About this file
This is a Questions and Answers document for a Fire Alarm Maintenance and Repair contract at Dover Air Force Base (DAFB). The corrected quote due date is June 25, 2026 at 12:00 P.M. EDT, as established by Amendment 003. The contract requires a 2-hour emergency response time for service calls. The prime contractor must hold current NICET Level III certification in Fire Alarm Systems, Inspection and Testing of Water-Based Systems, or Special Hazard Suppression Systems, while on-site technicians must maintain NICET Level II certification. The contractor must be directly licensed by the State of Delaware to work on fire alarms and extinguishing systems at DAFB; subcontractor licensing does not satisfy this requirement. The contract covers 96 fire alarm locations throughout the base and includes various panel types such as Simplex, Monaco, Notifier, and Edwards.
Material costs are subject to Not-to-Exceed amounts of $6,000 for Operations and Maintenance and $16,000 for Total Water Control Foam, with contract modifications required to authorize additional funding if these thresholds are exceeded. A current inventory list of buildings and fire alarm panels will be provided upon contract award, as will a breakdown of panel/system type quantities. Base access and badging sponsorship for contractor personnel may begin upon award if requested information is provided promptly. The appropriate Civil Engineering Squadron shop will coordinate with the contractor for specialized systems such as aircraft hanger foam suppression interconnections. The contract should include testing and inspection of the Monaco fire alarm receiving center at the fire department, which currently receives no testing or inspection services. Historical workload data regarding prior-year service call volume, emergency calls, and common failure types will be addressed in an additional amendment.
