compaction efforts needed, etc.
Airfield Specifications are provided as part of this solicitation.
However, there is no need to propose excavation since none is anticipated at this time.
3. (1.4.1.5) calls for 5 TN of FAA mix, references PG76-22 AC which would translate as asphalt/HMA…..however the bid schedule calls for bituminous concrete pavement. I’m confident that it’s HMA being referenced in the bid schedule but can you please confirm that the “bituminous concrete pavement” will in fact be hot mix asphalt?
Airfield Specifications are provided as part of this solicitation.
Bituminous concrete pavement is often referred to as asphalt.
4. (1.4.1.1) calls for 1000 SF-IN of concrete structure but the bid schedule references 1000 SF-IN of concrete spall repair; we’re seeking clarification that the “concrete structure repair” is in fact spall repairs to airfield pavement and NOT repair to a concrete drainage or sewer structure. Can you please clarify?
Airfield Specifications are provided as part of this solicitation.
the specs define spall repairs.
5. The bid schedule calls for 100 SY-IN of existing asphalt to be removed, full depth. There is no mention of this feature of work in the SOW. Please confirm that the bid schedule is accurate and this will need priced. We would need to know the (approximate) depth of the asphalt and whether or not the repair would be in multiple locations
SOW Para 1.4.1.5 requires paving. In order to pave existing pavement, the pavement that exists must be removed first.
6. (1.4.1.6) Reseed areas disturbed by earthwork excavation is called out in the SOW but not on the bid schedule. There is no grassing specification dictating the seed mix to be used. Can that be provided?
Again, this is a minimal requirement , if at all, incidental to other work CLINS, necessary only if an area is disturbed performing other work items. As always, the offeror may propose work items necessary to complete the work, even if they are not specifically called out in the solicitation.
7. (1.4.1.1) The SOW specifies crack repair but does not define the width of the cracks to be addressed. Can the Government provide a specific size range?
Airfield Specifications are provided as part of this solicitation.
the specs define crack sealing
8. Is herbicide treatment required for cracks containing vegetation prior to cleaning and sealing, or is mechanical removal sufficient?
No, however the Airfield Specifications define required preparation.
9. (1.4.1.2) The SOW references neoprene/elastomeric joint seals. Please specify the required joint width or the size of the pre-formed seal required.
Airfield Specifications are provided as part of this solicitation.
the specs define preformed elastomeric joint seals.

Question Answer
10. Please confirm if this scope applies strictly to existing concrete joints (requiring removal of old sealant, refacing, and resealing) or if there are new concrete sections requiring initial sealing.
Airfield Specifications are provided as part of this solicitation.
the specs define preformed elastomeric joint seals. Existing and replacement if performed as part of a spall repair.
